- Mi smo dali ruke i za nas je ovo već značajna pobjede sistema koji bi radije zaboravio da postoje kotarevi, ali 6.11. ćemo trebati i vas, stoga dajte ruke!

Naša je gradska vijećnica Petra Marčinko ujedno i vijećnica u Gradskom kotaru Ploče iza Grada i smatramo da je najpozvanija da upravo njezinim riječima završimo kampanju za kotarske izbore u Dubrovniku 2022. godine. Petra je i ove godine na listi nositelja Srđana Obada i svjesna je važnosti kotara, svjesna je važnosti probuđenih građana i svjesna je, na kraju krajeva, našeg rada upravo na tome da se građani bude, da se danas po gradu govori o kotarskim izborima, svjesna je što znači dati ruke, kako je dati i kako je primiti.

VRAĆANJE KOTARA GRAĐANIMA

Razina odlučivanja i aktivnosti u gradskim kotarevima koju smo susreli 2018. godine, bila je porazna. U slučaju Ploče iza Grada u prijedlogu prioriteta tog kotara, primjerice, stajala je izgradnja groblja na Dupcu. Tada nam je rečeno da je to dugi niz godina stajalo u prioritetima, pretpostavljamo još iz doba Jugoslavije kada su mjesne zajednice ipak imale nešto malo veće ovlasti i proračun.

Zadnje četiri godine bile su uporno vježbanje i privikavanje institucija Grada na suradnju s gradskim kotarevima, vraćanje prostora kotara u samo područje kotara (!) te privikavanje građana da postoji i ova razina „neposrednoga sudjelovanja građana u odlučivanju o lokalnim poslovima što neposredno i svakodnevno utječu na njihov život i rad".

Kroz razgovore s kolegama iz ostalih gradova (hvala im na strpljenju prilikom odgovaranja na najbazičnija pitanja), dodatno smo uvidjeli koliko je zanemarena navedena razina, iako je člancima 81., 88. i 89. Statuta Grada Dubrovnika kotarima garantiran financijski plan i obračun za svaku proračunsku godinu. To zasad izgleda tako da svake godine Odjelu pošaljemo prioritete pa se molimo birokratskim bogovima da to netko i uvaži, a uz pomoć vidovnjaka gatamo koliko je i za što na području kotara potrošeno i koji su to kriteriji prema kojima se određuju prioriteti prilikom održavanja, obnove i gradnje. Ali tko kaže da se to neće promijeniti?

ISKAČEMO LI IZ PAŠTETE!?

Ali, ajmo na pozitivu. Evo nas u izborima 2022., a mi i dalje podižemo razinu ovog tijela jer:

1. Da vam ne iskačemo iz paštete (što vam ne bi trebalo teško pasti jer smo svi zgodni), ne biste znali da su izbori 6.11. Preporučam da poslušate sve intervjue koje su nositelji dali u medijima, svaki put naučite nešto novo.

2. Da nismo sjeli i odradili ogroman posao, na internetu još uvijek ne bi postojala točna mapa granica kotareva. Za neke ulice se tek sad saznaje koji su kotar (toliko o ozbiljnosti gradske administracije u uređivanju pitanja i statusa kotara). 3. Količinom smo logističkih pitanja oznojili Izborno povjerenstvo, ali došli smo do nekih odgovora kako bismo svim građanima omogućili da ostvare svoje demokratsko pravo. 4. Načinom izrade svih programa, u procesu je sudjelovalo preko 400 građana, pokazali smo ozbiljnost toga što radimo i što ćemo raditi.

5. Za uspješan kotar neće vam biti dovoljna obećanja „Ti glasaj za mene, ja ću ti sredit" ili pak, srcedrapajući članci i statusi (još uvijek odbijam vjerovati da vam za promjenu bumbete u ulici treba stranačka iskaznica). Za uspješan kotar, uz program i plan rada, trebaju vam ljudi poput Marina ili Obada koji vjeruju u to što rade i imaju beskonačno strpljenja i volje. A DajmoRuke nove generacije pronašao ih je sasvim dovoljno da promijene cijeli sustav na bolje. S njima do kraja svemira i hvala im na tome.

- Mi smo dali ruke i za nas je ovo već značajna pobjede sistema koji bi radije zaboravio da postoje kotarevi, ali 6.11. ćemo trebati i vas, stoga dajte ruke!

Naša je gradska vijećnica Petra Marčinko ujedno i vijećnica u Gradskom kotaru Ploče iza Grada i smatramo da je najpozvanija da upravo njezinim riječima završimo kampanju za kotarske izbore u Dubrovniku 2022. godine. Petra je i ove godine na listi nositelja Srđana Obada i svjesna je važnosti kotara, svjesna je važnosti probuđenih građana i svjesna je, na kraju krajeva, našeg rada upravo na tome da se građani bude, da se danas po gradu govori o kotarskim izborima, svjesna je što znači dati ruke, kako je dati i kako je primiti.

