Još ništa od potpisivanja ugovora s budućim koncesionarima lučkog područja u starom gradskom portu ispred Vrata od Ponte odnosno Peskarije u nadležnosti Županijske lučke uprave Dubrovnik. Za koncesiju za gospodarsko korištenje 200 četvornih metara prostora u jugozapadnom uglu zidina pored Ponte gdje je koncesijom predviđena djelatnost kušaonice, bila su zainteresirana tri ponuditelja, Dubrovačke boje d.o.o., Mea Culpa d.o.o. i Movida Dos j.d.o.o., kažu nam u Županijskoj lučkoj upravi Dubrovnik. Upravno vijeće ŽLU-a za najpovoljnijeg ponuditelja odabralo je firmu 'Movida Dos'.

Na web stranici Fininfo kao vlasnik navodi se dubrovački ugostitelj Renato Smoljko. No, jedan od ponuditelja, društvo 'Dubrovačke boje', podnio je žalbu što cijeli postupak odgađa do daljnjega.

- Žalba je upućena na Ministarstvo mora, prometa i infrastrukture, ne znam koliko će to trajati. Nažalost, nema zakonskog roka u kojem Ministarstvo mora riješiti žalbu. Žalba je tek izjavljena, proći će određeni rok pa ćemo uputiti požurnicu ili određeni dopis u kojem tražimo da se ubrza postupak žalbe. Jer to je u interesu i nas i koncesionara, on da počne raditi, a mi da imamo određeni prihod – kaže ravnatelj ŽLU Dubrovnik Željko Dadić.

S obzirom da je sezona doslovno pred vratima, može li se dogoditi da je ne bude za spomenuto koncesijsko područje, Dadić kaže:

- To su sve špekulacije, ali može. Nije isključeno i to, nije u našim rukama. Mi ćemo učiniti sve što je s naše strane, poslat ćemo požurnicu i dopise da cijelu stvar ubrzamo. Vidjet ćemo što će se događati. Žalba je tek izjavljena i nama i ministarstvu, mi smo poslali svu dokumentaciju – kaže ravnatelj ŽLU-a.

Za drugu koncesiju koja obuhvaća površinu od 73 četvorna metra uz postojeći objekt Lokanda dugogodišnjeg koncesionara u portu Mara Hajdarhodžića, pristigla je jedna ponuda.

- Upravno vijeće je za tu koncesiju donijelo odluku o poništenju zbog nepotpune dokumentacije. Ponavljamo postupak za koncesiju jer ponudu nismo mogli prihvatiti zbog nepotpune dokumentacije. Natječaj je ponovno objavljen danas u Narodnim novinama – pojašnjava Dadić.

Sukladno Zakonu o koncesijama i Zakonu o pomorskom dobru i morskim lukama, postupak javnog natječaja traje 30 dana. Znači, tek u travnju bi se mogao znati budući koncesionar za ta 73 kvadrata lučkog područja.

Podsjetimo, iznosi naknade za koncesije su uvećani, što će za ŽLU značiti veću dobit. Primjerice, procijenjena vrijednost koncesijske naknade za spomenutih 200 'kvadrata' površine na Ponti, a površina se daje u koncesiju na pet godina je 2 milijuna 760 tisuća kuna. To je stalni dio naknade, a tu je i onaj promjenjivi koji se mjeri u određenom postotku od ukupnog godišnjeg prihoda ostvarenog na tom pomorskom dobru. Za 73 četvorna metra uz postojeći ugostiteljski objekt, procijenjena vrijednost koncesije koja se daje na 10 godina iznosi nešto malo više od dva milijuna 14 tisuća kuna.

Dvije koncesije, one na predjelu Ribarnice, uz i preko puta postojećeg restorana Poklisar, već su dodijeljene lani u lipnju dosadašnjem također dugogodišnjem koncesionaru Stjepanu Periću koji je sklopio ugovore sa Županijskom lučkom upravom.

