Obrana od tuče koja je regulirana Zakonom o sustavu obrane od tuče te Pravilnikom o operativnom djelovanju obrane od tuče ne primjenjuje se u Dalmaciji. Tako svake godine imamo milijunske štete od krupe u vrtovima, voćnjacima, vinogradima od Neretve preko Pelješca pa do Konavala. Prošlog vikenda je krupa stukla šire područje grada Metkovića. Sjećamo se da su i pelješki vinogradari zbrajali štete od krupe na Dingaču, bilo je godina kada nisu imali što ubrati. Krupa je pričinjavala velike štete i na mandarinama nedaleko od Ušća Neretve. Sve na to govori da se treba ozbiljnije pristupiti sustavima obrane od krupe, koja ne zaobilazi ove krajeve. S obzirom na klimatske promjene za očekivati je da će grad i češći pratitelj ljetnih oluja.

Državni hidrometeorološki zavod (DHMZ) provodi operativnu obranu od tuče sukladno navedenom Zakonu, dok nadzor nad provođenjem Zakona obavlja Ministarstvo poljoprivrede.- odgovorili su na naše pitanje na koji način funkcionira protugradna obrana u RH. Kazali su da se operativna obrana od tuče provodi se na teritoriju 13 županija: Bjelovarsko-bilogorske, Brodsko-posavske, Koprivničko-križevačke, Krapinsko-zagorske, Međimurske, Osječko-baranjske, Požeško-slavonske, Sisačko-moslavačke, Varaždinske, Virovitičko-podravske, Vukovarsko-srijemske, Zagrebačke županije i Grada Zagreba. Nije navedena Dubrovačko-neretvanska županija kao ni doline Neretve, Pelješac i Konavle gdje je prisutna poljoprivredna proizvodnja, povrtlarstvo, voćarstvo i vinogradarstvo.

Pojasnili su nam način financiranja obrane od tuče za koji se sredstva osiguravaju iz tri izvora: Državnog proračuna RH i proračuna županija s branjenog područja u kojima se nalaze branjena područja. Međutim, tijekom posljednjih nekoliko godina sustav obrane od tuče suočava se s kontinuiranim smanjenjem visine ukupnih prihoda osobito iz proračuna županija s branjenog područja koje uplaćuju sve manje ili njihova financijska potpora u potpunosti izostaje. To je bio jedan od razloga zašto je DHMZ 2020. zatražio i dobio suglasnost Ministarstva poljoprivrede da se operativna obrana od tuče obavlja samo prizemnim generatorima koji, kao i rakete, u tučonosne oblake unose srebrov jodid.

Stav DHMZ-a, kao stručne nacionalne meteorološke i hidrološke organizacije, o postojećem sustavu obrane od tuče u Hrvatskoj argumentirano je obrazložen u AnalizI sustava obrane od tuče - Izvješće i mišljenje o opravdanosti daljnjeg rada sustava obrane od tuče u Republici Hrvatskoj koju smo izradili na zahtjev Ministarstva poljoprivrede 2018. i koja čini temelj odluke za donošenje Zakon o prestanku važenja Zakona o sustavu obrane od tuče.

U znanstvenoj zajednici i Svjetskoj meteorološkoj organizaciji postoji jasan i jedinstven stav o neučinkovitosti sustava obrane od tuče kakav provodi Hrvatska koja je neobična i po tome što obranu od tuče provodi nacionalna meteorološka i hidrološka organizacija. To, naime, nije slučajni u jednoj zemlji Europske unije.

DHMZ provodi niz aktivnosti vezanih za prognoziranje tuče kako bi se smanjila šteta koju ona može uzrokovati. Jedna od tih aktivnosti je izgradnja mreže suvremenih meteoroloških radara kojom smo po prvi put u povijesti radarskim mjerenjima obuhvatili cijelu Hrvatsku. To će unaprijediti sustave ranog upozorenja na ekstremne vremenske i klimatske pojave, a to je najvažnija nadležnost i zadaća DHMZ-a. Ranim prognozama i upozorenjima na pojavu tuče, mraza, suše, poplava, olujnog vjetra, DHMZ može najbolje pomoći u smanjenju šteta koje ove nepogode mogu nanijeti lokalnim zajednicama. Također, pomoću agrometeoroloških analiza može pomoći poljoprivrednicima u prilagodbi njihove proizvodnje klimatskim promjenama i sve učestalijim i intenzivnijim ekstremima, pojasnila je Kornelija Špoler Čanić voditeljica Službe za informiranje, odnose s javnošću i korisnike Državnog hidrometeorološkog zavoda.

