"Za reformu lokalne i regionalne samouprave nije potrebna promjena Ustava. Prije svega je potrebna decentralizacija, kako fiskalna, tako i decentralizacija djelokruga i ovlasti", rekla je Rimac u telefonskoj izjavi za Hinu.

Navela je da je u 2013. županijama, gradovima i općinama pripalo svega 17 posto ukupnih poreznih prihoda, od čega devet posto otpada na Grad Zagreb. "Taj podatak najbolje govori koliko zapravo Hrvatsku u ovom trenutku koštaju jedinice regionalne i lokalne samouprave te da je nužna decentralizacija", kazala je.

Rimac smatra da se o ukidanju općina govori isključivo u dnevnopolitičke svrhe i bez potrebnih analiza koje bi pokazale kolike bi stvarne uštede donijela takva mjera. Poručila je kako HDZ smatra da županijama treba vratiti ovlasti koje su pripale sadašnjim uredima državne uprave, a umjesto županija, ukinuti bespotrebne agencije, poput onih za upravljanje lukama i pomorskim dobrom ili za izdavanje građevinskih dozvola. "Taj posao do sad su radile županije, a mogu ga raditi i ubuduće", rekla je Rimac, podsjetivši da je županijama oduzeta nadležnost nad zdravstvenim ustanovama, "koje zbog toga nisu postale ni bolje ni efikasnije, nego upravo suprotno".

Kazala je da se HDZ načelno protivi smanjenju broja gradova i općina, a uvjerena je da to ne žele ni građani, što, kaže, najbolje pokazuju podatci o odazivu na lokalne izbore, koji je u pravilu znatno veći od odaziva na izbore na državnoj razini.

promjene koje HDZ opstruira, poručivši da se općinama kroz fiskalnu decentralizaciju prvo mora omogućiti normalno funkcioniranje, a tek tada razmišljati o ukidanju onih koje ni tada ne bi mogle odgovoriti na potrebe svojih građana.

"Za reformu lokalne i regionalne samouprave nije potrebna promjena Ustava. Prije svega je potrebna decentralizacija, kako fiskalna, tako i decentralizacija djelokruga i ovlasti", rekla je Rimac u telefonskoj izjavi za Hinu.

Navela je da je u 2013. županijama, gradovima i općinama pripalo svega 17 posto ukupnih poreznih prihoda, od čega devet posto otpada na Grad Zagreb. "Taj podatak najbolje govori koliko zapravo Hrvatsku u ovom trenutku koštaju jedinice regionalne i lokalne samouprave te da je nužna decentralizacija", kazala je.

Rimac smatra da se o ukidanju općina govori isključivo u dnevnopolitičke svrhe i bez potrebnih analiza koje bi pokazale kolike bi stvarne uštede donijela takva mjera. Poručila je kako HDZ smatra da županijama treba vratiti ovlasti koje su pripale sadašnjim uredima državne uprave, a umjesto županija, ukinuti bespotrebne agencije, poput onih za upravljanje lukama i pomorskim dobrom ili za izdavanje građevinskih dozvola. "Taj posao do sad su radile županije, a mogu ga raditi i ubuduće", rekla je Rimac, podsjetivši da je županijama oduzeta nadležnost nad zdravstvenim ustanovama, "koje zbog toga nisu postale ni bolje ni efikasnije, nego upravo suprotno".

Kazala je da se HDZ načelno protivi smanjenju broja gradova i općina, a uvjerena je da to ne žele ni građani, što, kaže, najbolje pokazuju podatci o odazivu na lokalne izbore, koji je u pravilu znatno veći od odaziva na izbore na državnoj razini.
