Udruga ruralnog turizma Hrvatske (URTH) predlaže da se u Zakon o ugostiteljskoj djelatnosti uvede pojam ‘turističko poljoprivredno gospodarstvo (TPG) čime bi se reguliralo pružanje ugostiteljskih usluga od strane svih poljoprivrednika, a ne samo OPG-ova. Udruga ističe kako u Hrvatskoj djeluje više od 1000 poljoprivrednika koji se bave seoskim agroturizmom, a prijedloge je izradila slijedom očekivanja gostiju i turista te u cilju poticanja seoskog agroturizma i zadovoljavanja turističkih trendova.

Prijedloge za reguliranje seoskog agroturizma Hrvatske, udruga je predstavila na nedavnoj skupštini kako bi inicirala pokretanje javne rasprave o reguliranju seoskog agroturizma, no za sada kada je riječ o Dubrovačko neretvanskoj županiji gdje je agroturizam dosta razvijen, o ovoj inicijativi ne znaju mnogo.

Članica udruge Aleksandra Kuratko objašnjava  da inicijativa krenula zato što se seoskim turizmom ne bave samo OPG-ovi nego i obrti i tvrtke, ponegdje i braniteljske zadruge, pa bi ovim pojmom željeli obuhvatiti sve poljoprivrednike, a ne samo OPG-ove koji se bave  prvenstveno turističkim, a neki i ugostiteljskim uslugama.

- Nadalje, predlažemo da se kao kriterij  za dobivanje oznake "turističkog poljoprivrednog gospodarstva", uvede obveza da to gospodarstvo ima najmanje jedan proizvod ili prerađevinu koju nudi gostima odnosno  turistima preko cijele godine ili sezone ako radi sezonski. To nije problem jer uglavnom to svi imaju, vinari, uljari koji ionako već imaju obrte i tvrtke itd. Nama je cilj da se to standardizira i da se mora imati takav jedan vlastiti proizvod jer nažalost,imamo na terenu ljudi koji nemaju ništa nego glume seoski turizam. Već godinama molimo i Ministarstvo poljoprivrede i Ministarstvo turizma da nas definira, regulira, pa smo sami  na kraju napravili prijedlog izmjena zakona o pružanju usluga u turizmu i nacrt pravilnika o turističkim poljoprivrednim gospodarstvima – govori Kuratko, i dodaje kako je  seoski turizam reguliran cijelim nizom zakona i pravilnika više ministarstava poljoprivrede, turizma, kulture, prostornog planiranja…

-  Mi smo mišljenja da se to treba regulirati kroz Zakon o ugostiteljskoj djelatnosti Ministarstva turizma i sporta, zato što bi se status turističkog poljoprivrednog gospodarstva utvrđivao po broju turističkih usluga koje se pružaju.  Najprijese poljoprivrednik u Ministarstvu poljoprivrede donese potvrdu da je upisan u upisnik poljoprivrednika, a onda u Ministarstvu turizma na temelju turističkih usluga koje pruža klasificira kao turističko poljoprivredno gospodarstvo.   Idemo na to da se unutar zakona o ugostiteljstvu proširi članak koji se bavi samo OPG-ovima, jer se sada oni OPG-ovi koji se bave ugostiteljstvom tretiraju kao svaki drugi ugostitelji. Mislimo da bi se olakšani uvjeti koje imaju OPG-ovi trebali odnositi na svih koji se bave i poljoprivredom i turizmom i ugostiteljstvom, a i zaštitom kulturne baštine – objašnjava Aleksandra Kuratko prijedlog Udruge ruralnog turizma Hrvatske. Dodaje kako bi svi koji se bave seoskim turizmom trebali  podržati ovaj prijedlog kako bi se najprije zaštitili potrošači, ali i potaknuti manje proizvođače da bar jedan proizvod stave legalno na tržište.         

Udruga uz uvođenje pojma turističko poljoprivredno gospodarstvo, i redefiniranje vlastite poljoprivredne proizvodnje kako bi gosti i turisti na TPG mogli kušati i kupiti barem jedan poljoprivredni proizvod ili prerađevinu tijekom cijele godine ili sezone, predlaže i proširenje turističkih usluga koje se mogu pružati na poljoprivrednim gospodarstvima na apiturizam, team building i, primjerice promatranje životinja.

