“Neka nam kažu koji je plan s Dalmacijom! Jer trenutno smo mi ovdje, praktično, građani drugog reda.”

Ovako Filip Rogošić, direktor Luke Split, komentira državni plan modernizacije željeznica iz kojih je izuzeta elektrifikacija Ličke pruge, o čemu se razgovaralo i na nedavnom panelu u organizaciji naše medijske kuće.

- U Ministarstvu mora i prometa postoji studija o isplativosti elektrifikacije Ličke pruge, na što su nam ukazali iz Sindikata strojovođa, pa molimo da se to jasno kaže. Zanima nas zašto ta studija već dvije godine stoji u škafetinu - pita Rogošić, s kojim smo razgovarali u sjedištu firme Splićanima poznatije pod imenom Sjeverna luka.

Subvencija dionica pruge

Za razliku od mrtvih škverskih navoza, ovdje se još uvijek praši od posla, a dizalice se vrte i prenose teret na brodove ili s njih. Svakako je prizor toliko različit od onog na južnom, za turiste ušminkanog dijela grada da vam se čini kao da ste zalutali, ako nigdje drugdje, a ono u povijest.

Nedaleko je i “Žitni terminal”, preko puta je “Cemex”, i sve tri firme pogođene su uvjetima prijevoza na Ličkoj pruzi koji je em spor, em skup. Jednako to pogađa i tvrtke u Šibeniku i Zadru pa su zajednički zainteresirani za modernizaciju željeznice. Imaju i prijedlog za Vladu, ali kako bi ih se bolje čulo trebalo bi upregnuti i lokalne političare jer od poslova kojima se bave profitiraju i zajednica i država.

- Naš prijedlog je da bi se trebala subvencionirati dionica pruge. Dakle, ne prijevoznik, ne tvrtka, luka ili neki drugi korisnik, nego dionica - kaže Rogošić.

Pojašnjava da bi se trebala odrediti razlika cijene između ove postojeće i elektrificirane pruge, što bi po toni tereta bilo oko deset eura. Subvenciju bi trebao dobiti prijevoznik ili da im se barem financira gorivo budući da se točno zna koliko troši dizel lokomotiva - kaže Rogošić.

Dodaje kako zna da u Vladi kažu da se ne može subvencionirati firme na tržištu, a prijevoznik HŽ Cargo to jest, ali isto tako kažu da se ne može subvencionirati ono što nije od javnog interesa.

- Pa kako ovo nije od javnog interesa, a primjerice trajektni prijevoz jest - pita direktor Sjeverne luke. Po njemu je suludo da se novac troši na projekte koji nisu od državnog značaja, umjesto u prugu.

- Sramota je i za turizam da se toliko sati putuje od Zagreba do Splita. Trenutno oko osam stotina zaposlenih i još toliko članova njihovih obitelji, kao i ogroman dio gospodarstva regije ovise o modernizaciji Ličke pruge. To subvencioniranje koje predlažemo trebalo bi biti pilot-projekt Vlade na dvije, tri godine da se vidi bi li se povećala količina tereta na Ličkoj pruzi.

A bilo bi to, prema našoj računici, unatoč poskupljenju struje, nekih desetak milijuna eura za cijelu Dalmaciju. Pa šta je to za Vladu RH? - konstatira Rogošić. Kaže da im je i kod pisanja te studije pomogao Pomorski fakultet.

Povećan promet i plaće

Da bi nadoknadili trošak željezničkog prijevoza, kaže, firme koje o ovise o pruzi iz Dalmacije moraju snižavati vlastite cijene i marže. Inače, u Luci Split promet iz godine u godinu raste, ali budući da nijedna luka ne može funkcionirati bez željeznice, lani nisu dosegli planiranih milijun tona tereta.

- Ipak, nama posao raste, skoro četiri milijuna eura smo uložili u zadnjih dvije godine u opremu. Zapošljavamo oko stotinu radnika, petero ljudi iznajmljujemo, godinu dana je kod nas petero Nepalaca, evo, danas tražimo sedmero novih dizaličara, strojara, lučkih radnika. Povećali smo 20 posto plaće lani, a to ćemo napraviti i ove godine.

Veliki problem je što se u Sjevernu luku od strane države nije ulagalo ništa, Lučka uprava uskače s “požarnim” mjerama poput popravaka dijelova kolosijeka, betoniranja...

To je u redu, ali nema kapitalnih ulaganja u teretni dio, a niti se spominje niti mi možemo kao koncesionari nešto promijeniti. To je na državi i gradovima Splitu, Solinu i Kaštelima da se izbore za svoje firme. Premda je o tome bilo govora, ni sa kim nismo razgovarali niti smo se sastali. Župan je obećavao, ali ništa od toga - rezigniran je Rogošić.

Čudi se da u Strateškom planu razvoja RH njih kao lučko područje uopće ne spominje.

- Nismo predviđeni niti jednom rečenicom. A govorimo da su izvoz i transport 20 posto BDP-a. Je li logično da ulažemo u ono što bi se višestruko vratilo? Pa ne možemo sve iz fondova EU-a financirati!

Država je sama rekla, a to je i direktiva Europske unije, da se svi dijelovi zemlje moraju jednako razvijati, što se u nas ne može postići jer, evo, u 21. stoljeću još imamo dizel lokomotive. Tesla se vjerojatno vrti u grobu jer pruga kroz njegovu Liku nije elektrificirana, a kako stvari stoje, neće biti ni za dvadeset godina - zaključuje Filip Rogošić.

