Mještani Kaštel Sućurca, baš kao i svi oni koje put nanese prema Sokolani, ni po čemu ne bi mogli zaključiti što se i događa li se uopće nešto s projektom izgradnje sportsko-rekreacijske lučice.

Riječ je o planu što ga je prije punih 13 godina pokrenula tvrtka "Custos", poznatoga splitskog poduzetnika Hrvoja Marušića, inače porijeklom Sućuranina. Budući da na samom terenu nema nikakvih promjena koje bi upućivale na bilo kakve radnje, brojni drveni mulići u uvali Sustipan još su na svome mjestu, logično je bilo zapitati se nije li investitor u međuvremenu - odustao.

- Nema odustajanja - odgovorio nam je Marušić, dodajući kako je projekt u postupku rješavanja.

- Istina, sve traje dugo, ali jednostavno stoga što se neke faze ne mogu preskočiti - veli naš sugovornik.

- Bit će to lijepa lučica, Sućurac će dobiti svojih 100 vezova - ustvrdio je ne upuštajući se u detalje aktualne faze.

Prema nama dostupnim informacijama, izgradnja lučice s benzinskom crpkom za brodove od siječnja 2019. ima pravomoćnu lokacijsku dozvolu. U međuvremenu je procedura nastavljena i sada je projekt u fazi čekanja pravomoćnosti rješenja o formiranju novih katastarskih čestica koje je u listopadu ove godine na zahtjev Općinskog državnog odvjetništva (ODO) iz Splita odredio kaštelanski Odjel za katastar.

Tek nakon pravomoćnosti rješenja, ODO može zatražiti evidentiranje pomorskog dobra u katastru i zemljišnim knjigama, što je sve zajedno preduvjet za pokretanje postupka dodjele koncesije izgradnje i korištenja lučice i benzinske pumpe na Sokolani.

Ako se navedeno čini opsežnim, valja podsjetiti da je lokacijska dozvola izdana u studenom 2016. godine, ali je potrajalo dok nije postala pravomoćnom budući da je trebalo ishoditi suglasnosti, dorađivati pojedine stavke i usklađivati ih s normama te usuglašavati s novim odredbama budući da su u međuvremenu mijenjani i pojedini zakoni.

Gotovo desetljeće i pol trebalo je da projekt dođe u fazu iz koje se mogu očekivati "bageri na terenu", kažu dobri poznavatelji procedura i ovdašnjih nam prilika, početkom 2022. godine.

Da se sve skupa odvijalo sporo činjenica je, makar u ovom slučaju nema povoda za zamjerke Gradu, Županiji, a niti nadležnome ministarstvu. Grad Kaštela je, podsjetimo, zbog ovog projekta mijenjao svoj Generalni urbanistički plan, a Ministarstvo zaštite okoliša i prirode, kako se tada zvalo, nije tražilo izradu studije utjecaja na okoliš, nego je u tu svrhu prihvatilo projekt.

Buduća lučica u Sućurcu, s planiranih do 130 vezova, svakako je vrijedna strpljenja i upornosti ulagača jer će primarno biti u funkciji priveza i čuvanja plovila lokalnog stanovništva namijenjenih sportu i rekreaciji, te održavanju i servisiranju plovila u objektima na kopnu.

Kao prateći objekti na kopnu će se izgraditi i spremišta te klupske prostorije, istezalište s manipulativnom površinom, kao i benzinska postaja za opskrbu brodova sa specijaliziranim trgovinama za nautičku opremu i agencijama.

Projekt, prema prvim procjenama vrijedan 10 milijuna kuna, obuhvaća i gradnju lukobrana u dužini od 146 metara, s time da od toga 60 metara treba nasuti i betonirati upravo za spomenutu benzinsku crpku. Realizirat će se na površini od 25.100 četvornih metara, od čega 7200 kvadrata čini kopneni, a 17.900 kvadrata morski dio.

