Američki Bloomberg tu je odluku nazvao "šokantnom": zemlje naftnog kartela OPEC+, predvođene Saudijskom Arabijom, najavile su ovog tjedna novo smanjenje proizvodnje nafte od ukupno 1,16 milijuna barela dnevno, što će podignuti cijene "crnog zlata" i inflaciju na Zapadu.

Najveće smanjenje među članicama OPEC-a najavila je baš Saudijska Arabija kao najveći proizvođač: ona će smanjiti proizvodnju za 500.000 barela dnevno, što je saudijsko ministarstvo energetike opisalo kao "mjeru predostrožnosti" s ciljem stabilizacije naftnog tržišta. Saudijski primjer slijedile su i druge članice kartela. Kako je objavio Reuters, Irak je odlučio smanjiti proizvodnju za 211.000 barela dnevno, UAE za 144.000, Kuvajt za 128.000, Kazahstan za 78.000, Alžir za 48.000 i Oman za 40.000 barela.

Analitičari su odmah uočili da bi ovaj potez mogao povećati cijene nafte u cijelom svijetu, što ide naruku Rusiji, čija ekonomija znatno ovisi o izvozu i prodaji energenata. Stoga nije čudno da je i Rusija uskočila u taj OPEC-ov vlak: kako je objavila državna agencija TASS, zamjenik ruskog premijera Aleksander Novak poručio je da će i Rusija smanjiti proizvodnju za 500.000 barela dnevno.

Osim što će više cijene nafte napuniti rusku blagajnu, one će i pogoršati ekonomsku situaciju u SAD-u i na čitavom Zapadu, jer će zapadni građani u doba ionako visoke inflacije sada morati plaćati još skuplji benzin. Već su objavljene računice po kojima bi cijena benzina u SAD-u sa sadašnjih 3,5 dolara po galonu mogla tijekom ljeta skočiti na više od četiri dolara.

Razumljiv je stoga bijes koji je ova odluka naftnih proizvođača izazvala u Washingtonu. Kako je poručio glasnogovornik Vijeća za nacionalnu sigurnost SAD-a John Kirby, Bijela kuća ne bi savjetovala kartelu takav potez "u sadašnjem trenutku".

Podsjetimo, SAD je od početka ukrajinskog rata više puta pozivao Saudijsku Arabiju da poveća proizvodnju nafte kako bi se ograničile ruske financije i smanjila inflacija u SAD-u i na čitavom Zapadu. Američki predsjednik Joe Biden s tim ciljem je lani u srpnju i osobno posjetio Rijad.

No Saudijska Arabija ne samo da se tada oglušila na američke zahtjeve – te je umjesto toga koji mjesec kasnije, u listopadu, OPEC+ odlučio smanjiti proizvodnju za dva milijuna barela – nego sada najavljuje novo smanjenje proizvodnje, što ide direktno protiv interesa SAD-a. Zapadni eksperti već govore da su Saudi zabili "nož u leđa Americi".

Tržišta su reagirala trenutačno. Iako će se odluka o smanjenju proizvodnje, koja je objavljena u nedjelju, početi provoditi tek od 1. svibnja – a predviđeno je da traje najmanje do kraja godine – već u ponedjeljak cijene nafte na međunarodnim tržištima skočile su šest posto, sa 75 na više od 80 dolara.

– Ove će cijene biti nova normala. A to će se neizbježno pretvoriti u bol za milijune (zapadnih) potrošača kroz više cijene na pumpama i veće troškove u trgovinama – izjavio je za britanski Telegraph norveški ekonomist Bjarne Schieldrop, glavni robni analitičar u SEB Financial Servicesu.

Spomenuti britanski list u velikoj analizi ekonomskih i političkih posljedica ovog OPEC-ova poteza, pod naslovom "Saudijski princ daje Putinu najveće oružje u energetskom ratu", ističe da se Rusija nalazi u povoljnom položaju jer je energetska politika Saudijske Arabije usmjerena protiv SAD-a.

"Udarac Zapadu je trostruk. Visoke cijene nafte će zadržati inflaciju. Ovaj potez signalizira da Saudijska Arabija okreće leđa Zapadu i ide prema Kini. Rastuće cijene nafte također će potkopati sankcije Rusiji, čiji će naftni profiti uskoro porasti", upozorava Telegraph.

Sankcije su zakasnile

Britanski list objavio je i kalkulaciju njemačkog analitičara Benjamina Hilgenstocka, koji je za think-tank Centar za istraživanje ekonomske politike (CEPR) napravio izvještaj o efektu zapadnih sankcija protiv Rusije.