“Neka nam kažu koji je plan s Dalmacijom! Jer trenutno smo mi ovdje, praktično, građani drugog reda.”

Ovako Filip Rogošić, direktor Luke Split, komentira državni plan modernizacije željeznica iz kojih je izuzeta elektrifikacija Ličke pruge, o čemu se razgovaralo i na nedavnom panelu u organizaciji naše medijske kuće.

- U Ministarstvu mora i prometa postoji studija o isplativosti elektrifikacije Ličke pruge, na što su nam ukazali iz Sindikata strojovođa, pa molimo da se to jasno kaže. Zanima nas zašto ta studija već dvije godine stoji u škafetinu - pita Rogošić, s kojim smo razgovarali u sjedištu firme Splićanima poznatije pod imenom Sjeverna luka.

Subvencija dionica pruge

Za razliku od mrtvih škverskih navoza, ovdje se još uvijek praši od posla, a dizalice se vrte i prenose teret na brodove ili s njih. Svakako je prizor toliko različit od onog na južnom, za turiste ušminkanog dijela grada da vam se čini kao da ste zalutali, ako nigdje drugdje, a ono u povijest.

Nedaleko je i “Žitni terminal”, preko puta je “Cemex”, i sve tri firme pogođene su uvjetima prijevoza na Ličkoj pruzi koji je em spor, em skup. Jednako to pogađa i tvrtke u Šibeniku i Zadru pa su zajednički zainteresirani za modernizaciju željeznice. Imaju i prijedlog za Vladu, ali kako bi ih se bolje čulo trebalo bi upregnuti i lokalne političare jer od poslova kojima se bave profitiraju i zajednica i država.

- Naš prijedlog je da bi se trebala subvencionirati dionica pruge. Dakle, ne prijevoznik, ne tvrtka, luka ili neki drugi korisnik, nego dionica - kaže Rogošić.

Pojašnjava da bi se trebala odrediti razlika cijene između ove postojeće i elektrificirane pruge, što bi po toni tereta bilo oko deset eura. Subvenciju bi trebao dobiti prijevoznik ili da im se barem financira gorivo budući da se točno zna koliko troši dizel lokomotiva - kaže Rogošić.

Dodaje kako zna da u Vladi kažu da se ne može subvencionirati firme na tržištu, a prijevoznik HŽ Cargo to jest, ali isto tako kažu da se ne može subvencionirati ono što nije od javnog interesa.

- Pa kako ovo nije od javnog interesa, a primjerice trajektni prijevoz jest - pita direktor Sjeverne luke. Po njemu je suludo da se novac troši na projekte koji nisu od državnog značaja, umjesto u prugu.

- Sramota je i za turizam da se toliko sati putuje od Zagreba do Splita. Trenutno oko osam stotina zaposlenih i još toliko članova njihovih obitelji, kao i ogroman dio gospodarstva regije ovise o modernizaciji Ličke pruge. To subvencioniranje koje predlažemo trebalo bi biti pilot-projekt Vlade na dvije, tri godine da se vidi bi li se povećala količina tereta na Ličkoj pruzi.

A bilo bi to, prema našoj računici, unatoč poskupljenju struje, nekih desetak milijuna eura za cijelu Dalmaciju. Pa šta je to za Vladu RH? - konstatira Rogošić. Kaže da im je i kod pisanja te studije pomogao Pomorski fakultet.

Povećan promet i plaće

Da bi nadoknadili trošak željezničkog prijevoza, kaže, firme koje o ovise o pruzi iz Dalmacije moraju snižavati vlastite cijene i marže. Inače, u Luci Split promet iz godine u godinu raste, ali budući da nijedna luka ne može funkcionirati bez željeznice, lani nisu dosegli planiranih milijun tona tereta.

- Ipak, nama posao raste, skoro četiri milijuna eura smo uložili u zadnjih dvije godine u opremu. Zapošljavamo oko stotinu radnika, petero ljudi iznajmljujemo, godinu dana je kod nas petero Nepalaca, evo, danas tražimo sedmero novih dizaličara, strojara, lučkih radnika. Povećali smo 20 posto plaće lani, a to ćemo napraviti i ove godine.

Veliki problem je što se u Sjevernu luku od strane države nije ulagalo ništa, Lučka uprava uskače s “požarnim” mjerama poput popravaka dijelova kolosijeka, betoniranja...

To je u redu, ali nema kapitalnih ulaganja u teretni dio, a niti se spominje niti mi možemo kao koncesionari nešto promijeniti. To je na državi i gradovima Splitu, Solinu i Kaštelima da se izbore za svoje firme. Premda je o tome bilo govora, ni sa kim nismo razgovarali niti smo se sastali. Župan je obećavao, ali ništa od toga - rezigniran je Rogošić.

Čudi se da u Strateškom planu razvoja RH njih kao lučko područje uopće ne spominje.

- Nismo predviđeni niti jednom rečenicom. A govorimo da su izvoz i transport 20 posto BDP-a. Je li logično da ulažemo u ono što bi se višestruko vratilo? Pa ne možemo sve iz fondova EU-a financirati!

Država je sama rekla, a to je i direktiva Europske unije, da se svi dijelovi zemlje moraju jednako razvijati, što se u nas ne može postići jer, evo, u 21. stoljeću još imamo dizel lokomotive. Tesla se vjerojatno vrti u grobu jer pruga kroz njegovu Liku nije elektrificirana, a kako stvari stoje, neće biti ni za dvadeset godina - zaključuje Filip Rogošić.