VRAĆANJE KOTARA GRAĐANIMA

Razina odlučivanja i aktivnosti u gradskim kotarevima koju smo susreli 2018. godine, bila je porazna. U slučaju Ploče iza Grada u prijedlogu prioriteta tog kotara, primjerice, stajala je izgradnja groblja na Dupcu. Tada nam je rečeno da je to dugi niz godina stajalo u prioritetima, pretpostavljamo još iz doba Jugoslavije kada su mjesne zajednice ipak imale nešto malo veće ovlasti i proračun.

Zadnje četiri godine bile su uporno vježbanje i privikavanje institucija Grada na suradnju s gradskim kotarevima, vraćanje prostora kotara u samo područje kotara (!) te privikavanje građana da postoji i ova razina „neposrednoga sudjelovanja građana u odlučivanju o lokalnim poslovima što neposredno i svakodnevno utječu na njihov život i rad".

Kroz razgovore s kolegama iz ostalih gradova (hvala im na strpljenju prilikom odgovaranja na najbazičnija pitanja), dodatno smo uvidjeli koliko je zanemarena navedena razina, iako je člancima 81., 88. i 89. Statuta Grada Dubrovnika kotarima garantiran financijski plan i obračun za svaku proračunsku godinu. To zasad izgleda tako da svake godine Odjelu pošaljemo prioritete pa se molimo birokratskim bogovima da to netko i uvaži, a uz pomoć vidovnjaka gatamo koliko je i za što na području kotara potrošeno i koji su to kriteriji prema kojima se određuju prioriteti prilikom održavanja, obnove i gradnje. Ali tko kaže da se to neće promijeniti?

ISKAČEMO LI IZ PAŠTETE!?

Ali, ajmo na pozitivu. Evo nas u izborima 2022., a mi i dalje podižemo razinu ovog tijela jer:

1. Da vam ne iskačemo iz paštete (što vam ne bi trebalo teško pasti jer smo svi zgodni), ne biste znali da su izbori 6.11. Preporučam da poslušate sve intervjue koje su nositelji dali u medijima, svaki put naučite nešto novo.

2. Da nismo sjeli i odradili ogroman posao, na internetu još uvijek ne bi postojala točna mapa granica kotareva. Za neke ulice se tek sad saznaje koji su kotar (toliko o ozbiljnosti gradske administracije u uređivanju pitanja i statusa kotara). 3. Količinom smo logističkih pitanja oznojili Izborno povjerenstvo, ali došli smo do nekih odgovora kako bismo svim građanima omogućili da ostvare svoje demokratsko pravo. Inače, ukoliko ste birač ili netko tko poznaje birača koji ne može doći na biračko mjesto zbog teže bolesti/nemoći, imate rok do petka u 15h poslati obavijest na email:izbori2022@dubrovnik.hr ili na brojeve 020/351-842) 098/9630489.

4. Načinom izrade svih programa, u procesu je sudjelovalo preko 400 građana, pokazali smo ozbiljnost toga što radimo i što ćemo raditi.

Za uspješan kotar neće vam biti dovoljna obećanja „Ti glasaj za mene, ja ću ti sredit" ili pak, srcedrapajući članci i statusi (još uvijek odbijam vjerovati da vam za promjenu bumbete u ulici treba stranačka iskaznica). Za uspješan kotar, uz program i plan rada, trebaju vam ljudi poput Marina ili Obada koji vjeruju u to što rade i imaju beskonačno strpljenja i volje. A DajmoRuke nove generacije pronašao ih je sasvim dovoljno da promijene cijeli sustav na bolje. S njima do kraja svemira i hvala im na tome.

- Mi smo dali ruke i za nas je ovo već značajna pobjede sistema koji bi radije zaboravio da postoje kotarevi, ali 6.11. ćemo trebati i vas, stoga dajte ruke!

Naša je gradska vijećnica Petra Marčinko ujedno i vijećnica u Gradskom kotaru Ploče iza Grada i smatramo da je najpozvanija da upravo njezinim riječima završimo kampanju za kotarske izbore u Dubrovniku 2022. godine. Petra je i ove godine na listi nositelja Srđana Obada i svjesna je važnosti kotara, svjesna je važnosti probuđenih građana i svjesna je, na kraju krajeva, našeg rada upravo na tome da se građani bude, da se danas po gradu govori o kotarskim izborima, svjesna je što znači dati ruke, kako je dati i kako je primiti.

VRAĆANJE KOTARA GRAĐANIMA

Razina odlučivanja i aktivnosti u gradskim kotarevima koju smo susreli 2018. godine, bila je porazna. U slučaju Ploče iza Grada u prijedlogu prioriteta tog kotara, primjerice, stajala je izgradnja groblja na Dupcu. Tada nam je rečeno da je to dugi niz godina stajalo u prioritetima, pretpostavljamo još iz doba Jugoslavije kada su mjesne zajednice ipak imale nešto malo veće ovlasti i proračun.
