Kako je to moguće da država u kratkom vremenskom razdoblju, za isto odlagalište (opasnog) otpada najprije traži izvođača koji bi za sanaciju i korištenje otpada trebao platiti 200 tisuća eura, a onda za isti taj posao raspisuje natječaj na kojemu izvođača radova na sanaciji (i korištenju) otpada namjerava platiti 20 milijuna eura (bez PDV-a)?

Moguće je, a ta se država zove Republika Hrvatska, opasno odlagalište otpada su crna brda troske kod Biljana Donjih, a razlog takvog "obrata" su – penali Europske unije zbog neizvršavanja sanacije.

Vlada je zbog toga prošloga ljeta donijela hitan zaključak o sanaciji odlagališta otpada na lokaciji Biljane Donje kojim se predlaže da Ministarstvo gospodarstva donese odluku o sanaciji, a Fond za zaštitu okoliša osigura sredstva i provede sanaciju u roku od dvije godine, piše Zadarski.hr.

Riječ je o opasnom otpadu koji je dovezen s odlagališta otpadne troske na lokaciji tvornice elektroda i ferolegura u Šibeniku. Radi se o 140 tisuća tona otpadne troske koja je odložena na nezakonitom odlagalištu na lokaciji Biljane Donje. Kako se radi o nezakonitom postupanju s otpadom, po prijavi Europske komisije sud EU-a donio je odluku da Hrvatska mora sukladno EU direktivi s tim otpadom postupati prema planu gospodarenja otpadom.

Hrvatska to nije učinila pa je završila na Sudu EU koji je presudio kako su crna brda još 2019. godine već trebala biti sanirana. Stoga nam sad prijeti višemilijunska kazna zbog nepoštivanja sudske odluke, odnosno neispunjavanja obaveza iz Okvirne direktive o otpadu EU. Što je najluđe, čak i ako se crna brda saniraju u rekordnom roku koji ne može biti kraći od dvije godine, penali će se morati plaćati i to ne tako mali.

U Elektroničkom oglasniku javne nabave Republike Hrvatske (EOJN RH) dana 2. siječnja 2024. godine objavljena je obavijest o nadmetanju za predmet nabave: „Radovi uklanjanja otpadne troske na lokaciji „Crno brdo“ Biljane Donje“. Procijenjena vrijednost nabave je 19.597.000,00 eura bez PDV-a, dok bi s PDV-om iznos mogao doseći oko 25 milijuna kuna. Rok za dostavu ponuda je 5. veljače do 13 sati.

Ministarstvo gospodarstva i održivog razvoja odredilo je da mjere i aktivnosti sanacije lokacije onečišćene otpadom Biljane Donje („Crno brdo“) provede Fond za zaštitu okoliša i energetsku učinkovitost. Lokacija onečišćena otpadnom troskom tzv. „Crno brdo“ nalazi se u naselju Biljane Donje, koje administrativno pripada Gradu Benkovcu u Zadarskoj županiji. Smještena je oko 150 metara sjeverno od autoceste A1. Vozilom se do lokacije može pristupiti korištenjem državne ceste D56, a potom korištenjem nerazvrstane ceste duljine oko 500 metara. Nerazvrstana cesta je asfaltirana i širine 3 metra. Na udaljenosti od 50 metara od lokacije nalaze se obiteljske kuće, a na sjevernoj strani ulaza je postavljena rampa.

Predmet nabave je uklanjanje otpadne troske s lokacije Biljane Donje, te njezina oporaba. Raspoloživom dokumentacijom utvrđeno je da se na lokaciji nalazi odloženo 74.836 m3 otpadne troske, odnosno procjenjuje se na okvirnu količinu od 150.000 tona. Predmet nabave daje mogućnost ponuditeljima da u dijelu koji se odnosi na gospodarenje otpadnom troskom odabere i ponudi sukladno Zakonu o gospodarenju otpadom jednu od tri varijante obrade otpadne troske: zbrinjavanje, oporaba ili kombinirani postupak koji se sastoji od oporabe i zbrinjavanja u količinama koju određuje ponuditelj u svojoj ponudi, pri čemu zbroj količina mora odgovarati ukupnoj procijenjenoj količini od 150.000 tona.

Bit će zanimljivo vidjeti tko se od domaćih i stranih ponuđača javiuo na natječaj i hoće li se plan provesti. Odlagalište treba biti sanirano do kolovoza 2025. godine, ali to, kako smo naveli, ne isključuje plaćanje penala zbog neizvršenja, koje će biti u milijunskim vrijednostima eura.

