Naši lijekovi su skupi jer su u cijenu već uračunate kamate za neplaćanje i to je prešutni dogovor. Država bi trebala reći da su od sutra lijekovi jeftiniji i ona bi se trebala zadužiti i isplatiti dug veledrogerijama, te održavati rokove plaćanja od 60 dana ili mijenjati zakon pa propisati da država, ako hoće, može platiti svoju obvezu.

Kaže to dr. Guste Santini komentirajući aktualno stanje s dugom bolnica i ljekarni prema veledrogerijama koji je u srijedu, prema brojaču Koordinacije veledrogerija pri Hrvatskoj udruzi poslodavaca (HUP), iznosio 6,39 milijardi kuna. Iz Koordinacije kažu da situacija nikad nije bila ovako loša: u više od tjedan dana broj bolnica kojima je zbog neplaćanja dugova uveden uvjetovani režim isporuke lijekova i medicinskih proizvoda porastao je s 15 na 22. Dug bolnica svakodnevno raste za 20 milijuna, neke bolnice prestale su s plaćanjima, mnoge su podmirile 10 posto isporučene robe, dok je rok plaćanja Hrvatskog zavoda za zdravstveno osiguranje (HZZO) prema ljekarnama prešao 150 dana, a rokovi plaćanja prema veledrogerijama duži su i od godinu dana.

Svaka peta kuna

Iz Koordinacije tvrde da tek svaka peta kuna utrošena u zdravstvenom sustavu odlazi na lijekove i stoga oni nikako nisu najveći uteg sustava. Kažu i da državni proračun za ovu godinu iznosi 147,3 milijarde kuna, pa 6,39 milijardi kuna duga države veledrogerijama čini četiri posto državnog proračuna, dok je deficit proračuna od tri posto jedan od preduvjeta za uvođenje eura. No, kažu u Koordinaciji veledrogerija, taj se dug ne vodi kao javni dug.

I dr. Santini kaže da je to tako. Statistika ne računa ovaj dug u javni dug, premda po ekonomskim učincima dug veledrogerijama jest javni dug.

– Zakonom je regulirano da se obveze, ako nije ugovorom naznačen rok plaćanja, trebaju izvršavati u roku od 60 dana. Kakva je to onda država koja donosi zakone kojih se sama ne pridržava? Druga izuzetno bitna stvar je pitanje pregovaračke moći. Ako je monopolist pregovarač, a u ovom slučaju to je država, onda taj pregovarač nastoji dio svojih troškova prevaliti na svoje dobavljače, tako da državu koja ne plaća svoje obaveze ustvari subvencioniraju dobavljači. Zato su dogovorili više cijene u koje je već uračunata kamata. Budući da veledrogerija ne može dobiti tako nisku kamatnu stopu kakvu može imati država, onda je državi isplativije da sama digne kredit i plati drogerijama. No, ako bi država morala podići kredit, povećao bi se javni dug, a ovako nema javnog duga. U tome i jest problem. Trebala bi se napraviti financijska revizija poslovanja konsolidirane opće države. Po ekonomskim učincima, šest milijardi kuna koje država duguje veledrogerijama jest javni dug, međutim, po statistici to nije javni dug – objašnjava dr. Santini.

Njega ne fascinira činjenica da nam je Standard &Poor's zadržao investicijski rejting, jer je, kako kaže ovaj ekonomist, ta agencija svima zadržala rejting. Kaže da su sada vremena za preživljavanje.

– Tko zna što će biti za 30 ili 60 dana, a kamoli mjeseci. Po mojem je mišljenju apsolutno promašeno u tim uvjetima brinuti se koliki će biti proračunski deficit. Sada trebamo sačuvati socijalnu stabilnost, da ne rastu frustracije jer je socijalna bomba opasna priča. Poduzeća koja po odluci Stožera ne mogu raditi moraju dobiti naknadu, svi krediti trebaju moratorij, a država treba preuzeti troškove financiranja u dogovoru s bankama, treba zaustaviti sve poreze osim poreza na dohodak i potrošnju. Država se treba zadužiti da se pomogne gospodarstvu da izađe iz krize, jer HUP je u pravu, a to je prvi put uopće da to kažem, novac treba ići u realnu ekonomiju, samo proizvodne investicije imaju smisla – kaže dr. Guste Santini.

