Za godinu dana, od 1. siječnja 2021. godine, kruzeri koji se budu nalazili na vezu u luci ili sidrištu luke na području Splita će plaćati turističke pristojbe. Zakonom o turističkoj pristojbi koji je donesen prošle godine propisano je da gradovi i općine mogu, ali i ne moraju naplaćivati turističke pristojbe brodovima na međunarodnom kružnom putovanju koji se zateknu u njihovim lukama ili sidrištima ako tako odluči Gradsko ili Općinsko vijeće.

Pristojbe se naplaćuju prema broju putnika, odnosno kapacitetu broda, a Zakon propisuje da najniža naknada za brodove do 200 putnika iznosi 2000 kuna, dok je maksimalna pristojba za brodove koji voze 3000 i više putnika 40.000 kuna. Grad ili općina od tog novca dobiva 85 posto, a Županija 15.

Ali, Grad Split je odlučio da ubire od kruzera dvostruko manje nego što mu Zakon omogućava. Na javnom savjetovanju, koje je završeno baš na staru godinu 31. prosinca 2019., našao se “Nacrt prijedloga Odluke o visini turističke pristojbe za brodove na kružnom putovanju”. U njemu se predlaže da najniža cijena bude 1000 kuna, a da maksimalna iznosi 20.000 kuna.

Dodajmo da se po Zakonu prikupljena sredstva imaju namjenski trošiti za poboljšanje javne i turističke infrastrukture te za projekte i programe održivog razvoja. Drugim riječima, Grad Split se odrekao pola novca koji je mogao utrošiti za poboljšanje komunalne infrastrukture, uređenje plaža, rasvjetu, popravak klupa, hortikulturu… U Obrazloženju ove Odluke ne vidi se razlog zašto se Grad odriče nekoliko milijuna kuna.

Ali, tako velikodušno prema brodarima nisu postupili susjedni gradovi, nego su gledali svoje interese. Dubrovnik je odlučio da će od 2021. naplaćivati maksimalni iznos pristojbi. Očekuju prihode od 10 do 14 milijuna kuna po godini.

Zanimljiv je slučaj Zadra. Tamo su odlučili da za luku Gaženica, koja je veliki infrastrukturni projekt rađen državnim novcem, do daljnjega neće ništa naplaćivati kruzerima kako bi podigli konkurentnost, ali i preusmjerili kruzere na lokaciju izvan gradske gužve. Ali, zato će kruzerima koji se žele sidriti u gradskoj jezgri, pokraj “Pozdrava suncu” i “Morskih orgulja”, maksimalno naplatiti jer se radi o atraktivnoj lokaciji.

No, Split svoju atraktivnu lokaciju, gradsku luku - koja je odmah do opjevane Rive i svjetski poznate Dioklecijanove palače - ne cijeni toliko pa najam daje brodarima u pola cijene.

Teško je vjerovati da bi kruzeri pobjegli od Splita ako bi im se naplatilo kojih desetak tisuća kuna više po boravku, jer se iz Turističke zajednice hvale da je i u 2019. broj turista narastao. Uostalom, kaže se da je od kruzerskih gostiju manje zarade nego od stacionarnih, a prave veliku gužvu u jezgri, pa zašto onda na brodarima ne bi više zaradili?

Inicijativa krenula iz Dubrovnika

Inicijativa o naplati pristojbe krenula je iz Dubrovnika, kojemu je preko glave kruzera, jer je njima zagušen.

Omjer snaga je otprilike toliki da Dubrovčani imaju više kruzera negoli Split i Zadar zajedno. Odnosno, godišnje u Dubrovnik dođe dvostruko više kruzera negoli u Split, koji pak ima duplo više kruzera od Zadra.

Za godinu dana, od 1. siječnja 2021. godine, kruzeri koji se budu nalazili na vezu u luci ili sidrištu luke na području Splita će plaćati turističke pristojbe. Zakonom o turističkoj pristojbi koji je donesen prošle godine propisano je da gradovi i općine mogu, ali i ne moraju naplaćivati turističke pristojbe brodovima na međunarodnom kružnom putovanju koji se zateknu u njihovim lukama ili sidrištima ako tako odluči Gradsko ili Općinsko vijeće.