Obrana od tuče koja je regulirana Zakonom o sustavu obrane od tuče te Pravilnikom o operativnom djelovanju obrane od tuče ne primjenjuje se u Dalmaciji. Tako svake godine imamo milijunske štete od krupe u vrtovima, voćnjacima, vinogradima od Neretve preko Pelješca pa do Konavala. Prošlog vikenda je krupa stukla šire područje grada Metkovića. Sjećamo se da su i pelješki vinogradari zbrajali štete od krupe na Dingaču, bilo je godina kada nisu imali što ubrati. Krupa je pričinjavala velike štete i na mandarinama nedaleko od Ušća Neretve. Sve na to govori da se treba ozbiljnije pristupiti sustavima obrane od krupe, koja ne zaobilazi ove krajeve. S obzirom na klimatske promjene za očekivati je da će grad i češći pratitelj ljetnih oluja.

Državni hidrometeorološki zavod (DHMZ) provodi operativnu obranu od tuče sukladno navedenom Zakonu, dok nadzor nad provođenjem Zakona obavlja Ministarstvo poljoprivrede.- odgovorili su na naše pitanje na koji način funkcionira protugradna obrana u RH. Kazali su da se operativna obrana od tuče provodi se na teritoriju 13 županija: Bjelovarsko-bilogorske, Brodsko-posavske, Koprivničko-križevačke, Krapinsko-zagorske, Međimurske, Osječko-baranjske, Požeško-slavonske, Sisačko-moslavačke, Varaždinske, Virovitičko-podravske, Vukovarsko-srijemske, Zagrebačke županije i Grada Zagreba. Nije navedena Dubrovačko-neretvanska županija kao ni doline Neretve, Pelješac i Konavle gdje je prisutna poljoprivredna proizvodnja, povrtlarstvo, voćarstvo i vinogradarstvo.

Pojasnili su nam način financiranja obrane od tuče za koji se sredstva osiguravaju iz tri izvora: Državnog proračuna RH i proračuna županija s branjenog područja u kojima se nalaze branjena područja. Međutim, tijekom posljednjih nekoliko godina sustav obrane od tuče suočava se s kontinuiranim smanjenjem visine ukupnih prihoda osobito iz proračuna županija s branjenog područja koje uplaćuju sve manje ili njihova financijska potpora u potpunosti izostaje. To je bio jedan od razloga zašto je DHMZ 2020. zatražio i dobio suglasnost Ministarstva poljoprivrede da se operativna obrana od tuče obavlja samo prizemnim generatorima koji, kao i rakete, u tučonosne oblake unose srebrov jodid.

Stav DHMZ-a, kao stručne nacionalne meteorološke i hidrološke organizacije, o postojećem sustavu obrane od tuče u Hrvatskoj argumentirano je obrazložen u AnalizI sustava obrane od tuče - Izvješće i mišljenje o opravdanosti daljnjeg rada sustava obrane od tuče u Republici Hrvatskoj koju smo izradili na zahtjev Ministarstva poljoprivrede 2018. i koja čini temelj odluke za donošenje Zakon o prestanku važenja Zakona o sustavu obrane od tuče.

U znanstvenoj zajednici i Svjetskoj meteorološkoj organizaciji postoji jasan i jedinstven stav o neučinkovitosti sustava obrane od tuče kakav provodi Hrvatska koja je neobična i po tome što obranu od tuče provodi nacionalna meteorološka i hidrološka organizacija. To, naime, nije slučajni u jednoj zemlji Europske unije.

DHMZ provodi niz aktivnosti vezanih za prognoziranje tuče kako bi se smanjila šteta koju ona može uzrokovati. Jedna od tih aktivnosti je izgradnja mreže suvremenih meteoroloških radara kojom smo po prvi put u povijesti radarskim mjerenjima obuhvatili cijelu Hrvatsku. To će unaprijediti sustave ranog upozorenja na ekstremne vremenske i klimatske pojave, a to je najvažnija nadležnost i zadaća DHMZ-a. Ranim prognozama i upozorenjima na pojavu tuče, mraza, suše, poplava, olujnog vjetra, DHMZ može najbolje pomoći u smanjenju šteta koje ove nepogode mogu nanijeti lokalnim zajednicama. Također, pomoću agrometeoroloških analiza može pomoći poljoprivrednicima u prilagodbi njihove proizvodnje klimatskim promjenama i sve učestalijim i intenzivnijim ekstremima, pojasnila je Kornelija Špoler Čanić voditeljica Službe za informiranje, odnose s javnošću i korisnike Državnog hidrometeorološkog zavoda.
