Svako lito isti problem! Na Kašjunima se od prometnog čepa ne može ni naprid ni nazad! Počne već na nizbrdici pri ulazu na pristupnu cestu, a dolje na samom parkiralištu bude pravi show.

Uz automobile koji su tijesno, centimetar niti, parkirani jedni do drugih, na scenu stupaju i taksisti, kojima bi svakako jednostavnije bilo iskrcati putnike na vrhu uzbrdice, odnosno na Šetalištu Ivana Meštrovića.

Međutim, oni radije biraju opciju iskrcavanja putnika na samom parkiralištu tik do plaže, kako naši uvaženi gosti svoje nožice ne bi morali protegnuti ni koraka. Taksisti biraju opciju koja je jednostavnija njima - iskrcati putnike na plaži, a potom ostati tu parkiran do početka iduće vožnje.

Eto šta ti je liberalizacija tržišta. Taksi sada može vozit ko god hoće, kad hoće i koliko hoće, kao i birat koje će putnike prevoziti i na kakve relacije, a u čemu je ključni faktor koliko udaljenost te relacije "pjeva".

Zbog divljih taksi stajališta dobili smo već nekoliko pritužbi bijesnih kupača. Tjedan za tjednom pristižu nam primjedbe nezadovoljnih kupača koji tvrde da se od "usidrenih" taksista sa svojim limenim ljubimcima ne mogu niti okrenuti ni izići s parkirališnog mjesta.

Koncesiju je na ovoj plaži izdala Splitsko-dalmatinska županija, pa smo se stoga oko ovoga problema prvo obratili županijskom Odjelu za turizam i pomorstvo, iz kojeg nam je odgovoreno da promet na pristupnoj cesti nije u njihovoj nadležnosti, a područje na plaži za koje su izdali koncesiju nije moguće ograditi ni zatvoriti za javnost.

- Dio koji se ne nalazi u obuhvatu koncesije (pristupna cesta) nije u nadležnosti koncesionara, kao ni Splitsko-dalmatinske županije. Pretpostavka je da je stvar policije i prometnog redarstva da uređuje promet i parkiranje te zaustavljanje na pristupnoj cesti.

Nadalje, člankom 6. stavkom 3. Odluke o davanju koncesije određeno je da je prostor koncesije pristupačan svima te koncesionar nema mogućnost ograđivanja niti zatvaranja koncesioniranog područja, a sve sukladno praksi Splitsko-dalmatinske županije, koja ne dodjeljuje koncesije zatvorenog tipa.

Slijedom navedenog, koncesionar nema pravo zatvarati niti ograničavati pristup dijelu plaže koji mu je koncesijom dan na upravljanje. S obzirom na to da koncesionar nema inspekcijske ovlasti, zasigurno nije u mogućnosti zabranjivati, kažnjavati niti preispitivati poslovanje taksista, kao ni ostalih osoba koje dolaze na plažu. Isto vrijedi i za Splitsko-dalmatinsku županiju.

Koncesionar kontinuirano upozorava nadležne službe na zakrčivanje pristupne ceste prema plaži - "oprali su ruke" od ovoga problema iz Županije.

Obratili smo se potom Gradu, no ni tu nije bilo više sreće. Iz gradske su nas uprave obavijestili da je Grad taj koji određuje gdje će biti taksi stajališta, no, kako tvrde, na području Kašjuna ne mogu djelovati jer se nalazi pod koncesijom.

- Taksi stajališta sukladno Zakonu o prijevozu u cestovnom prometu služe za ukrcaj/iskrcaj putnika u maksimalnom trajanju od 3 minute, bez zadržavanja. Taksi stajališta određuje Grad i ista su posebno iscrtana i označena.

Područje plaže Kašjuni je pod koncesijom koju je dodijelila i Ugovor s koncesionarom sklopila Splitsko-dalmatinska županija, stoga prometno i komunalno redarstvo može postupati samo u dijelu koji nije u obuhvatu koncesije - eto ga, "oprali su ruke" i čelnici iz Grada. U međuvremenu dok se Grad i Županija ne dogovore tko je točno nadležan za ovo područje i tko može sankcionirati divlja taksi stajališta, topla bi preporuka bila da izbjegavate dolazak na Kašjune, plaže za koju nitko nije nadležan, automobilom.

