Novi sustav naplate cestarine u Hrvatskoj trebao bi, prema službenim najavama, profunkcionirati najranije krajem 2024. godine. Kako bi se to zaista dogodilo, ubrzavaju su pripreme za njegovu implementaciju.

Prema informacijama Jutarnjeg lista, na razini Ministarstva prometa dogovoreno je da će se istim sustavom naplate koristiti sva tri koncesionara - HAC, BINA Istra i Autocesta Zagreb-Macelj. No, tek će se odlučiti na koji će način biti financirana ugradnja novog sustava na Istarskom ipsilonu i AZM-u.

Europska komisija Hrvatskoj je kroz Nacionalni plan oporavka i otpornosti odobrila bespovratnih 65,9 milijuna eura za implementaciju novog sustava naplate cestarine. No, ta sredstva neće biti dovoljna ni za potrebne radove na autocestama HAC-a, a kamoli na ostalima. Procjenjuje se kako za BINA Istru treba izdvojiti dodatnih oko 14 milijuna eura, a za AZM oko sedam milijuna eura. Tek će se vidjeti hoće li se taj novac moći namaknuti kroz NPO ili na neki drugi način.

Natječaj za izvođača

Nositelj projekta su Hrvatske autoceste, koje bi sljedećeg mjeseca trebale raspisati natječaj za tvrtku koja će isporučiti, ugraditi te pustiti u pogon novi sustav. Dosadašnje istraživanje tržišta pokazalo je da u Europi ima 12 tvrtki koje bi se mogle javiti na natječaj. Prema procjenama, zbog kompleksnosti nabave sam bi natječaj mogao trajati oko godinu dana. Kao što je već poznato, naplata cestarine će se obavljati putem ENC uređaja ili očitavanjem tablica.

Ovisno što korisnik odabere. Sustav kamera će, osim samih tablica, morati dati podatke o boji vozila, njegovu obujmu, profil vozila te procjenu očekivanog vremena prolaska između pojedinih nadzornih točaka na autocesti. Sustavi registriranja ulaska vozila na autocestu ne bi se postavljali na poziciju gdje su danas naplatne kućice, nego na portale nekoliko kilometara u dubini autoceste. To će, između ostalog, vozačima koji to nisu učinili omogućiti da se registriraju za prolazak autocestom nakon što uđu na nju.

Na benzinskim crpkama i namjenskim prometnim stazama bit će postavljeni aparati za registraciju putem kreditne kartice. Osim toga, vozači će se moći registrirati i putem aplikacije, web stranice te na POS uređajima koji će biti i u stanicama za tehnički pregled i na benzinskim crpkama gdje će moći kupiti i ENC uređaje. Nadzor na autocestama obavljat će službe koncesionara, koji će formirati mobilne timove za hvatanje onih koji autocestom žele voziti bez plaćanja.

Budućim novim Zakonom o naplati cestarine koncesionari će najvjerojatnije dobiti ovlasti da zaustave vozača i naplate cestarinu. Sugovornici nam naglašavaju kako će najviše problema biti s državljanima zemalja koje nisu u EU ako se pokušaju prošvercati, odnosno s građanima Srbije, Crne Gore i BiH. Ako uspiju pobjeći preko granice, njihovi podaci će biti zabilježeni u sustavu i, kad ponovo budu ulazili u Hrvatsku, bit će zaustavljen i naplatit će im se kazna.

Svi oni koji se za plaćanje cestarine budu koristili ENC uređajima moći će upotrebljavati one kojima se danas koriste. Ali će ih morati registrirati na željenu registarsku pločicu, pa isti ENC uređaj više neće moći upotrebljavati u više automobila kao što se to danas može. Jedan ENC uređaj koristit će se za cijelu mrežu autocesta.

Različite cijene

Novi sustav naplate koncesionarima će omogućiti i formiranje različitih tarifnih modela naplate. Očekuje se da će uvesti različite cijene cestarine tijekom dana i noći, tijekom radnog dana i vikenda, tijekom turističke sezone i izvan nje, pa i različite cijene po regijama. Također će biti uvedeni popusti vezani uz ekološku vrstu automobila.

Svi ti tarifni modeli morat će se vrlo pažljivo izbalansirati kako bi bili na korist vozača, ali i da se ne bi narušila financijska održivost upravitelja autoceste. Prema najavama, prvih nekoliko mjeseci od uvođenja novog sustava paralelno bi se koristio sadašnji i novi način naplate, nakon čega će u prošlost zauvijek otići gotovina i kartice kao sredstvo plaćanja cestarine.

Većina bi koristila naplatu cestarine preko registracije

HAC je među svojim korisnicima napravio anketu o korištenju autocesta, ENC uređaja i novom sustavu naplate. Od tisuću ispitanih njih 58% je reklo da autoceste koristi povremeno, više od polovice ne koristi ENC, a razlog je što se rijetko voze autocestama.

Gotovo 70% ispitanika zna da će se uvesti novi sustav naplate, a više od 50% bi cestarinu platilo prijavom registracije bez obzira na to bude li popusta uz korištenje ENC-a. Najveći broj ispitanih prijavu u sustav plaćanja cestarine napravilo bi u stanici za tehnički pregled te putem web stranice HAC-a.

Novi sustav naplate cestarine u Hrvatskoj trebao bi, prema službenim najavama, profunkcionirati najranije krajem 2024. godine. Kako bi se to zaista dogodilo, ubrzavaju su pripreme za njegovu implementaciju.

