Sjećate li se Ruže Tomašić i njezina zalaganja za srdele i inćune u Bruxellesu?

Uporna pravašica uspjela je 2018. blokirati Europsku komisiju da uredbom nametne ograničenje ulova male plave ribe na Jadranu. Kao izvjestiteljica Europskog parlamenta uporno je upozoravala da se kvote za malu plavu ribu ne bi smjele kopirati s Baltika. Jer srdele su kratkoživuća vrsta čije bi ograničavanje izlova, tvrdila je tada Ruža Tomašić, uništilo hrvatske ribare. Komisija je na koncu morala kapitulirati. Višegodišnji plan za Jadran srušen je u Europskom parlamentu, a novi saziv Komisije pod predsjedanjem Ursule von der Leyen u programu rada za 2020. odlučio je ovu uredbu povući iz procedure u Vijeću EU-a i Europskom parlamentu.

Hladan tuš

Činilo se da je sve sjelo na svoje mjesto. A onda je uslijedio hladan tuš. Europska komisija ovo je pitanje odlučila riješiti zaobilazno, mimo Europskog parlamenta. I mjere donijela u suradnji s Općom komisijom za ribarstvo Sredozemlja (GFCM). Tako da danas Europski parlament ima minimalnu mogućnost utjecanja na provedbu ovog plana. Zastupnik Hrvatskih suverenista Ladislav Ilčić zbog tog je pitanja u siječnju išao i kod predsjednice Europskog parlamenta Roberte Metsole, a na njegovu inicijativu Odbor za ribarstvo velikom većinom glasova podržao pismo kojim se od predsjednice Metsole traži izravno obraćanje predsjednici EK Von der Leyen o ovom pitanju.

- Komisiji treba poslati jasnu poruku da Europski parlament ne pristaje na marginalizaciju i koncentraciju moći u rukama malog broja eurokrata. Mislim da je ovo pismo odličan korak u tom smjeru. Ovdje se radi o političkom legitimitetu i europskoj demokraciji kao takvoj. Dalekosežne odluke koje utječu na živote ljudi ne smijemo donositi bez znanja i pristanka njihovih izravno izabranih predstavnika, što Komisija ovdje svjesno i s namjerom čini. To obesmišljava predstavničku demokraciju - ustvrdio je Ilčić.

U prilično oštrom pismu upozorava se Komisija da se odluke o zajedničkoj ribarskoj politici u skladu s ugovorima trebaju donositi u redovitom zakonodavnom postupku, dakle u Europskom parlamentu, ne izvan njega. Da je primjetna tendencija da Komisija, u situacijama kad očekuje kritike u Parlamentu, stvar rješava u dogovoru s regionalnim organizacijama, a ne Parlamentom.

U slučaju višegodišnjeg plana za malu plavu ribu u Jadranskome moru, on je, ističe se u pismu, usvojen na godišnjem sastanku GFCM-a 5. studenog 2021., a Parlament još uvijek nije imao priliku glasovati o prijenosu ove odluke u pravo EU-a. Stoga Odbor za ribarstvo Europskog parlamenta traži da im se omogući da prate rad regionalnih organizacija za upravljanje ribarstvom, posebno GFCM-a, da im se omogući uvid u sve njihove planove, ne samo u završne prijedloge, te da se osigura puno sudjelovanje Parlamenta u pripremi budućih odluka Komisije i preporuka GFCM-a. A plenarna sjednica ove organizacije bi se koncem godine trebala održati u Splitu.

Visoka smrtnost

Prof. dr. Alen Soldo s Odjela za studije mora Sveučilišta u Splitu pojašnjava što ovakva politika znači za hrvatske ribare i za plavu ribu u Jadranu.

- Naš glavni problem je visoka ribolovna smrtnost male plave ribe u Jadranu koji je iznad održivog ribolova. Europska komisija tu ribolovnu smrtnost pokušava smanjiti zabranom ribolova u određenom razdoblju te uvođenjem kvota i tako je dovesti na neku održivu mjeru. To smo pokušavali izbjeći, jer čim stave kvote, to je loše za ribarsku industriju u Hrvatskoj u kojoj većinu ulova čini mala plava riba - ističe Soldo.

Nije samo stvar u tome da se ukinu kvote, nego da se stvori plan koji bi u idućih nekoliko godina mogao dovesti do toga da o kvotama nitko više neće ni trebati raspravljati.

- Naša jedina šansa je adaptivno gospodarenje. Lovostaji koje donosimo baš i ne donose neku veliku korist za održivi ribolov. Puno bolje bi bilo da naša administracija konstantno prati stanje na terenu i isti tren kada ustanove da se lovi velika količina nedorasle ribe reagira i zabrani izlov. Ako se riba ne izmrijesti, nema napretka. Sve ostalo bilo bi produljenje ovog lošeg stanja. Nije isto lovi li se 10 tisuća tona nedorasle ribe ili 10 tisuća tona odrasle ribe - zaključuje Soldo.

