Ministri prometa država članica EU-a usvojili su u ponedjeljak zajedničko stajalište o novim pravilima u području sigurnosti na cestama, koja uključuju direktivu o vozačkim dozvolama i razmjenu informacija o prometnim prekršajima.

Europska komisija je u ožujku ove godine, u okviru zakonodavnog paketa o cestovnoj sigurnosti, predložila uvođenje jedinstvene digitalne vozačke dozvole u EU-u i nova pravila koja će olakšati naplatu prometnih kazni počinjenih u nekoj drugoj zemlji članici, kao i oduzimanje vozačkih dozvola.

Komisija je također predložila da mladi vozači s navršenih 17 godine mogu polagati ispit i voziti ako su s njima stariji vozači, da se uvede probno razdoblje za mlade vozače od najmanje dvije godine nakon polaganja ispita i pravilo nulte tolerancije na vožnju pod utjecajem alkohola za mlade vozače. Iako mladi vozači čine samo osam posto od svih vozača, dva od pet smrtonosnih sudara uključuju vozače mlađe od 30 godina.

Vijeće EU-a u svojem stajalištu prihvatilo je većinu odredbi iz prijedloga Europske komisije, s tim da su predvidjeli određene izmjene što se tiče probnog roka za mlade vozače, a kojima se uvažavaju ovlasti država članica.

U zajedničkom stajalištu država članica, na temelju kojeg će pregovarati s Europskim parlamentom o konačnom tekstu zakona, također se predviđa da skraćivanje roka valjanosti vozačkih dozvola za starije vozače i dalje ostane dobrovoljno. Uvode se i jasnije odredbe o provjeri tjelesne i psihičke sposobnosti za vožnju. Također se predviđa da osobe koje imaju državljanstvo jedne članice, a stalno prebivalište u drugoj članici mogu polagati teorijski dio vozačkog ispita u zemlja svoga državljanstva, ali takva mogućnost se ne predviđa za praktični dio vozačkog ispita.

Predlaže se također i proširenje popisa prometnih prekršaja koji će se kažnjavati na razini EU-a. Trenutačni popis uključuje ukupno osam prometnih prekršaja među kojima su prebrza vožnja, nekorištenje sigurnosnog pojasa, prolazak kroz crveno svjetlo na semaforu, vožnja pod utjecajem alkohola ili droga, nenošenje zaštitne kacige, kretanje zabranjenim prometnim trakom te nepropisno korištenje mobilnog telefona ili drugih komunikacijskih uređaja tijekom vožnje.

Prijedlog zakona o razmjeni informacija o prometnim prekršajima omogućit će da se odluka o oduzimanju vozačke dozvole u jednoj zemlji članici primjenjuje u svim članicama, što sada zbog rupa u zakonu često nije slučaj. Isto se odnosi i na ostale prometne prekršaje koji će biti kažnjivi na razini EU-a.

Prošli tjedan odbor za promet i turizam Europskog parlamenta usvojio je nacrte stajališta o paketu zakona o sigurnosti na cestama. O tim nacrtima Europski parlament će glasati na plenarnoj sjednici u prosincu, a nakon toga predstojeće belgijsko predsjedništvo će započeti pregovore s predstavnicima Parlamenta o konačnom tekstu zakona.

Ministri prometa država članica EU-a usvojili su u ponedjeljak zajedničko stajalište o novim pravilima u području sigurnosti na cestama, koja uključuju direktivu o vozačkim dozvolama i razmjenu informacija o prometnim prekršajima.

Europska komisija je u ožujku ove godine, u okviru zakonodavnog paketa o cestovnoj sigurnosti, predložila uvođenje jedinstvene digitalne vozačke dozvole u EU-u i nova pravila koja će olakšati naplatu prometnih kazni počinjenih u nekoj drugoj zemlji članici, kao i oduzimanje vozačkih dozvola.

Komisija je također predložila da mladi vozači s navršenih 17 godine mogu polagati ispit i voziti ako su s njima stariji vozači, da se uvede probno razdoblje za mlade vozače od najmanje dvije godine nakon polaganja ispita i pravilo nulte tolerancije na vožnju pod utjecajem alkohola za mlade vozače. Iako mladi vozači čine samo osam posto od svih vozača, dva od pet smrtonosnih sudara uključuju vozače mlađe od 30 godina.