– Svako povećanje cijene sirove nafte od jednog dolara povećava prihode od ruskog izvoza za oko 2,7 milijardi dolara godišnje. Povećanje cijene nafte od 10 dolara stoga će ove godine povećati prihode od ruskog izvoza nafte za oko 27 milijardi dolara, na 145 milijardi. To je oko 22,5 posto više nego što je CEPR prognozirao prije ove odluke OPEC-a – kaže Hilgenstock.

Njemački ekonomist smatra da su zapadne sankcije na rusku naftu "zakasnile" – EU je uveo embargo na sirovu naftu tek u prosincu 2022., a na naftne derivate u veljači ove godine – pa je veći dio prošle godine Rusija imala koristi od visokih cijena nafte, te je "njezin višak na tekućem računu dosegnuo rekordnu visinu".

– Ruski prihodi su taman počeli dolaziti pod pritisak sankcija, a onda je ovaj poticaj od OPEC-a sve poništio – konstatira Hilgenstock. Slično misli i već prije spomenuti norveški ekonomist Schieldrop, koji ovaj potez Saudijske Arabije smatra nedvojbenim svrstavanjem te zemlje na stranu Rusije i Kine.

– Ovo je Saudijska Arabija koja kaže: "Hej, Rusijo, ti si naš prijatelj." Ono što oni sada rade je stajanje na stranu Rusije i kineskog saveza. Nakon ovih rezova OPEC-a imat ćemo strože tržište. Rusija će moći naplaćivati višu cijenu nafte, dobivati veće prihode i moći će lakše financirati rat u Ukrajini, što će se neizravno suprotstaviti sankcijama koje je Zapad uveo – kaže Schieldrop.

Pritom Schieldrop dodaje kako je taj potez "prirodan za Saudijsku Arabiju", jer će većina buduće potražnje za njezinom naftom dolaziti iz Azije, dok Hilgenstock ističe da je ruski izvoz nafte u Kinu, Indiju i Tursku "skočio od početka rata", odnosno da je kompletni ruski izvoz u prosincu 2022. bio veći nego u prosincu 2021. godine.

"Dok Rusija zgrće novac, Zapad će slabjeti pod teretom inflacije", rezignirano zaključuje Telegraph.

Američki Bloomberg tu je odluku nazvao "šokantnom": zemlje naftnog kartela OPEC+, predvođene Saudijskom Arabijom, najavile su ovog tjedna novo smanjenje proizvodnje nafte od ukupno 1,16 milijuna barela dnevno, što će podignuti cijene "crnog zlata" i inflaciju na Zapadu.

Najveće smanjenje među članicama OPEC-a najavila je baš Saudijska Arabija kao najveći proizvođač: ona će smanjiti proizvodnju za 500.000 barela dnevno, što je saudijsko ministarstvo energetike opisalo kao "mjeru predostrožnosti" s ciljem stabilizacije naftnog tržišta. Saudijski primjer slijedile su i druge članice kartela. Kako je objavio Reuters, Irak je odlučio smanjiti proizvodnju za 211.000 barela dnevno, UAE za 144.000, Kuvajt za 128.000, Kazahstan za 78.000, Alžir za 48.000 i Oman za 40.000 barela.

Analitičari su odmah uočili da bi ovaj potez mogao povećati cijene nafte u cijelom svijetu, što ide naruku Rusiji, čija ekonomija znatno ovisi o izvozu i prodaji energenata. Stoga nije čudno da je i Rusija uskočila u taj OPEC-ov vlak: kako je objavila državna agencija TASS, zamjenik ruskog premijera Aleksander Novak poručio je da će i Rusija smanjiti proizvodnju za 500.000 barela dnevno.

Osim što će više cijene nafte napuniti rusku blagajnu, one će i pogoršati ekonomsku situaciju u SAD-u i na čitavom Zapadu, jer će zapadni građani u doba ionako visoke inflacije sada morati plaćati još skuplji benzin. Već su objavljene računice po kojima bi cijena benzina u SAD-u sa sadašnjih 3,5 dolara po galonu mogla tijekom ljeta skočiti na više od četiri dolara.

Razumljiv je stoga bijes koji je ova odluka naftnih proizvođača izazvala u Washingtonu. Kako je poručio glasnogovornik Vijeća za nacionalnu sigurnost SAD-a John Kirby, Bijela kuća ne bi savjetovala kartelu takav potez "u sadašnjem trenutku".

