U Maloj Rudini, jednom od pet naselja Staroga Grada smještenog na zapadnoj strani otoka Hvara, ne jenjava interes investitora za ulaganja u turističke sadržaje.

Među njima je i češki gospodarstvenik Milan Pangrác, koji nakon realizacije mini naselja od 11 atraktivnih vila s bazenima na ukupnoj površini od 13 tisuća četvornih metara, koje je već u funkciji, nastavlja svoj investicijski ciklus ulaganjem 10 milijuna eura u još jedan kompleks u Maloj Rudini, ovaj put s jednom vilom više. Novih 12 vila bit će izgrađeno na parceli uz već postojeće naselje i imat će istu namjenu – turistički najam.

Dio sredstava od navedenih 10 milijuna eura namijenjen je izgradnji kompletne popratne infrastrukture koja će služiti ne samo korisnicima vila, nego i stanovnicima otoka Hvara i njihovim gostima. Planirani rok izgradnje je tri godine od trenutka ishođenja potrebnih dozvola.

Projekt je ovog trenutka u fazi utvrđivanja posebnih uvjeta za dvotračnu prometnicu koja okružuje nove objekte. Prema informacijama iz gradske uprave Staroga Grada, još u ljeto 2022. godine gradonačelnik Antonio Škarpa je, uz prethodnu suglasnost Gradskog vijeća, sklopio s Pangrácom, kao direktorom tvrtke "WorkOut Coyotes" iz Splita, Sporazum o međusobnim pravima i obvezama u vezi s gradnjom infrastrukturnih objekata i uređaja unutar obuhvata Urbanističkog plana uređenja (UPU-a) Mala Rudina.

Sporazumom, koji se odnosi na gradnju prometnica u naselju Mala Rudina, dogovoreno je da će investitor navedenu infrastrukturu u cijelosti izgraditi vlastitim sredstvima, i to u roku od tri godine od sklapanja Sporazuma, te će zemljište, ili njegov dio na kojemu će biti izgrađena cesta, prenijeti u vlasništvo Grada.

Nadalje se precizira da će investitor, nakon što je izgradi, komunalnu infrastrukturu uz naknadu od jedne kune (oko 14 centi) prenijeti Gradu, odnosno donirati je u cijelosti, nepovratno. Na taj način navedena prometnica u konačnici postaje nerazvrstana cesta (javni put u vlasništvu Grada).

Ovdje je potrebno naglasiti da se starogradski sporazum bitno razlikuje od uobičajene prakse po kojoj investitor najčešće financira gradnju ceste svojim sredstvima, da bi se uloženi iznos u kasnijoj fazi realizacije "prebijao" iznosom komunalnog doprinosa koji investitor plaća gradskoj upravi.

U Starom Gradu to nije slučaj. Spomenuta obveza investitora na plaćanje komunalnog doprinosa za izgradnju objekata nije predmet Sporazuma, naglašavaju, pa će biti utvrđena posebnim rješenjem.

– Povod Sporazuma jest zajednički interes osiguranja kolnog i pješačkog pristupa građevinskim česticama, a sve sukladno UPU-u naselja Mala Rudina, donesenom 2011. godine. Buduća prometnica ukupne je duljine 316 metara – kazao nam je Toni Damjanić, pročelnik Jedinstvenog upravnog odjela Staroga Grada.

Podsjetimo, pristupni put do građevinske čestice osnovni je uvjet za ishođenje lokacijske, odnosno građevinske dozvole za planirane objekte.

Spomenuta tvrtka "WorkOut Coyotes" je u kolovozu 2022. promijenila ime u "Hvaretta", koja ostaje investitor ceste, kao i ostatka projekta. Osnivač i član društva ostao je i Milan Pangrác te, uz Pangráca, tvrtka "Fresh area SE" iz Češke. Osnovana 2013., pokazalo se da je također u vlasništvu Pangráca (registriran je kao jedini dioničar). "Fresh area" je pak registrirana za kupnju, prodaju i iznajmljivanje nekretnina, kao i za savjetodavne i konzalting djelatnosti.

Milan Pangrác, ing., inače je državljanin Češke Republike koji posluje u Češkoj i Slovačkoj, uglavnom kao developer u području nekretnina, u turizmu te u području proizvodnje solarne energije – potvrđeno nam je iz "Hvarette".

U Hrvatskoj, može se reći, nepoznat, sudeći prema javno dostupnim podacima, u svojoj je zemlji izrazito aktivan. Iz češkog Trgovačkog registra, naime, proizlazi da ovoga trenutka radi ili je radio u 29 tvrtki (u nekima je član odbora, u nekima predsjednik uprave). Što se tiče turističke djelatnosti, vlasnik je dvaju hotela: "Passage" (četiri zvjezdice) u središtu Brna i "Slovan" (tri zvjezdice) u Slovačkoj. "Slovan" je smješten, kako piše na web-stranici hotela, "u srcu Visokih Tatra, nacionalnog parka Tatra".

– Projekt na Hvaru smatram razvojnim i kao takav je bio zanimljiva prilika za pokušaj teritorijalnog proširenja djelatnosti u meni omiljenu zemlju – kazao je Milan Pangrác ovom prilikom za Slobodnu Dalmaciju, dodajući:

– Hrvatska je zanimljiva i mojim klijentima iz Češke, koji ovdje dolaze tražiti rekreaciju ili, poput mene, priliku za ulaganje.