Pristojbe se naplaćuju prema broju putnika, odnosno kapacitetu broda, a Zakon propisuje da najniža naknada za brodove do 200 putnika iznosi 2000 kuna, dok je maksimalna pristojba za brodove koji voze 3000 i više putnika 40.000 kuna. Grad ili općina od tog novca dobiva 85 posto, a Županija 15.

Ali, Grad Split je odlučio da ubire od kruzera dvostruko manje nego što mu Zakon omogućava. Na javnom savjetovanju, koje je završeno baš na staru godinu 31. prosinca 2019., našao se “Nacrt prijedloga Odluke o visini turističke pristojbe za brodove na kružnom putovanju”. U njemu se predlaže da najniža cijena bude 1000 kuna, a da maksimalna iznosi 20.000 kuna.

Dodajmo da se po Zakonu prikupljena sredstva imaju namjenski trošiti za poboljšanje javne i turističke infrastrukture te za projekte i programe održivog razvoja. Drugim riječima, Grad Split se odrekao pola novca koji je mogao utrošiti za poboljšanje komunalne infrastrukture, uređenje plaža, rasvjetu, popravak klupa, hortikulturu… U Obrazloženju ove Odluke ne vidi se razlog zašto se Grad odriče nekoliko milijuna kuna.

Ali, tako velikodušno prema brodarima nisu postupili susjedni gradovi, nego su gledali svoje interese. Dubrovnik je odlučio da će od 2021. naplaćivati maksimalni iznos pristojbi. Očekuju prihode od 10 do 14 milijuna kuna po godini.

Zanimljiv je slučaj Zadra. Tamo su odlučili da za luku Gaženica, koja je veliki infrastrukturni projekt rađen državnim novcem, do daljnjega neće ništa naplaćivati kruzerima kako bi podigli konkurentnost, ali i preusmjerili kruzere na lokaciju izvan gradske gužve. Ali, zato će kruzerima koji se žele sidriti u gradskoj jezgri, pokraj “Pozdrava suncu” i “Morskih orgulja”, maksimalno naplatiti jer se radi o atraktivnoj lokaciji.

No, Split svoju atraktivnu lokaciju, gradsku luku - koja je odmah do opjevane Rive i svjetski poznate Dioklecijanove palače - ne cijeni toliko pa najam daje brodarima u pola cijene.

Teško je vjerovati da bi kruzeri pobjegli od Splita ako bi im se naplatilo kojih desetak tisuća kuna više po boravku, jer se iz Turističke zajednice hvale da je i u 2019. broj turista narastao. Uostalom, kaže se da je od kruzerskih gostiju manje zarade nego od stacionarnih, a prave veliku gužvu u jezgri, pa zašto onda na brodarima ne bi više zaradili?

Inicijativa krenula iz Dubrovnika

Inicijativa o naplati pristojbe krenula je iz Dubrovnika, kojemu je preko glave kruzera, jer je njima zagušen.

Omjer snaga je otprilike toliki da Dubrovčani imaju više kruzera negoli Split i Zadar zajedno. Odnosno, godišnje u Dubrovnik dođe dvostruko više kruzera negoli u Split, koji pak ima duplo više kruzera od Zadra.

Grad Split će kruzerima naplaćivati upola manje od iznosa koji bi mogao zaraditi! Dubrovnik i Zadar imaju drukčiju strategiju...

Za godinu dana, od 1. siječnja 2021. godine, kruzeri koji se budu nalazili na vezu u luci ili sidrištu luke na području Splita će plaćati turističke pristojbe. Zakonom o turističkoj pristojbi koji je donesen prošle godine propisano je da gradovi i općine mogu, ali i ne moraju naplaćivati turističke pristojbe brodovima na međunarodnom kružnom putovanju koji se zateknu u njihovim lukama ili sidrištima ako tako odluči Gradsko ili Općinsko vijeće.

Pristojbe se naplaćuju prema broju putnika, odnosno kapacitetu broda, a Zakon propisuje da najniža naknada za brodove do 200 putnika iznosi 2000 kuna, dok je maksimalna pristojba za brodove koji voze 3000 i više putnika 40.000 kuna. Grad ili općina od tog novca dobiva 85 posto, a Županija 15.

Ali, Grad Split je odlučio da ubire...