Cijena lijekova

Iz Koordinacije veledrogerija pri HUP-u navode da je prosjek marže veledrogerija ispod zakonskog maksimuma od 8,5 posto, a veledrogerije ne utječu na određivanje cijene lijekova, visinu marže niti na potrošnju lijekova. Marže i cijene utvrđuje država kroz pravilnike, ističu iz Koordinacije i dodaju da godišnje u državni proračun uplaćuju gotovo pola milijarde kuna poreza i doprinosa. Da to ne čine, ovršila bi ih država, koja im duguje više od šest milijardi kuna. Zbog nemogućnosti naplate vlastitih potraživanja, veledrogerije su izložene prema proizvođačima, dobavljačima i bankama kod kojih se kontinuirano zadužuju kako bi pokrivale tekuće troškove, te se u pitanje dovodi i egzistencija više od 2000 zaposlenika veledrogerija i njihovih obitelji.

Zdravstvu nedostaje 12 milijardi kuna

Zdravstvu nedostaje čak više od 12 milijardi kuna za redovno funkcioniranje, izračunali su u Koordinaciji veledrogerija. Kažu da je korona-kriza nametnula velike troškove. Samo na testiranje, liječenje i bolovanja utrošeno je više od 1,13 milijardi kuna, na posebne lijekove 82 milijuna, na cjepiva 420 milijuna, ukupno 1,63 milijarde kuna. Kad se toj brojci doda više od 500 milijuna kuna, koliko je putem robnih rezervi išlo na nabavu zaštitne opreme, to je više od dvije milijarde kuna novih troškova.

Toj svoti treba dodati dvije milijarde kuna koje potražuju liječnici koji su utužili bolnice za pogrešan obračun plaće te 2,25 milijardi kuna koje nedostaju za bolnice, a toliko je izvanredno uplaćeno za lijekove u prošloj godini. Računica Koordinacije tako pokazuje da uz šest milijardi kuna duga prema veledrogerijama, zdravstvo ima više od šest milijardi kuna drugih troškova pa mu nedostaje više od 12 milijardi kuna.

Naši lijekovi su skupi jer su u cijenu već uračunate kamate za neplaćanje i to je prešutni dogovor. Država bi trebala reći da su od sutra lijekovi jeftiniji i ona bi se trebala zadužiti i isplatiti dug veledrogerijama, te održavati rokove plaćanja od 60 dana ili mijenjati zakon pa propisati da država, ako hoće, može platiti svoju obvezu.

Kaže to dr. Guste Santini komentirajući aktualno stanje s dugom bolnica i ljekarni prema veledrogerijama koji je u srijedu, prema brojaču Koordinacije veledrogerija pri Hrvatskoj udruzi poslodavaca (HUP), iznosio 6,39 milijardi kuna. Iz Koordinacije kažu da situacija nikad nije bila ovako loša: u više od tjedan dana broj bolnica kojima je zbog neplaćanja dugova uveden uvjetovani režim isporuke lijekova i medicinskih proizvoda porastao je s 15 na 22. Dug bolnica svakodnevno raste za 20 milijuna, neke bolnice prestale su s plaćanjima, mnoge su podmirile 10 posto isporučene robe, dok je rok plaćanja Hrvatskog zavoda za zdravstveno osiguranje (HZZO) prema ljekarnama prešao 150 dana, a rokovi plaćanja prema veledrogerijama duži su i od godinu dana.

Svaka peta kuna

Iz Koordinacije tvrde da tek svaka peta kuna utrošena u zdravstvenom sustavu odlazi na lijekove i stoga oni nikako nisu najveći uteg sustava. Kažu i da državni proračun za ovu godinu iznosi 147,3 milijarde kuna, pa 6,39 milijardi kuna duga države veledrogerijama čini četiri posto državnog proračuna, dok je deficit proračuna od tri posto jedan od preduvjeta za uvođenje eura. No, kažu u Koordinaciji veledrogerija, taj se dug ne vodi kao javni dug.

I dr. Santini kaže da je to tako. Statistika ne računa ovaj dug u javni dug, premda po ekonomskim učincima dug veledrogerijama jest javni dug.

