Djelatnost autoškola u Hrvatskoj urušava se već godinama, a posljedica je takvog stanja da obuka kandidata za vozače nikada nije bila tako nekvalitetna.

To je glavni naglasak s osnivačke skupštine Udruge autoškola Hrvatske koja je održana u Sinju. Među osnivačima je 28 obrazovnih institucija s područja Splita, Trogira, Sinja, Makarske, Dubrovnika, Šibenika, Zadra i Zagreba. Potporu osnivanju strukovne udruge preko koje bi svoju djelatnost vratili na pripadajuću razinu dao je i prometni stručnjak, profesor emeritus Ivan Dadić s Fakulteta prometnih znanosti u Zagrebu.

Predsjednik je prof. Ivan Murat, diplomirani inženjer prometa, a u Upravi je kao inicijator i moderator promjena i dipl. inž. Željko Prelas, osnivač autoškole "Semafor" iz Sinja. U Hrvatskoj, naime, trenutačno djeluje 401 autoškola, a budući da 28 osnivača udruge predstavljaju manjinu, pozvali su kolege da im se priključe kako bi bili reprezentativni predstavnik te struke u kontaktima s nadležnim državnim institucijama koje su pozvane i ovlaštene urediti uvjete rada u obučavanju vozača kao ključnog čimbenika sustava sigurnosti u prometu.

- Urušavanje autoškola i kvalitete u obučavanju kandidata za vozača počelo je krajem 2017. kada je ukinut Pravilnik o jedinstvenim minimalnim izračunskim elementima vrijednosti nastavnog sata, što je zamijenjeno odredbom Zakona o sigurnosti prometa na cestama, koji je propisao da svaka autoškola, uz ostale uvjete, cjenik osposobljavanja izrađuje samostalno te da je cijena sastavni dio ugovora između pojedine škole i kandidata za vozača.

Tako se cijena osposobljavanja kandidata za vozače prepustila tržištu, ali bez osiguranja kontrolnog mehanizma kvalitete pa su danas autoškole koje su zadržale kvalitetu pred ekonomskim slomom, a najveći dio novopečenih vozača sve veća su prijetnja sigurnosti u prometu – kaže Prelas.

Procjenjujući što će donijeti ukidanje spomenutog pravilnika i prepuštanje osposobljavanja kandidata za vozače golom tržištu, bez osiguranja nadzora nad kvalitetom, predstavnici dalmatinskih autoškola održali su skup u Sinju i upozorili nadležne državne institucije još početkom prosinca 2017. godine. Tadašnja upozorenja, kako navode, potvrdila je praksa sve to proteklo vrijeme.

- Otvarale su se nove autoškole i da bi privukle polaznike, snižavale su cijene i dovele ih ispod održivih. Kvalitetno osposobljavanje kandidata za vozača koje obuhvaća 30 sati nastave iz prometnih propisa i 35 sati nastave iz upravljanja vozilom ne može se obaviti ispod cijene od 7000 kuna, uz uključeni PDV.

Danas kod 401 autoškole u Hrvatskoj imamo raspon cijena za osposobljavanje vozača B kategorije koje se kreću od 3700 do 7600 kuna. Kako ovi što imaju cijenu od 3700 kuna uspijevaju podmiriti sve troškove, nerazrješiva je enigma. Jedini je logičan zaključak da se kandidatu ne pruža ni minimum potrebnih znanja i vještina, a kada takav polaznik uspije dobiti vozačku dozvolu i dođe na cestu, on je neposredna opasnost za sebe i ostale sudionike u prometu – navodi osnivač "Semafora".

Udruga autoškola Hrvatske o svemu će izravno upoznati ministarstva prometa i unutarnjih poslova, sve u nadi da će se povećati nadzor nad kvalitetom rada i osigurati ujednačenost u kvaliteti osposobljavanja vozača. Ako im to ne uspije, tražit će, kako kažu, da se utvrde minimalne naknade za rad stručnih djelatnika u autoškolama i da se na razini djelatnosti potpiše kolektivni ugovor koji bi bio obvezujući za sve autoškole u Hrvatskoj.

Djelatnost autoškola u Hrvatskoj urušava se već godinama, a posljedica je takvog stanja da obuka kandidata za vozače nikada nije bila tako nekvalitetna.

To je glavni naglasak s osnivačke skupštine Udruge autoškola Hrvatske koja je održana u Sinju. Među osnivačima je 28 obrazovnih institucija s područja Splita, Trogira, Sinja, Makarske, Dubrovnika, Šibenika, Zadra i Zagreba. Potporu osnivanju strukovne udruge preko koje bi svoju djelatnost vratili na pripadajuću razinu dao je i prometni stručnjak, profesor emeritus Ivan Dadić s Fakulteta prometnih znanosti u Zagrebu.

