Veliki potencijal ulaganja u domaće i međunarodno filmsko stvaralaštvo predmet je studije koja je jučer prezentirana online u organizaciji Hrvatskog audiovizualnog centra. Studiju o gospodarskim i fiskalnim učincima audiovizualne djelatnosti i državnim potporama i poticajima u Hrvatskoj izradio je Institut za javne financije.

Ravnatelj HAVC-a Chris Marcich naglasio je kako studija pokazuje isplativost ulaganja u audiovizualnu djelatnost jer svaka kuna državnih potpora i poticaja donosi prosječno više od dvije kune povrata, a svaka kuna uložena za poticanje strane proizvodnje ima deseterostruki povrat odnosno multiplikacijski faktor veći od 10. "Osim fiskalnih učinaka koji su pozitivni, ulaganje u hrvatski film naravno ima i nemjerljiv doprinos hrvatskoj kulturi. Međunarodne produkcije doprinose zaposlenosti domaćih djelatnika, brendiraju i promoviraju Hrvatsku te tako utječu i na druge sektore, a osobito na turizam." rekao je Marcich.

Dr.sc. Irena Klemenčić iznijela je podatke istraživanja Instituta za javne financije koji pokazuju da su državne potpore i poticaji audiovizualnoj djelatnosti uobičajene i neophodne u državama članicama EU-a, ali su i opravdane jer svaka uložena kuna državnog novca rezultira i povratom od prosječno 2,4 kune.

Kod poticaja za tzv. izvoz filmskih usluga odnosno poticaja za privlačenje međunarodnih produkcija poznatijih kao "cash rebate", povrat na svaku uloženu kunu je 11 kuna, a u državni proračun direktno se vraća pola tog iznosa. U razdoblju od 2011. do 2017. ostvaren promet u AV djelatnosti porastao je za ukupno 74 posto ili otprilike 10 posto godišnje. Poduzeća iz AV sektora tako ostvaruju značajnu dobit - samo u 2017. ostvarena je ukupna dobit od 197 milijuna kuna.

SEDMA UMJETNOST ULAGANJA

Prosječni iznos potpora po svim programima potpora iznosi 83,2 mil. kuna godišnje. Od 2012. kada je uveden sustav poticaja za strane produkcije pa do 2018. realizirano je 58 projekata. Država je uložila u tom periodu 129 milijuna kuna, a ostvarena lokalna potrošnja temeljem tih projekata iznosila je 680 milijuna kuna. Ne samo da je čitav iznos isplaćenih poticaja vraćen direktno u proračun kroz poreze i doprinose već direktan ekonomski učinak svih 58 sufinanciranih djela iznosi 226,7 milijuna kuna, odnosno 76 posto više od iznosa primljenih poticaja.

Ulaganja u poticanje izvoza filmskih usluga odnosno u privlačenje stranih produkcija u Hrvatsku pokazuju visoku isplativost za državu, lokalne zajednice, ali i za sve filmske djelatnike koji ostvaruju dodatno zapošljavanje i zaradu u sklopu takvih projekata.

Projekt HAVC-a i Ministarstva kulture i medija "Filming in Croatia" pokazuje da svaka uložena kuna proračunskog novca stvara 11,6 kuna gospodarskih učinaka, a direktno u državne i lokalne proračune svaka kuna vraća 6,6 kuna poreza i doprinosa.

Zaključak istraživanja Instituta za javne financije pokazuje da imamo solidan sustav potpora filmskoj industriji i posebno poticaja za privlačenje snimanja u Hrvatskoj stranih producenata, ali još uvijek je hrvatski budžet poticaja znatno niži u usporedbi sa zemljama poput Češke, Grčke, Italije, Portugala i Rumunjske.

Mogućnosti utjecaja na turizam su izuzetno velike, samo "Igra prijestolja" dovodi nam godišnje 60 tisuća posjetitelja koji u prosjeku u Hrvatskoj borave šest dana i dnevno potroše oko 90 eura. Isplativost ulaganja u strane produkcije najlakše je razumjeti kroz podatak da je u periodu od 2012. do 2019. učinak megahit serije "Igra prijestolja" na hrvatski turizam iznosio minimalno 2 do 3 milijarde kuna.