Sjećate li se Ruže Tomašić i njezina zalaganja za srdele i inćune u Bruxellesu?

Uporna pravašica uspjela je 2018. blokirati Europsku komisiju da uredbom nametne ograničenje ulova male plave ribe na Jadranu. Kao izvjestiteljica Europskog parlamenta uporno je upozoravala da se kvote za malu plavu ribu ne bi smjele kopirati s Baltika. Jer srdele su kratkoživuća vrsta čije bi ograničavanje izlova, tvrdila je tada Ruža Tomašić, uništilo hrvatske ribare. Komisija je na koncu morala kapitulirati. Višegodišnji plan za Jadran srušen je u Europskom parlamentu, a novi saziv Komisije pod predsjedanjem Ursule von der Leyen u programu rada za 2020. odlučio je ovu uredbu povući iz procedure u Vijeću EU-a i Europskom parlamentu.

Hladan tuš

Činilo se da je sve sjelo na svoje mjesto. A onda je uslijedio hladan tuš. Europska komisija ovo je pitanje odlučila riješiti zaobilazno, mimo Europskog parlamenta. I mjere donijela u suradnji s Općom komisijom za ribarstvo Sredozemlja (GFCM). Tako da danas Europski parlament ima minimalnu mogućnost utjecanja na provedbu ovog plana. Zastupnik Hrvatskih suverenista Ladislav Ilčić zbog tog je pitanja u siječnju išao i kod predsjednice Europskog parlamenta Roberte Metsole, a na njegovu inicijativu Odbor za ribarstvo velikom većinom glasova podržao pismo kojim se od predsjednice Metsole traži izravno obraćanje predsjednici EK Von der Leyen o ovom pitanju.

- Komisiji treba poslati jasnu poruku da Europski parlament ne pristaje na marginalizaciju i koncentraciju moći u rukama malog broja eurokrata. Mislim da je ovo pismo odličan korak u tom smjeru. Ovdje se radi o političkom legitimitetu i europskoj demokraciji kao takvoj. Dalekosežne odluke koje utječu na živote ljudi ne smijemo donositi bez znanja i pristanka njihovih izravno izabranih predstavnika, što Komisija ovdje svjesno i s namjerom čini. To obesmišljava predstavničku demokraciju - ustvrdio je Ilčić.

U prilično oštrom pismu upozorava se Komisija da se odluke o zajedničkoj ribarskoj politici u skladu s ugovorima trebaju donositi u redovitom zakonodavnom postupku, dakle u Europskom parlamentu, ne izvan njega. Da je primjetna tendencija da Komisija, u situacijama kad očekuje kritike u Parlamentu, stvar rješava u dogovoru s regionalnim organizacijama, a ne Parlamentom.

U slučaju višegodišnjeg plana za malu plavu ribu u Jadranskome moru, on je, ističe se u pismu, usvojen na godišnjem sastanku GFCM-a 5. studenog 2021., a Parlament još uvijek nije imao priliku glasovati o prijenosu ove odluke u pravo EU-a. Stoga Odbor za ribarstvo Europskog parlamenta traži da im se omogući da prate rad regionalnih organizacija za upravljanje ribarstvom, posebno GFCM-a, da im se omogući uvid u sve njihove planove, ne samo u završne prijedloge, te da se osigura puno sudjelovanje Parlamenta u pripremi budućih odluka Komisije i preporuka GFCM-a. A plenarna sjednica ove organizacije bi se koncem godine trebala održati u Splitu.

Visoka smrtnost

Prof. dr. Alen Soldo s Odjela za studije mora Sveučilišta u Splitu pojašnjava što ovakva politika znači za hrvatske ribare i za plavu ribu u Jadranu.

- Naš glavni problem je visoka ribolovna smrtnost male plave ribe u Jadranu koji je iznad održivog ribolova. Europska komisija tu ribolovnu smrtnost pokušava smanjiti zabranom ribolova u određenom razdoblju te uvođenjem kvota i tako je dovesti na neku održivu mjeru. To smo pokušavali izbjeći, jer čim stave kvote, to je loše za ribarsku industriju u Hrvatskoj u kojoj većinu ulova čini mala plava riba - ističe Soldo.

Nije samo stvar u tome da se ukinu kvote, nego da se stvori plan koji bi u idućih nekoliko godina mogao dovesti do toga da o kvotama nitko više neće ni trebati raspravljati.

- Naša jedina šansa je adaptivno gospodarenje. Lovostaji koje donosimo baš i ne donose neku veliku korist za održivi ribolov. Puno bolje bi bilo da naša administracija konstantno prati stanje na terenu i isti tren kada ustanove da se lovi velika količina nedorasle ribe reagira i zabrani izlov. Ako se riba ne izmrijesti, nema napretka. Sve ostalo bilo bi produljenje ovog lošeg stanja. Nije isto lovi li se 10 tisuća tona nedorasle ribe ili 10 tisuća tona odrasle ribe - zaključuje Soldo.