Predsjednik je prof. Ivan Murat, diplomirani inženjer prometa, a u Upravi je kao inicijator i moderator promjena i dipl. inž. Željko Prelas, osnivač autoškole "Semafor" iz Sinja. U Hrvatskoj, naime, trenutačno djeluje 401 autoškola, a budući da 28 osnivača udruge predstavljaju manjinu, pozvali su kolege da im se priključe kako bi bili reprezentativni predstavnik te struke u kontaktima s nadležnim državnim institucijama koje su pozvane i ovlaštene urediti uvjete rada u obučavanju vozača kao ključnog čimbenika sustava sigurnosti u prometu.

- Urušavanje autoškola i kvalitete u obučavanju kandidata za vozača počelo je krajem 2017. kada je ukinut Pravilnik o jedinstvenim minimalnim izračunskim elementima vrijednosti nastavnog sata, što je zamijenjeno odredbom Zakona o sigurnosti prometa na cestama, koji je propisao da svaka autoškola, uz ostale uvjete, cjenik osposobljavanja izrađuje samostalno te da je cijena sastavni dio ugovora između pojedine škole i kandidata za vozača.

Tako se cijena osposobljavanja kandidata za vozače prepustila tržištu, ali bez osiguranja kontrolnog mehanizma kvalitete pa su danas autoškole koje su zadržale kvalitetu pred ekonomskim slomom, a najveći dio novopečenih vozača sve veća su prijetnja sigurnosti u prometu – kaže Prelas.

Procjenjujući što će donijeti ukidanje spomenutog pravilnika i prepuštanje osposobljavanja kandidata za vozače golom tržištu, bez osiguranja nadzora nad kvalitetom, predstavnici dalmatinskih autoškola održali su skup u Sinju i upozorili nadležne državne institucije još početkom prosinca 2017. godine. Tadašnja upozorenja, kako navode, potvrdila je praksa sve to proteklo vrijeme.

- Otvarale su se nove autoškole i da bi privukle polaznike, snižavale su cijene i dovele ih ispod održivih. Kvalitetno osposobljavanje kandidata za vozača koje obuhvaća 30 sati nastave iz prometnih propisa i 35 sati nastave iz upravljanja vozilom ne može se obaviti ispod cijene od 7000 kuna, uz uključeni PDV.

Danas kod 401 autoškole u Hrvatskoj imamo raspon cijena za osposobljavanje vozača B kategorije koje se kreću od 3700 do 7600 kuna. Kako ovi što imaju cijenu od 3700 kuna uspijevaju podmiriti sve troškove, nerazrješiva je enigma. Jedini je logičan zaključak da se kandidatu ne pruža ni minimum potrebnih znanja i vještina, a kada takav polaznik uspije dobiti vozačku dozvolu i dođe na cestu, on je neposredna opasnost za sebe i ostale sudionike u prometu – navodi osnivač "Semafora".

Udruga autoškola Hrvatske o svemu će izravno upoznati ministarstva prometa i unutarnjih poslova, sve u nadi da će se povećati nadzor nad kvalitetom rada i osigurati ujednačenost u kvaliteti osposobljavanja vozača. Ako im to ne uspije, tražit će, kako kažu, da se utvrde minimalne naknade za rad stručnih djelatnika u autoškolama i da se na razini djelatnosti potpiše kolektivni ugovor koji bi bio obvezujući za sve autoškole u Hrvatskoj.

Djelatnost autoškola u Hrvatskoj urušava se već godinama, a posljedica je takvog stanja da obuka kandidata za vozače nikada nije bila tako nekvalitetna.

To je glavni naglasak s osnivačke skupštine Udruge autoškola Hrvatske koja je održana u Sinju. Među osnivačima je 28 obrazovnih institucija s područja Splita, Trogira, Sinja, Makarske, Dubrovnika, Šibenika, Zadra i Zagreba. Potporu osnivanju strukovne udruge preko koje bi svoju djelatnost vratili na pripadajuću razinu dao je i prometni stručnjak, profesor emeritus Ivan Dadić s Fakulteta prometnih znanosti u Zagrebu.

Predsjednik je prof. Ivan Murat, diplomirani inženjer prometa, a u Upravi je kao inicijator i moderator promjena i dipl. inž. Željko Prelas, osnivač autoškole "Semafor" iz Sinja. U Hrvatskoj, naime, trenutačn...
