Što će biti s našim zemljištem, zašto se na čestice "upisao" Park prirode Velebit, što to znači za naše nekretnine, možemo li ih koristiti ili prodavati kao do sada – "zasuo" nas je s mnoštvom pitanja mještanin iz Selina kod Starigrada Paklenice koji je ovih dana dobio sudsko rješenje o upisu zabilježbe zaštićenog područja na njegove nekretnine.
- Općina Starigrad nije se udostojila obavijestiti javnost o tome, a to bi im trebala valjda biti i ustavna obveza. Rješenje koje smo dobili, dostavlja se i strankama i ostalima, među kojima je i Općina – kazao nam je vlasnik nekoliko parcela i nekretnina u Velebitu koja su "ušla u popis".
- To su sva zemljišta i poljoprivredna i ostala koja se do sad nisu pokazivala u javnosti, oranica, kuća, dvor... Rješenje koje sam ja dobio kaže da je Općinski sud u Zadru radi provedbe obavijesti Područnog ureda za katastar - riješio da se dopušta zemljišnoj knjizi, za katastarsku općinu Seline, upisivanje zabilježbe Parka prirode Velebit nad nekretninama koje su navedene po pojedinačnim točkama.
Ne znamo što ove promjene znače, jer do sada se to područje nalazilo u Parku prirode Velebit, ali sad se po novom oni po svim česticama knjiže, pa ne znam čemu ta njihova ažurnost da uđu u svaku privatnu parcelu? Prije bi bilo navedeno područje Općine Starigrad u Parku prirode Velebit.

Kad biste tražili građevinsku dozvolu, tražili ste suglasnost Parka prirode na određeni projekt. Ali sad, oni terete česticu po česticu, bez iznimke, kao da je opterećena hipotekarnom zabilježbom od banke, to nas brine. "Sjeli" su na zemljišta, sve do jednog, bilo ono poljoprivredno ili građevinsku.
A narod ne zna što to znači u praksi, hoću li moći koristiti plavi dizel u obradi svoje njive? Hoću li moći prodati svoju parcelu ili kuću? A Park prirode Velebit proteže se od Senja do Ervenika i Gračaca, od podnožja u zaleđu do crte obalnog pojasa. I kuća u kojoj živim je u Parku prirode, ali sad su oni "sjeli" na zemljište – zabrinut je građanin.
Odgovor smo zatražili u javnoj ustanovi koja upravlja Velebitom, evo što je odgovorio ravnatelj Mario Šaban:
- Planina Velebit proglašena je parkom prirode 1981. godine, kada je definirana i granica Parka, sve nekretnine su još od tada u pravnom režimu parka prirode i predstavljaju prirodno bogatstvo od osobitog interesa za Republiku Hrvatsku koje treba imati njezinu osobitu zaštitu, međutim to nije do sada provedeno u katastarskim planovima.
Upisom posebnog pravnog režima definirane su sve katastarske čestice koje su sastavni dio Parka prirode. Upis se provodio u sklopu projekta "Evidentiranje posebnog pravnog režima kao doprinos učinkovitijem upravljanju zaštićenim područjima" za sve nacionalne parkove i parkove prirode na području Hrvatske, a detaljnije informacije mogu pronaći na poveznici https://eppr.dgu.hr/.
Upis pravnog režima nema vlasničkih ograničenja, te neće utjecati na mogućnost kupoprodaje i raspolaganja nekretninama unutar zaštićenog područja Parka prirode Velebit.
Na poveznicama Bioportal ili ARKOD – Vaša zemlja. Kao na dlanu. (apprrr.hr) možete vidjeti granice svih zaštićenih područja u Republici Hrvatskoj pa tako i Parka prirode Velebit – navodi se u odgovoru koji bi trebao umiriti vlasnike nekretnina.

Što će biti s našim zemljištem, zašto se na čestice "upisao" Park prirode Velebit, što to znači za naše nekretnine, možemo li ih koristiti ili prodavati kao do sada – "zasuo" nas je s mnoštvom pitanja mještanin iz Selina kod Starigrada Paklenice koji je ovih dana dobio sudsko rješenje o upisu zabilježbe zaštićenog područja na njegove nekretnine.
- Općina Starigrad nije se udostojila obavijestiti javnost o tome, a to bi im trebala valjda biti i ustavna obveza. Rješenje koje smo dobili, dostavlja se i strankama i ostalima, među kojima je i Općina – kazao nam je vlasnik nekoliko parcela i nekretnina u Velebitu koja su "ušla u popis".
- To su sva zemljišta i poljoprivredna i ostala koja se do sad nisu pokazivala u javnosti, oranica, kuća, dvor... Rješenje koje sam ja dobio kaže da je Općinski sud u Zadru radi provedbe obavijesti Područnog ureda za katastar - riješio da se dopušta zemljišnoj knjizi, za katastarsku općinu Seline, upisivanje zabilježbe Parka prirode Velebit nad nekretninama koje su navedene po pojedinačnim točkama.
Ne znamo što ove promjene znače, jer do sada se to područje nalazilo u Parku prirode Velebit, ali sad se po novom oni po svim česticama knjiže, pa ne znam čemu ta njihova ažurnost da uđu u svaku privatnu parcelu? Prije bi bilo navedeno područje Općine Starigrad u Parku prirode Velebit.

Kad biste tražili građevinsku dozvolu, tražili ste suglasnost Parka prirode na određeni projekt. Ali sad, oni terete česticu po česticu, bez iznimke, kao da je opterećena hipotekarnom zabilježbom od banke, to nas brine. "Sjeli" su na zemljišta, sve do jednog, bilo ono poljoprivredno ili građevinsku.
A narod ne zna što to znači u praksi, hoću li moći koristiti plavi dizel u obradi svoje njive? Hoću li moći prodati svoju parcelu ili kuću? A Park prirode Velebit proteže se od Senja do Ervenika i Gračaca, od podnožja u zaleđu do crte obalnog pojasa. I kuća u kojoj živim je u Parku prirode, ali sad su oni "sjeli" na zemljište – zabrinut je građanin.
Odgovor smo zatražili u javnoj ustanovi koja upravlja Velebitom, evo što je odgovorio ravnatelj Mario Šaban:
- Planina Velebit proglašena je parkom prirode 1981. godine, kada je definirana i granica Parka, sve nekretnine su još od tada u pravnom režimu parka prirode i predstavljaju prirodno bogatstvo od osobitog interesa za Republiku Hrvatsku koje treba imati njezinu osobitu zaštitu, međutim to nije do sada provedeno u katastarskim planovima.
Upisom posebnog pravnog režima definirane su sve katastarske čestice koje su sastavni dio Parka prirode. Upis se provodio u sklopu projekta "Evidentiranje posebnog pravnog režima kao doprinos učinkovitijem upravljanju zaštićenim područjima" za sve nacionalne parkove i parkove prirode na području Hrvatske, a detaljnije informacije mogu pronaći na poveznici https://eppr.dgu.hr/.
Upis pravnog režima nema vlasničkih ograničenja, te neće utjecati na mogućnost kupoprodaje i raspolaganja nekretninama unutar zaštićenog područja Parka prirode Velebit.
Na poveznicama Bioportal ili ARKOD – Vaša zemlja. Kao na dlanu. (apprrr.hr) možete vidjeti granice svih zaštićenih područja u Republici Hrvatskoj pa tako i Parka prirode Velebit – navodi se u odgovoru koji bi trebao umiriti vlasnike nekretnina.