Udruga ruralnog turizma Hrvatske (URTH) predlaže da se u Zakon o ugostiteljskoj djelatnosti uvede pojam ‘turističko poljoprivredno gospodarstvo (TPG) čime bi se reguliralo pružanje ugostiteljskih usluga od strane svih poljoprivrednika, a ne samo OPG-ova. Udruga ističe kako u Hrvatskoj djeluje više od 1000 poljoprivrednika koji se bave seoskim agroturizmom, a prijedloge je izradila slijedom očekivanja gostiju i turista te u cilju poticanja seoskog agroturizma i zadovoljavanja turističkih trendova.

Prijedloge za reguliranje seoskog agroturizma Hrvatske, udruga je predstavila na nedavnoj skupštini kako bi inicirala pokretanje javne rasprave o reguliranju seoskog agroturizma, no za sada kada je riječ o Dubrovačko neretvanskoj županiji gdje je agroturizam dosta razvijen, o ovoj inicijativi ne znaju mnogo.

Članica udruge Aleksandra Kuratko objašnjava  da inicijativa krenula zato što se seoskim turizmom ne bave samo OPG-ovi nego i obrti i tvrtke, ponegdje i braniteljske zadruge, pa bi ovim pojmom željeli obuhvatiti sve poljoprivrednike, a ne samo OPG-ove koji se bave  prvenstveno turističkim, a neki i ugostiteljskim uslugama.

- Nadalje, predlažemo da se kao kriterij  za dobivanje oznake "turističkog poljoprivrednog gospodarstva", uvede obveza da to gospodarstvo ima najmanje jedan proizvod ili prerađevinu koju nudi gostima odnosno  turistima preko cijele godine ili sezone ako radi sezonski. To nije problem jer uglavnom to svi imaju, vinari, uljari koji ionako već imaju obrte i tvrtke itd. Nama je cilj da se to standardizira i da se mora imati takav jedan vlastiti proizvod jer nažalost,imamo na terenu ljudi koji nemaju ništa nego glume seoski turizam. Već godinama molimo i Ministarstvo poljoprivrede i Ministarstvo turizma da nas definira, regulira, pa smo sami  na kraju napravili prijedlog izmjena zakona o pružanju usluga u turizmu i nacrt pravilnika o turističkim poljoprivrednim gospodarstvima – govori Kuratko, i dodaje kako je  seoski turizam reguliran cijelim nizom zakona i pravilnika više ministarstava poljoprivrede, turizma, kulture, prostornog planiranja…

-  Mi smo mišljenja da se to treba regulirati kroz Zakon o ugostiteljskoj djelatnosti Ministarstva turizma i sporta, zato što bi se status turističkog poljoprivrednog gospodarstva utvrđivao po broju turističkih usluga koje se pružaju.  Najprijese poljoprivrednik u Ministarstvu poljoprivrede donese potvrdu da je upisan u upisnik poljoprivrednika, a onda u Ministarstvu turizma na temelju turističkih usluga koje pruža klasificira kao turističko poljoprivredno gospodarstvo.   Idemo na to da se unutar zakona o ugostiteljstvu proširi članak koji se bavi samo OPG-ovima, jer se sada oni OPG-ovi koji se bave ugostiteljstvom tretiraju kao svaki drugi ugostitelji. Mislimo da bi se olakšani uvjeti koje imaju OPG-ovi trebali odnositi na svih koji se bave i poljoprivredom i turizmom i ugostiteljstvom, a i zaštitom kulturne baštine – objašnjava Aleksandra Kuratko prijedlog Udruge ruralnog turizma Hrvatske. Dodaje kako bi svi koji se bave seoskim turizmom trebali  podržati ovaj prijedlog kako bi se najprije zaštitili potrošači, ali i potaknuti manje proizvođače da bar jedan proizvod stave legalno na tržište.         

Udruga uz uvođenje pojma turističko poljoprivredno gospodarstvo, i redefiniranje vlastite poljoprivredne proizvodnje kako bi gosti i turisti na TPG mogli kušati i kupiti barem jedan poljoprivredni proizvod ili prerađevinu tijekom cijele godine ili sezone, predlaže i proširenje turističkih usluga koje se mogu pružati na poljoprivrednim gospodarstvima na apiturizam, team building i, primjerice promatranje životinja.
