Međunarodna unija za očuvanje prirode IUCN upozorava da bi onečišćenje mora od potopljenih i napuštenih plovila u oceanu moglo dosegnuti vrhunac u ovom desetljeću. Od procijenjenih 3 milijuna potopljenih i napuštenih plovila u oceanu, IUCN klasificira više od 8500 njih kao potencijalno zagađujuće olupine, prenosi maritime-executive.com.

Većina ovih olupina potječe iz Prvog i Drugog svjetskog rata i sadrži štetne kemijske zagađivače, neeksplodirano streljivo i procijenjenih 6 milijardi galona loživog ulja. To je 545 puta više nafte od curenja iz Exxon Valdeza 1989. i 30 puta više od izlijevanja iz Deepwater Horizon 2010.

Kako se pomorstvo razvija, onečišćenje mora od potopljenih plovila sve više postaje globalni i prekogranični problem, potencijalno utječući na ljude, okoliš i gospodarstva diljem svijeta. Nažalost, nedostaju podaci i međunarodna suradnja o tome kako upravljati onečišćenjem od olupina. To znači da mnoge vlade ne mogu proaktivno djelovati kako bi spriječile curenje podataka.

Osim toga, financijski troškovi odgovora na onečišćenje od olupina su previsoki, posebno za zemlje u razvoju. Troškovi čišćenja prosječno su 2300 do 17 000 dolara po toni. Također nije jasno tko je odgovoran za ovaj trošak. Mnoge od najviše pogođenih zemalja nisu bile sudionice Prvog i Drugog svjetskog rata, a brodovi potopljeni u ratu ostaju u vlasništvu zemlje za koju su plovili po principu suverenog imuniteta.

S obzirom na veliki broj brodoloma diljem svijeta, IUCN procjenjuje da će curenje iz potopljenih plovila doseći najveću razinu u roku od deset godina, s obzirom na učinke više od 75 godina korozije. Osim toga, ozbiljne vremenske prilike koje proizlaze iz klimatskih promjena vjerojatno će ubrzati proces raspadanja olupina.

Kako bi se spriječilo ovo neizbježno onečišćenje mora, potreban je novi međunarodni standard za određivanje najbolje prakse i klasificiranje potopljenih plovila prema potencijalnim utjecajima na okoliš, društvo i gospodarstvo. Nacionalne vlade također bi trebale uključiti olupine u svoje morsko prostorno planiranje i planiranje za nepredviđene situacije.

IMO se također poziva da pomogne u olakšavanju suradnje među državama, kroz postojeće okvire. Dodatne odredbe za upravljanje onečišćenjem od olupina u međunarodnim vodama mogle bi se uvesti kroz UN-ov Ugovor o otvorenom moru (BBNJ).

Međunarodna unija za očuvanje prirode IUCN upozorava da bi onečišćenje mora od potopljenih i napuštenih plovila u oceanu moglo dosegnuti vrhunac u ovom desetljeću. Od procijenjenih 3 milijuna potopljenih i napuštenih plovila u oceanu, IUCN klasificira više od 8500 njih kao potencijalno zagađujuće olupine, prenosi maritime-executive.com.

Većina ovih olupina potječe iz Prvog i Drugog svjetskog rata i sadrži štetne kemijske zagađivače, neeksplodirano streljivo i procijenjenih 6 milijardi galona loživog ulja. To je 545 puta više nafte od curenja iz Exxon Valdeza 1989. i 30 puta više od izlijevanja iz Deepwater Horizon 2010.

Kako se pomorstvo razvija, onečišćenje mora od potopljenih plovila sve više postaje globalni i prekogranični problem, potencijalno utječući na ljude, okoliš i gospodarstva diljem svijeta. Nažalost, nedostaju podaci i međunarodna suradnja o tome kako upravljati onečišćenjem od olupina. To znači da mnoge vlade ne mogu proaktivno djelovati kako bi spriječile curenje podataka.

Osim toga, financijski troškovi odgovora na onečišćenje od olupina su previsoki, posebno za zemlje u razvoju. Troškovi čišćenja prosječno su 2300 do 17 000 dolara po toni. Također nije jasno tko je odgovoran za ovaj trošak. Mnoge od najviše pogođenih zemalja nisu bile sudionice Prvog i Drugog svjetskog rata, a brodovi potopljeni u ratu ostaju u vlasništvu zemlje za koju su plovili po principu suverenog imuniteta.

S obzirom na veliki broj brodoloma diljem svijeta, IUCN procjenjuje da će curenje iz potopljenih plovila doseći najveću razinu u roku od deset godina, s obzirom na učinke više od 75 godina korozije. Osim toga, ozbiljne vremenske prilike koje proizlaze iz klimatskih promjena vjerojatno će ubrzati proces raspadanja olupina.

Kako bi se spriječilo ovo neizbježno onečišćenje mora, potreban je novi međunarodni standard za određivanje najbolje prakse i klasificiranje potopljenih plovila prema potencijalnim utjecajima na okoliš, društvo i gospodarstvo. Nacionalne vlade također bi trebale uključiti olupine u svoje morsko prostorno planiranje i planiranje za nepredviđene situacije.

IMO se također poziva da pomogne u olakšavanju suradnje među državama, kroz postojeće okvire. Dodatne odredbe za upravljanje onečišćenjem od olupina u međunarodnim vodama mogle bi se uvesti kroz UN-ov Ugovor o otvorenom moru (BBNJ).