Mještani Kaštel Sućurca, baš kao i svi oni koje put nanese prema Sokolani, ni po čemu ne bi mogli zaključiti što se i događa li se uopće nešto s projektom izgradnje sportsko-rekreacijske lučice.

Riječ je o planu što ga je prije punih 13 godina pokrenula tvrtka "Custos", poznatoga splitskog poduzetnika Hrvoja Marušića, inače porijeklom Sućuranina. Budući da na samom terenu nema nikakvih promjena koje bi upućivale na bilo kakve radnje, brojni drveni mulići u uvali Sustipan još su na svome mjestu, logično je bilo zapitati se nije li investitor u međuvremenu - odustao.

- Nema odustajanja - odgovorio nam je Marušić, dodajući kako je projekt u postupku rješavanja.

- Istina, sve traje dugo, ali jednostavno stoga što se neke faze ne mogu preskočiti - veli naš sugovornik.

- Bit će to lijepa lučica, Sućurac će dobiti svojih 100 vezova - ustvrdio je ne upuštajući se u detalje aktualne faze.

Prema nama dostupnim informacijama, izgradnja lučice s benzinskom crpkom za brodove od siječnja 2019. ima pravomoćnu lokacijsku dozvolu. U međuvremenu je procedura nastavljena i sada je projekt u fazi čekanja pravomoćnosti rješenja o formiranju novih katastarskih čestica koje je u listopadu ove godine na zahtjev Općinskog državnog odvjetništva (ODO) iz Splita odredio kaštelanski Odjel za katastar.

Tek nakon pravomoćnosti rješenja, ODO može zatražiti evidentiranje pomorskog dobra u katastru i zemljišnim knjigama, što je sve zajedno preduvjet za pokretanje postupka dodjele koncesije izgradnje i korištenja lučice i benzinske pumpe na Sokolani.

Ako se navedeno čini opsežnim, valja podsjetiti da je lokacijska dozvola izdana u studenom 2016. godine, ali je potrajalo dok nije postala pravomoćnom budući da je trebalo ishoditi suglasnosti, dorađivati pojedine stavke i usklađivati ih s normama te usuglašavati s novim odredbama budući da su u međuvremenu mijenjani i pojedini zakoni.

Gotovo desetljeće i pol trebalo je da projekt dođe u fazu iz koje se mogu očekivati "bageri na terenu", kažu dobri poznavatelji procedura i ovdašnjih nam prilika, početkom 2022. godine.

Da se sve skupa odvijalo sporo činjenica je, makar u ovom slučaju nema povoda za zamjerke Gradu, Županiji, a niti nadležnome ministarstvu. Grad Kaštela je, podsjetimo, zbog ovog projekta mijenjao svoj Generalni urbanistički plan, a Ministarstvo zaštite okoliša i prirode, kako se tada zvalo, nije tražilo izradu studije utjecaja na okoliš, nego je u tu svrhu prihvatilo projekt.

Buduća lučica u Sućurcu, s planiranih do 130 vezova, svakako je vrijedna strpljenja i upornosti ulagača jer će primarno biti u funkciji priveza i čuvanja plovila lokalnog stanovništva namijenjenih sportu i rekreaciji, te održavanju i servisiranju plovila u objektima na kopnu.

Kao prateći objekti na kopnu će se izgraditi i spremišta te klupske prostorije, istezalište s manipulativnom površinom, kao i benzinska postaja za opskrbu brodova sa specijaliziranim trgovinama za nautičku opremu i agencijama.

Projekt, prema prvim procjenama vrijedan 10 milijuna kuna, obuhvaća i gradnju lukobrana u dužini od 146 metara, s time da od toga 60 metara treba nasuti i betonirati upravo za spomenutu benzinsku crpku. Realizirat će se na površini od 25.100 četvornih metara, od čega 7200 kvadrata čini kopneni, a 17.900 kvadrata morski dio.