Svako lito isti problem! Na Kašjunima se od prometnog čepa ne može ni naprid ni nazad! Počne već na nizbrdici pri ulazu na pristupnu cestu, a dolje na samom parkiralištu bude pravi show.

Uz automobile koji su tijesno, centimetar niti, parkirani jedni do drugih, na scenu stupaju i taksisti, kojima bi svakako jednostavnije bilo iskrcati putnike na vrhu uzbrdice, odnosno na Šetalištu Ivana Meštrovića.

Međutim, oni radije biraju opciju iskrcavanja putnika na samom parkiralištu tik do plaže, kako naši uvaženi gosti svoje nožice ne bi morali protegnuti ni koraka. Taksisti biraju opciju koja je jednostavnija njima - iskrcati putnike na plaži, a potom ostati tu parkiran do početka iduće vožnje.

Eto šta ti je liberalizacija tržišta. Taksi sada može vozit ko god hoće, kad hoće i koliko hoće, kao i birat koje će putnike prevoziti i na kakve relacije, a u čemu je ključni faktor koliko udaljenost te relacije "pjeva".

Zbog divljih taksi stajališta dobili smo već nekoliko pritužbi bijesnih kupača. Tjedan za tjednom pristižu nam primjedbe nezadovoljnih kupača koji tvrde da se od "usidrenih" taksista sa svojim limenim ljubimcima ne mogu niti okrenuti ni izići s parkirališnog mjesta.

Koncesiju je na ovoj plaži izdala Splitsko-dalmatinska županija, pa smo se stoga oko ovoga problema prvo obratili županijskom Odjelu za turizam i pomorstvo, iz kojeg nam je odgovoreno da promet na pristupnoj cesti nije u njihovoj nadležnosti, a područje na plaži za koje su izdali koncesiju nije moguće ograditi ni zatvoriti za javnost.

- Dio koji se ne nalazi u obuhvatu koncesije (pristupna cesta) nije u nadležnosti koncesionara, kao ni Splitsko-dalmatinske županije. Pretpostavka je da je stvar policije i prometnog redarstva da uređuje promet i parkiranje te zaustavljanje na pristupnoj cesti.

Nadalje, člankom 6. stavkom 3. Odluke o davanju koncesije određeno je da je prostor koncesije pristupačan svima te koncesionar nema mogućnost ograđivanja niti zatvaranja koncesioniranog područja, a sve sukladno praksi Splitsko-dalmatinske županije, koja ne dodjeljuje koncesije zatvorenog tipa.

Slijedom navedenog, koncesionar nema pravo zatvarati niti ograničavati pristup dijelu plaže koji mu je koncesijom dan na upravljanje. S obzirom na to da koncesionar nema inspekcijske ovlasti, zasigurno nije u mogućnosti zabranjivati, kažnjavati niti preispitivati poslovanje taksista, kao ni ostalih osoba koje dolaze na plažu. Isto vrijedi i za Splitsko-dalmatinsku županiju.

Koncesionar kontinuirano upozorava nadležne službe na zakrčivanje pristupne ceste prema plaži - "oprali su ruke" od ovoga problema iz Županije.

Obratili smo se potom Gradu, no ni tu nije bilo više sreće. Iz gradske su nas uprave obavijestili da je Grad taj koji određuje gdje će biti taksi stajališta, no, kako tvrde, na području Kašjuna ne mogu djelovati jer se nalazi pod koncesijom.

- Taksi stajališta sukladno Zakonu o prijevozu u cestovnom prometu služe za ukrcaj/iskrcaj putnika u maksimalnom trajanju od 3 minute, bez zadržavanja. Taksi stajališta određuje Grad i ista su posebno iscrtana i označena.

Područje plaže Kašjuni je pod koncesijom koju je dodijelila i Ugovor s koncesionarom sklopila Splitsko-dalmatinska županija, stoga prometno i komunalno redarstvo može postupati samo u dijelu koji nije u obuhvatu koncesije - eto ga, "oprali su ruke" i čelnici iz Grada. U međuvremenu dok se Grad i Županija ne dogovore tko je točno nadležan za ovo područje i tko može sankcionirati divlja taksi stajališta, topla bi preporuka bila da izbjegavate dolazak na Kašjune, plaže za koju nitko nije nadležan, automobilom.