– Zakonom je regulirano da se obveze, ako nije ugovorom naznačen rok plaćanja, trebaju izvršavati u roku od 60 dana. Kakva je to onda država koja donosi zakone kojih se sama ne pridržava? Druga izuzetno bitna stvar je pitanje pregovaračke moći. Ako je monopolist pregovarač, a u ovom slučaju to je država, onda taj pregovarač nastoji dio svojih troškova prevaliti na svoje dobavljače, tako da državu koja ne plaća svoje obaveze ustvari subvencioniraju dobavljači. Zato su dogovorili više cijene u koje je već uračunata kamata. Budući da veledrogerija ne može dobiti tako nisku kamatnu stopu kakvu može imati država, onda je državi isplativije da sama digne kredit i plati drogerijama. No, ako bi država morala podići kredit, povećao bi se javni dug, a ovako nema javnog duga. U tome i jest problem. Trebala bi se napraviti financijska revizija poslovanja konsolidirane opće države. Po ekonomskim učincima, šest milijardi kuna koje država duguje veledrogerijama jest javni dug, međutim, po statistici to nije javni dug – objašnjava dr. Santini.

Njega ne fascinira činjenica da nam je Standard &Poor's zadržao investicijski rejting, jer je, kako kaže ovaj ekonomist, ta agencija svima zadržala rejting. Kaže da su sada vremena za preživljavanje.

– Tko zna što će biti za 30 ili 60 dana, a kamoli mjeseci. Po mojem je mišljenju apsolutno promašeno u tim uvjetima brinuti se koliki će biti proračunski deficit. Sada trebamo sačuvati socijalnu stabilnost, da ne rastu frustracije jer je socijalna bomba opasna priča. Poduzeća koja po odluci Stožera ne mogu raditi moraju dobiti naknadu, svi krediti trebaju moratorij, a država treba preuzeti troškove financiranja u dogovoru s bankama, treba zaustaviti sve poreze osim poreza na dohodak i potrošnju. Država se treba zadužiti da se pomogne gospodarstvu da izađe iz krize, jer HUP je u pravu, a to je prvi put uopće da to kažem, novac treba ići u realnu ekonomiju, samo proizvodne investicije imaju smisla – kaže dr. Guste Santini.

Cijena lijekova

Iz Koordinacije veledrogerija pri HUP-u navode da je prosjek marže veledrogerija ispod zakonskog maksimuma od 8,5 posto, a veledrogerije ne utječu na određivanje cijene lijekova, visinu marže niti na potrošnju lijekova. Marže i cijene utvrđuje država kroz pravilnike, ističu iz Koordinacije i dodaju da godišnje u državni proračun uplaćuju gotovo pola milijarde kuna poreza i doprinosa. Da to ne čine, ovršila bi ih država, koja im duguje više od šest milijardi kuna. Zbog nemogućnosti naplate vlastitih potraživanja, veledrogerije su izložene prema proizvođačima, dobavljačima i bankama kod kojih se kontinuirano zadužuju kako bi pokrivale tekuće troškove, te se u pitanje dovodi i egzistencija više od 2000 zaposlenika veledrogerija i njihovih obitelji.

Zdravstvu nedostaje 12 milijardi kuna

Zdravstvu nedostaje čak više od 12 milijardi kuna za redovno funkcioniranje, izračunali su u Koordinaciji veledrogerija. Kažu da je korona-kriza nametnula velike troškove. Samo na testiranje, liječenje i bolovanja utrošeno je više od 1,13 milijardi kuna, na posebne lijekove 82 milijuna, na cjepiva 420 milijuna, ukupno 1,63 milijarde kuna. Kad se toj brojci doda više od 500 milijuna kuna, koliko je putem robnih rezervi išlo na nabavu zaštitne opreme, to je više od dvije milijarde kuna novih troškova.

Toj svoti treba dodati dvije milijarde kuna koje potražuju liječnici koji su utužili bolnice za pogrešan obračun plaće te 2,25 milijardi kuna koje nedostaju za bolnice, a toliko je izvanredno uplaćeno za lijekove u prošloj godini. Računica Koordinacije tako pokazuje da uz šest milijardi kuna duga prema veledrogerijama, zdravstvo ima više od šest milijardi kuna drugih troškova pa mu nedostaje više od 12 milijardi kuna.