Još ništa od potpisivanja ugovora s budućim koncesionarima lučkog područja u starom gradskom portu ispred Vrata od Ponte odnosno Peskarije u nadležnosti Županijske lučke uprave Dubrovnik. Za koncesiju za gospodarsko korištenje 200 četvornih metara prostora u jugozapadnom uglu zidina pored Ponte gdje je koncesijom predviđena djelatnost kušaonice, bila su zainteresirana tri ponuditelja, Dubrovačke boje d.o.o., Mea Culpa d.o.o. i Movida Dos j.d.o.o., kažu nam u Županijskoj lučkoj upravi Dubrovnik. Upravno vijeće ŽLU-a za najpovoljnijeg ponuditelja odabralo je firmu 'Movida Dos'.

Na web stranici Fininfo kao vlasnik navodi se dubrovački ugostitelj Renato Smoljko. No, jedan od ponuditelja, društvo 'Dubrovačke boje', podnio je žalbu što cijeli postupak odgađa do daljnjega.

- Žalba je upućena na Ministarstvo mora, prometa i infrastrukture, ne znam koliko će to trajati. Nažalost, nema zakonskog roka u kojem Ministarstvo mora riješiti žalbu. Žalba je tek izjavljena, proći će određeni rok pa ćemo uputiti požurnicu ili određeni dopis u kojem tražimo da se ubrza postupak žalbe. Jer to je u interesu i nas i koncesionara, on da počne raditi, a mi da imamo određeni prihod – kaže ravnatelj ŽLU Dubrovnik Željko Dadić.

S obzirom da je sezona doslovno pred vratima, može li se dogoditi da je ne bude za spomenuto koncesijsko područje, Dadić kaže:

- To su sve špekulacije, ali može. Nije isključeno i to, nije u našim rukama. Mi ćemo učiniti sve što je s naše strane, poslat ćemo požurnicu i dopise da cijelu stvar ubrzamo. Vidjet ćemo što će se događati. Žalba je tek izjavljena i nama i ministarstvu, mi smo poslali svu dokumentaciju – kaže ravnatelj ŽLU-a.

Za drugu koncesiju koja obuhvaća površinu od 73 četvorna metra uz postojeći objekt Lokanda dugogodišnjeg koncesionara u portu Mara Hajdarhodžića, pristigla je jedna ponuda.

- Upravno vijeće je za tu koncesiju donijelo odluku o poništenju zbog nepotpune dokumentacije. Ponavljamo postupak za koncesiju jer ponudu nismo mogli prihvatiti zbog nepotpune dokumentacije. Natječaj je ponovno objavljen danas u Narodnim novinama – pojašnjava Dadić.

Sukladno Zakonu o koncesijama i Zakonu o pomorskom dobru i morskim lukama, postupak javnog natječaja traje 30 dana. Znači, tek u travnju bi se mogao znati budući koncesionar za ta 73 kvadrata lučkog područja.

Podsjetimo, iznosi naknade za koncesije su uvećani, što će za ŽLU značiti veću dobit. Primjerice, procijenjena vrijednost koncesijske naknade za spomenutih 200 'kvadrata' površine na Ponti, a površina se daje u koncesiju na pet godina je 2 milijuna 760 tisuća kuna. To je stalni dio naknade, a tu je i onaj promjenjivi koji se mjeri u određenom postotku od ukupnog godišnjeg prihoda ostvarenog na tom pomorskom dobru. Za 73 četvorna metra uz postojeći ugostiteljski objekt, procijenjena vrijednost koncesije koja se daje na 10 godina iznosi nešto malo više od dva milijuna 14 tisuća kuna.

Dvije koncesije, one na predjelu Ribarnice, uz i preko puta postojećeg restorana Poklisar, već su dodijeljene lani u lipnju dosadašnjem također dugogodišnjem koncesionaru Stjepanu Periću koji je sklopio ugovore sa Županijskom lučkom upravom.