Prema informacijama Jutarnjeg lista, na razini Ministarstva prometa dogovoreno je da će se istim sustavom naplate koristiti sva tri koncesionara - HAC, BINA Istra i Autocesta Zagreb-Macelj. No, tek će se odlučiti na koji će način biti financirana ugradnja novog sustava na Istarskom ipsilonu i AZM-u.

Europska komisija Hrvatskoj je kroz Nacionalni plan oporavka i otpornosti odobrila bespovratnih 65,9 milijuna eura za implementaciju novog sustava naplate cestarine. No, ta sredstva neće biti dovoljna ni za potrebne radove na autocestama HAC-a, a kamoli na ostalima. Procjenjuje se kako za BINA Istru treba izdvojiti dodatnih oko 14 milijuna eura, a za AZM oko sedam milijuna eura. Tek će se vidjeti hoće li se taj novac moći namaknuti kroz NPO ili na neki drugi način.

Natječaj za izvođača

Nositelj projekta su Hrvatske autoceste, koje bi sljedećeg mjeseca trebale raspisati natječaj za tvrtku koja će isporučiti, ugraditi te pustiti u pogon novi sustav. Dosadašnje istraživanje tržišta pokazalo je da u Europi ima 12 tvrtki koje bi se mogle javiti na natječaj. Prema procjenama, zbog kompleksnosti nabave sam bi natječaj mogao trajati oko godinu dana. Kao što je već poznato, naplata cestarine će se obavljati putem ENC uređaja ili očitavanjem tablica.

Ovisno što korisnik odabere. Sustav kamera će, osim samih tablica, morati dati podatke o boji vozila, njegovu obujmu, profil vozila te procjenu očekivanog vremena prolaska između pojedinih nadzornih točaka na autocesti. Sustavi registriranja ulaska vozila na autocestu ne bi se postavljali na poziciju gdje su danas naplatne kućice, nego na portale nekoliko kilometara u dubini autoceste. To će, između ostalog, vozačima koji to nisu učinili omogućiti da se registriraju za prolazak autocestom nakon što uđu na nju.

Na benzinskim crpkama i namjenskim prometnim stazama bit će postavljeni aparati za registraciju putem kreditne kartice. Osim toga, vozači će se moći registrirati i putem aplikacije, web stranice te na POS uređajima koji će biti i u stanicama za tehnički pregled i na benzinskim crpkama gdje će moći kupiti i ENC uređaje. Nadzor na autocestama obavljat će službe koncesionara, koji će formirati mobilne timove za hvatanje onih koji autocestom žele voziti bez plaćanja.

Budućim novim Zakonom o naplati cestarine koncesionari će najvjerojatnije dobiti ovlasti da zaustave vozača i naplate cestarinu. Sugovornici nam naglašavaju kako će najviše problema biti s državljanima zemalja koje nisu u EU ako se pokušaju prošvercati, odnosno s građanima Srbije, Crne Gore i BiH. Ako uspiju pobjeći preko granice, njihovi podaci će biti zabilježeni u sustavu i, kad ponovo budu ulazili u Hrvatsku, bit će zaustavljen i naplatit će im se kazna.

Svi oni koji se za plaćanje cestarine budu koristili ENC uređajima moći će upotrebljavati one kojima se danas koriste. Ali će ih morati registrirati na željenu registarsku pločicu, pa isti ENC uređaj više neće moći upotrebljavati u više automobila kao što se to danas može. Jedan ENC uređaj koristit će se za cijelu mrežu autocesta.

Različite cijene

Novi sustav naplate koncesionarima će omogućiti i formiranje različitih tarifnih modela naplate. Očekuje se da će uvesti različite cijene cestarine tijekom dana i noći, tijekom radnog dana i vikenda, tijekom turističke sezone i izvan nje, pa i različite cijene po regijama. Također će biti uvedeni popusti vezani uz ekološku vrstu automobila.

Svi ti tarifni modeli morat će se vrlo pažljivo izbalansirati kako bi bili na korist vozača, ali i da se ne bi narušila financijska održivost upravitelja autoceste. Prema najavama, prvih nekoliko mjeseci od uvođenja novog sustava paralelno bi se koristio sadašnji i novi način naplate, nakon čega će u prošlost zauvijek otići gotovina i kartice kao sredstvo plaćanja cestarine.

Većina bi koristila naplatu cestarine preko registracije

HAC je među svojim korisnicima napravio anketu o korištenju autocesta, ENC uređaja i novom sustavu naplate. Od tisuću ispitanih njih 58% je reklo da autoceste koristi povremeno, više od polovice ne koristi ENC, a razlog je što se rijetko voze autocestama.

Gotovo 70% ispitanika zna da će se uvesti novi sustav naplate, a više od 50% bi cestarinu platilo prijavom registracije bez obzira na to bude li popusta uz korištenje ENC-a. Najveći broj ispitanih prijavu u sustav plaćanja cestarine napravilo bi u stanici za tehnički pregled te putem web stranice HAC-a.

Novi sustav naplate cestarine u Hrvatskoj trebao bi, prema službenim najavama, profunkcionirati najranije krajem 2024. godine. Kako bi se to zaista dogodilo, ubrzavaju su pripreme za njegovu implementaciju.

Prema informacijama Jutarnjeg lista, na razini Ministarstva prometa dogovoreno je da će se istim sustavom naplate koristiti sva tri koncesionara - HAC, BINA Istra i Autocesta Zagreb-Macelj.