U Maloj Rudini, jednom od pet naselja Staroga Grada smještenog na zapadnoj strani otoka Hvara, ne jenjava interes investitora za ulaganja u turističke sadržaje.

Među njima je i češki gospodarstvenik Milan Pangrác, koji nakon realizacije mini naselja od 11 atraktivnih vila s bazenima na ukupnoj površini od 13 tisuća četvornih metara, koje je već u funkciji, nastavlja svoj investicijski ciklus ulaganjem 10 milijuna eura u još jedan kompleks u Maloj Rudini, ovaj put s jednom vilom više. Novih 12 vila bit će izgrađeno na parceli uz već postojeće naselje i imat će istu namjenu – turistički najam.

Dio sredstava od navedenih 10 milijuna eura namijenjen je izgradnji kompletne popratne infrastrukture koja će služiti ne samo korisnicima vila, nego i stanovnicima otoka Hvara i njihovim gostima. Planirani rok izgradnje je tri godine od trenutka ishođenja potrebnih dozvola.

Projekt je ovog trenutka u fazi utvrđivanja posebnih uvjeta za dvotračnu prometnicu koja okružuje nove objekte. Prema informacijama iz gradske uprave Staroga Grada, još u ljeto 2022. godine gradonačelnik Antonio Škarpa je, uz prethodnu suglasnost Gradskog vijeća, sklopio s Pangrácom, kao direktorom tvrtke "WorkOut Coyotes" iz Splita, Sporazum o međusobnim pravima i obvezama u vezi s gradnjom infrastrukturnih objekata i uređaja unutar obuhvata Urbanističkog plana uređenja (UPU-a) Mala Rudina.

Sporazumom, koji se odnosi na gradnju prometnica u naselju Mala Rudina, dogovoreno je da će investitor navedenu infrastrukturu u cijelosti izgraditi vlastitim sredstvima, i to u roku od tri godine od sklapanja Sporazuma, te će zemljište, ili njegov dio na kojemu će biti izgrađena cesta, prenijeti u vlasništvo Grada.

Nadalje se precizira da će investitor, nakon što je izgradi, komunalnu infrastrukturu uz naknadu od jedne kune (oko 14 centi) prenijeti Gradu, odnosno donirati je u cijelosti, nepovratno. Na taj način navedena prometnica u konačnici postaje nerazvrstana cesta (javni put u vlasništvu Grada).

Ovdje je potrebno naglasiti da se starogradski sporazum bitno razlikuje od uobičajene prakse po kojoj investitor najčešće financira gradnju ceste svojim sredstvima, da bi se uloženi iznos u kasnijoj fazi realizacije "prebijao" iznosom komunalnog doprinosa koji investitor plaća gradskoj upravi.

U Starom Gradu to nije slučaj. Spomenuta obveza investitora na plaćanje komunalnog doprinosa za izgradnju objekata nije predmet Sporazuma, naglašavaju, pa će biti utvrđena posebnim rješenjem.

– Povod Sporazuma jest zajednički interes osiguranja kolnog i pješačkog pristupa građevinskim česticama, a sve sukladno UPU-u naselja Mala Rudina, donesenom 2011. godine. Buduća prometnica ukupne je duljine 316 metara – kazao nam je Toni Damjanić, pročelnik Jedinstvenog upravnog odjela Staroga Grada.

Podsjetimo, pristupni put do građevinske čestice osnovni je uvjet za ishođenje lokacijske, odnosno građevinske dozvole za planirane objekte.

Spomenuta tvrtka "WorkOut Coyotes" je u kolovozu 2022. promijenila ime u "Hvaretta", koja ostaje investitor ceste, kao i ostatka projekta. Osnivač i član društva ostao je i Milan Pangrác te, uz Pangráca, tvrtka "Fresh area SE" iz Češke. Osnovana 2013., pokazalo se da je također u vlasništvu Pangráca (registriran je kao jedini dioničar). "Fresh area" je pak registrirana za kupnju, prodaju i iznajmljivanje nekretnina, kao i za savjetodavne i konzalting djelatnosti.

Milan Pangrác, ing., inače je državljanin Češke Republike koji posluje u Češkoj i Slovačkoj, uglavnom kao developer u području nekretnina, u turizmu te u području proizvodnje solarne energije – potvrđeno nam je iz "Hvarette".

U Hrvatskoj, može se reći, nepoznat, sudeći prema javno dostupnim podacima, u svojoj je zemlji izrazito aktivan. Iz češkog Trgovačkog registra, naime, proizlazi da ovoga trenutka radi ili je radio u 29 tvrtki (u nekima je član odbora, u nekima predsjednik uprave). Što se tiče turističke djelatnosti, vlasnik je dvaju hotela: "Passage" (četiri zvjezdice) u središtu Brna i "Slovan" (tri zvjezdice) u Slovačkoj. "Slovan" je smješten, kako piše na web-stranici hotela, "u srcu Visokih Tatra, nacionalnog parka Tatra".

– Projekt na Hvaru smatram razvojnim i kao takav je bio zanimljiva prilika za pokušaj teritorijalnog proširenja djelatnosti u meni omiljenu zemlju – kazao je Milan Pangrác ovom prilikom za Slobodnu Dalmaciju, dodajući:

– Hrvatska je zanimljiva i mojim klijentima iz Češke, koji ovdje dolaze tražiti rekreaciju ili, poput mene, priliku za ulaganje.