Vijeće EU-a u svojem stajalištu prihvatilo je većinu odredbi iz prijedloga Europske komisije, s tim da su predvidjeli određene izmjene što se tiče probnog roka za mlade vozače, a kojima se uvažavaju ovlasti država članica.

U zajedničkom stajalištu država članica, na temelju kojeg će pregovarati s Europskim parlamentom o konačnom tekstu zakona, također se predviđa da skraćivanje roka valjanosti vozačkih dozvola za starije vozače i dalje ostane dobrovoljno. Uvode se i jasnije odredbe o provjeri tjelesne i psihičke sposobnosti za vožnju. Također se predviđa da osobe koje imaju državljanstvo jedne članice, a stalno prebivalište u drugoj članici mogu polagati teorijski dio vozačkog ispita u zemlja svoga državljanstva, ali takva mogućnost se ne predviđa za praktični dio vozačkog ispita.

Predlaže se također i proširenje popisa prometnih prekršaja koji će se kažnjavati na razini EU-a. Trenutačni popis uključuje ukupno osam prometnih prekršaja među kojima su prebrza vožnja, nekorištenje sigurnosnog pojasa, prolazak kroz crveno svjetlo na semaforu, vožnja pod utjecajem alkohola ili droga, nenošenje zaštitne kacige, kretanje zabranjenim prometnim trakom te nepropisno korištenje mobilnog telefona ili drugih komunikacijskih uređaja tijekom vožnje.

Prijedlog zakona o razmjeni informacija o prometnim prekršajima omogućit će da se odluka o oduzimanju vozačke dozvole u jednoj zemlji članici primjenjuje u svim članicama, što sada zbog rupa u zakonu često nije slučaj. Isto se odnosi i na ostale prometne prekršaje koji će biti kažnjivi na razini EU-a.

Prošli tjedan odbor za promet i turizam Europskog parlamenta usvojio je nacrte stajališta o paketu zakona o sigurnosti na cestama. O tim nacrtima Europski parlament će glasati na plenarnoj sjednici u prosincu, a nakon toga predstojeće belgijsko predsjedništvo će započeti pregovore s predstavnicima Parlamenta o konačnom tekstu zakona.

EU priprema velike promjene za vozače: Nova direktiva neće se svima svidjeti...

Ministri prometa država članica EU-a usvojili su u ponedjeljak zajedničko stajalište o novim pravilima u području sigurnosti na cestama, koja uključuju direktivu o vozačkim dozvolama i razmjenu informacija o prometnim prekršajima.

Europska komisija je u ožujku ove godine, u okviru zakonodavnog paketa o cestovnoj sigurnosti, predložila uvođenje jedinstvene digitalne vozačke dozvole u EU-u i nova pravila koja će olakšati naplatu prometnih kazni počinjenih u nekoj drugoj zemlji članici, kao i oduzimanje vozačkih dozvola.

Komisija je također predložila da mladi vozači s navršenih 17 godine mogu polagati ispit i voziti ako su s njima stariji vozači, da se uvede probno razdoblje za mlade vozače od najmanje dvije godine nakon polaganja ispita i pravilo nulte tolerancije na vožnju pod utjecajem alkohola za mlade vozače. Iako mladi vozači čine samo osam posto od svih vozača, dva od pet smrtonosnih sudara uključuju vozače mlađe od 30 godina.

Vijeće EU-a u svojem stajalištu prihvatilo je većinu odredbi iz prijedloga Europske komisije, s tim da su predvidjeli određene izmjene što se tiče probnog roka za mlade vozače, a kojima se uvažavaju ovlasti država članica.

U zajedničkom stajalištu država članica, na temelju kojeg će pregovarati s Europskim parlamentom o konačnom tekstu zakona, također se predviđa da skraćivanje roka valjanosti vozačkih dozvola za starije vozače i dalje ostane dobrovoljno. Uvode se i jasnije odredbe o provjeri tjelesne i psihičke sposobnosti za vožnju. Također se predviđa da osobe koje imaju državljanstvo jedne članice, a stalno prebivalište u drugoj članici mogu polagati teorijski dio vozačkog ispita u zemlja svoga državljanstva, ali takva mogućnost se ne predviđa za praktični dio vozačkog ispita.

Predlaže se također i proširenje popisa prometnih prekršaja koji će se kažnjavati na razini EU-a.