Kako je to moguće da država u kratkom vremenskom razdoblju, za isto odlagalište (opasnog) otpada najprije traži izvođača koji bi za sanaciju i korištenje otpada trebao platiti 200 tisuća eura, a onda za isti taj posao raspisuje natječaj na kojemu izvođača radova na sanaciji (i korištenju) otpada namjerava platiti 20 milijuna eura (bez PDV-a)?

Moguće je, a ta se država zove Republika Hrvatska, opasno odlagalište otpada su crna brda troske kod Biljana Donjih, a razlog takvog "obrata" su – penali Europske unije zbog neizvršavanja sanacije.

Vlada je zbog toga prošloga ljeta donijela hitan zaključak o sanaciji odlagališta otpada na lokaciji Biljane Donje kojim se predlaže da Ministarstvo gospodarstva donese odluku o sanaciji, a Fond za zaštitu okoliša osigura sredstva i provede sanaciju u roku od dvije godine, piše Zadarski.hr.

Riječ je o opasnom otpadu koji je dovezen s odlagališta otpadne troske na lokaciji tvornice elektroda i ferolegura u Šibeniku. Radi se o 140 tisuća tona otpadne troske koja je odložena na nezakonitom odlagalištu na lokaciji Biljane Donje. Kako se radi o nezakonitom postupanju s otpadom, po prijavi Europske komisije sud EU-a donio je odluku da Hrvatska mora sukladno EU direktivi s tim otpadom postupati prema planu gospodarenja otpadom.

Hrvatska to nije učinila pa je završila na Sudu EU koji je presudio kako su crna brda još 2019. godine već trebala biti sanirana. Stoga nam sad prijeti višemilijunska kazna zbog nepoštivanja sudske odluke, odnosno neispunjavanja obaveza iz Okvirne direktive o otpadu EU. Što je najluđe, čak i ako se crna brda saniraju u rekordnom roku koji ne može biti kraći od dvije godine, penali će se morati plaćati i to ne tako mali.

U Elektroničkom oglasniku javne nabave Republike Hrvatske (EOJN RH) dana 2. siječnja 2024. godine objavljena je obavijest o nadmetanju za predmet nabave: „Radovi uklanjanja otpadne troske na lokaciji „Crno brdo“ Biljane Donje“. Procijenjena vrijednost nabave je 19.597.000,00 eura bez PDV-a, dok bi s PDV-om iznos mogao doseći oko 25 milijuna kuna. Rok za dostavu ponuda je 5. veljače do 13 sati.

Ministarstvo gospodarstva i održivog razvoja odredilo je da mjere i aktivnosti sanacije lokacije onečišćene otpadom Biljane Donje („Crno brdo“) provede Fond za zaštitu okoliša i energetsku učinkovitost. Lokacija onečišćena otpadnom troskom tzv. „Crno brdo“ nalazi se u naselju Biljane Donje, koje administrativno pripada Gradu Benkovcu u Zadarskoj županiji. Smještena je oko 150 metara sjeverno od autoceste A1. Vozilom se do lokacije može pristupiti korištenjem državne ceste D56, a potom korištenjem nerazvrstane ceste duljine oko 500 metara. Nerazvrstana cesta je asfaltirana i širine 3 metra. Na udaljenosti od 50 metara od lokacije nalaze se obiteljske kuće, a na sjevernoj strani ulaza je postavljena rampa.

Predmet nabave je uklanjanje otpadne troske s lokacije Biljane Donje, te njezina oporaba. Raspoloživom dokumentacijom utvrđeno je da se na lokaciji nalazi odloženo 74.836 m3 otpadne troske, odnosno procjenjuje se na okvirnu količinu od 150.000 tona. Predmet nabave daje mogućnost ponuditeljima da u dijelu koji se odnosi na gospodarenje otpadnom troskom odabere i ponudi sukladno Zakonu o gospodarenju otpadom jednu od tri varijante obrade otpadne troske: zbrinjavanje, oporaba ili kombinirani postupak koji se sastoji od oporabe i zbrinjavanja u količinama koju određuje ponuditelj u svojoj ponudi, pri čemu zbroj količina mora odgovarati ukupnoj procijenjenoj količini od 150.000 tona.

Bit će zanimljivo vidjeti tko se od domaćih i stranih ponuđača javiuo na natječaj i hoće li se plan provesti. Odlagalište treba biti sanirano do kolovoza 2025. godine, ali to, kako smo naveli, ne isključuje plaćanje penala zbog neizvršenja, koje će biti u milijunskim vrijednostima eura.