Biden u Rijad, Biden iz Rijada

Podsjetimo, SAD je od početka ukrajinskog rata više puta pozivao Saudijsku Arabiju da poveća proizvodnju nafte kako bi se ograničile ruske financije i smanjila inflacija u SAD-u i na čitavom Zapadu. Američki predsjednik Joe Biden s tim ciljem je lani u srpnju i osobno posjetio Rijad.

No Saudijska Arabija ne samo da se tada oglušila na američke zahtjeve – te je umjesto toga koji mjesec kasnije, u listopadu, OPEC+ odlučio smanjiti proizvodnju za dva milijuna barela – nego sada najavljuje novo smanjenje proizvodnje, što ide direktno protiv interesa SAD-a. Zapadni eksperti već govore da su Saudi zabili "nož u leđa Americi".

Tržišta su reagirala trenutačno. Iako će se odluka o smanjenju proizvodnje, koja je objavljena u nedjelju, početi provoditi tek od 1. svibnja – a predviđeno je da traje najmanje do kraja godine – već u ponedjeljak cijene nafte na međunarodnim tržištima skočile su šest posto, sa 75 na više od 80 dolara.

– Ove će cijene biti nova normala. A to će se neizbježno pretvoriti u bol za milijune (zapadnih) potrošača kroz više cijene na pumpama i veće troškove u trgovinama – izjavio je za britanski Telegraph norveški ekonomist Bjarne Schieldrop, glavni robni analitičar u SEB Financial Servicesu.

Spomenuti britanski list u velikoj analizi ekonomskih i političkih posljedica ovog OPEC-ova poteza, pod naslovom "Saudijski princ daje Putinu najveće oružje u energetskom ratu", ističe da se Rusija nalazi u povoljnom položaju jer je energetska politika Saudijske Arabije usmjerena protiv SAD-a.

"Udarac Zapadu je trostruk. Visoke cijene nafte će zadržati inflaciju. Ovaj potez signalizira da Saudijska Arabija okreće leđa Zapadu i ide prema Kini. Rastuće cijene nafte također će potkopati sankcije Rusiji, čiji će naftni profiti uskoro porasti", upozorava Telegraph.

Sankcije su zakasnile

Britanski list objavio je i kalkulaciju njemačkog analitičara Benjamina Hilgenstocka, koji je za think-tank Centar za istraživanje ekonomske politike (CEPR) napravio izvještaj o efektu zapadnih sankcija protiv Rusije.

– Svako povećanje cijene sirove nafte od jednog dolara povećava prihode od ruskog izvoza za oko 2,7 milijardi dolara godišnje. Povećanje cijene nafte od 10 dolara stoga će ove godine povećati prihode od ruskog izvoza nafte za oko 27 milijardi dolara, na 145 milijardi. To je oko 22,5 posto više nego što je CEPR prognozirao prije ove odluke OPEC-a – kaže Hilgenstock.

Njemački ekonomist smatra da su zapadne sankcije na rusku naftu "zakasnile" – EU je uveo embargo na sirovu naftu tek u prosincu 2022., a na naftne derivate u veljači ove godine – pa je veći dio prošle godine Rusija imala koristi od visokih cijena nafte, te je "njezin višak na tekućem računu dosegnuo rekordnu visinu".

– Ruski prihodi su taman počeli dolaziti pod pritisak sankcija, a onda je ovaj poticaj od OPEC-a sve poništio – konstatira Hilgenstock. Slično misli i već prije spomenuti norveški ekonomist Schieldrop, koji ovaj potez Saudijske Arabije smatra nedvojbenim svrstavanjem te zemlje na stranu Rusije i Kine.

– Ovo je Saudijska Arabija koja kaže: "Hej, Rusijo, ti si naš prijatelj." Ono što oni sada rade je stajanje na stranu Rusije i kineskog saveza. Nakon ovih rezova OPEC-a imat ćemo strože tržište. Rusija će moći naplaćivati višu cijenu nafte, dobivati veće prihode i moći će lakše financirati rat u Ukrajini, što će se neizravno suprotstaviti sankcijama koje je Zapad uveo – kaže Schieldrop.

Pritom Schieldrop dodaje kako je taj potez "prirodan za Saudijsku Arabiju", jer će većina buduće potražnje za njezinom naftom dolaziti iz Azije, dok Hilgenstock ističe da je ruski izvoz nafte u Kinu, Indiju i Tursku "skočio od početka rata", odnosno da je kompletni ruski izvoz u prosincu 2022. bio veći nego u prosincu 2021. godine.

"Dok Rusija zgrće novac, Zapad će slabjeti pod teretom inflacije", rezignirano zaključuje Telegraph.