Veliki potencijal ulaganja u domaće i međunarodno filmsko stvaralaštvo predmet je studije koja je jučer prezentirana online u organizaciji Hrvatskog audiovizualnog centra. Studiju o gospodarskim i fiskalnim učincima audiovizualne djelatnosti i državnim potporama i poticajima u Hrvatskoj izradio je Institut za javne financije.

Ravnatelj HAVC-a Chris Marcich naglasio je kako studija pokazuje isplativost ulaganja u audiovizualnu djelatnost jer svaka kuna državnih potpora i poticaja donosi prosječno više od dvije kune povrata, a svaka kuna uložena za poticanje strane proizvodnje ima deseterostruki povrat odnosno multiplikacijski faktor veći od 10. "Osim fiskalnih učinaka koji su pozitivni, ulaganje u hrvatski film naravno ima i nemjerljiv doprinos hrvatskoj kulturi. Međunarodne produkcije doprinose zaposlenosti domaćih djelatnika, brendiraju i promoviraju Hrvatsku te tako utječu i na druge sektore, a osobito na turizam." rekao je Marcich.

Dr.sc. Irena Klemenčić iznijela je podatke istraživanja Instituta za javne financije koji pokazuju da su državne potpore i poticaji audiovizualnoj djelatnosti uobičajene i neophodne u državama članicama EU-a, ali su i opravdane jer svaka uložena kuna državnog novca rezultira i povratom od prosječno 2,4 kune.

Kod poticaja za tzv. izvoz filmskih usluga odnosno poticaja za privlačenje međunarodnih produkcija poznatijih kao "cash rebate", povrat na svaku uloženu kunu je 11 kuna, a u državni proračun direktno se vraća pola tog iznosa. U razdoblju od 2011. do 2017. ostvaren promet u AV djelatnosti porastao je za ukupno 74 posto ili otprilike 10 posto godišnje. Poduzeća iz AV sektora tako ostvaruju značajnu dobit - samo u 2017. ostvarena je ukupna dobit od 197 milijuna kuna.

SEDMA UMJETNOST ULAGANJA

Prosječni iznos potpora po svim programima potpora iznosi 83,2 mil. kuna godišnje. Od 2012. kada je uveden sustav poticaja za strane produkcije pa do 2018. realizirano je 58 projekata. Država je uložila u tom periodu 129 milijuna kuna, a ostvarena lokalna potrošnja temeljem tih projekata iznosila je 680 milijuna kuna. Ne samo da je čitav iznos isplaćenih poticaja vraćen direktno u proračun kroz poreze i doprinose već direktan ekonomski učinak svih 58 sufinanciranih djela iznosi 226,7 milijuna kuna, odnosno 76 posto više od iznosa primljenih poticaja.

Ulaganja u poticanje izvoza filmskih usluga odnosno u privlačenje stranih produkcija u Hrvatsku pokazuju visoku isplativost za državu, lokalne zajednice, ali i za sve filmske djelatnike koji ostvaruju dodatno zapošljavanje i zaradu u sklopu takvih projekata.

Projekt HAVC-a i Ministarstva kulture i medija "Filming in Croatia" pokazuje da svaka uložena kuna proračunskog novca stvara 11,6 kuna gospodarskih učinaka, a direktno u državne i lokalne proračune svaka kuna vraća 6,6 kuna poreza i doprinosa.

Zaključak istraživanja Instituta za javne financije pokazuje da imamo solidan sustav potpora filmskoj industriji i posebno poticaja za privlačenje snimanja u Hrvatskoj stranih producenata, ali još uvijek je hrvatski budžet poticaja znatno niži u usporedbi sa zemljama poput Češke, Grčke, Italije, Portugala i Rumunjske.

Mogućnosti utjecaja na turizam su izuzetno velike, samo "Igra prijestolja" dovodi nam godišnje 60 tisuća posjetitelja koji u prosjeku u Hrvatskoj borave šest dana i dnevno potroše oko 90 eura. Isplativost ulaganja u strane produkcije najlakše je razumjeti kroz podatak da je u periodu od 2012. do 2019. učinak megahit serije "Igra prijestolja" na hrvatski turizam iznosio minimalno 2 do 3 milijarde kuna.

Veliki potencijal ulaganja u domaće i međunarodno filmsko stvaralaštvo predmet je studije koja je jučer prezentirana online u organizaciji Hrvatskog audiovizualnog centra. Studiju o gospodarskim i fiskalnim učincima audiovizualne djelatnosti i državnim potporama i poticajima u Hrvatskoj izradio je Institut za javne financije.
