Sadašnji predsjednik Europske komisije, José Manuel Barroso, ima dobre šanse da zadrži to mjesto i nakon što mu, za godinu dana, istekne mandat.

Vodstvo Europske komisije, odnosno povjerenici i njihov predsjednik, biraju se na pet godina. Bivši portugalski premijer, Barroso, došao je na to mjesto kao kandidat iz sjene, ali je imao veliku podršku tada jakog Tonya Blaira.

Sada, međutim, ima podršku francuskog predsjednika Nicolasa Sakrozyja. U ovom trenutku, britanska podrška nije tako važna, jer je Gordon Brown prilično slab kod kuće, i ne previše zainteresiran za to što se događa u Bruxellesu.

No, vidjet će se što će reći Angela Merkel, jer Sarkozyjeva podrška ne znači automatski i njenu. Sarkozy je više puta istrčavao bez dogovora s Nijemcima, i kancelarka ga je više nego jednom vraćala na svoje mjesto.

Sam Barroso nije previše jak predsjednik Europske komisije, ali veliko je pitanje da li bi jaki predsjednici i premijeri EU-a dozvolili da na tome mjestu bude netko zaista politički jak.

Bilo je predsjednika Komisije, kao što je Jacques Delors, koji su si sami stvorili ime i nametnuli se politički, ali otkad je EU narasla, to je mnogo teže. Predsjednik Komisije mora biti kompromisni kandidat, netko tko će odgovarati svim strujama, koji neće previše natezati niti na jednu stranu, a svakoj će se strani obećavati.

Mora se imati jako puno osobne spretnosti da se popne na to mjesto, a kasnije, dok se taj posao obavlja, mora se biti vrlo fleksibilan, ali ne baš posve savitljive kičme. Porutugalac ima još godinu dana da se dokaže i pred onima koji odlučuju o njegovoj sudbini, a to su šefovi država i vlada, ali i pred Europskim parlamentom. Ako Parlament zaključi da je nije dovoljno nezavisan, neće ga potvrditi.

Barroso ne bi bio prvi šef Komisije koji je imao dva mandata, ali, ako se prihvati Lisabonski sporazum Europska komisija neće izgledati ovako kao sada. Imat će manji broj povjerenika, a ne po jednog po svakoj zemlji.

Jednako tako, i Europski parlament će smanjiti članstvo na 750 zastupnika. Ćak i ako se ne prihvati Lisabonski ugovor, nego, ako će i dalje vrijediti Ugovor iz Nice, broj članova Komisije, kao broj članova Parlamenta, bit će smanjen.

Prema tome, puno je nejasnoća, što idu u korist Barrosu, jer će se možda, u ovim nesigurnim okolnostima, tražiti kontinuitet.

Sadašnji predsjednik Europske komisije, José Manuel Barroso, ima dobre šanse da zadrži to mjesto i nakon što mu, za godinu dana, istekne mandat.

Vodstvo Europske komisije, odnosno povjerenici i njihov predsjednik, biraju se na pet godina. Bivši portugalski premijer, Barroso, došao je na to mjesto kao kandidat iz sjene, ali je imao veliku podršku tada jakog Tonya Blaira.

Sada, međutim, ima podršku francuskog predsjednika Nicolasa Sakrozyja. U ovom trenutku, britanska podrška nije tako važna, jer je Gordon Brown prilično slab kod kuće, i ne previše zainteresiran za to što se događa u Bruxellesu.

No, vidjet će se što će reći Angela Merkel, jer Sarkozyjeva podrška ne znači automatski i njenu. Sarkozy je više puta istrčavao bez dogovora s Nijemcima, i kancelarka ga je više nego jednom vraćala na svoje mjesto.

Sam Barroso nije previše jak predsjednik Europske komisije, ali veliko je pitanje da li bi jaki predsjednici i premijeri EU-a dozvolili da na tome mjestu bude netko zaista politički jak.

Bilo je predsjednika Komisije, kao što je Jacques Delors, koji su si sami stvorili ime i nametnuli se politički, ali otkad je EU narasla, to je mnogo teže. Predsjednik Komisije mora biti kompromisni kandidat, netko tko će odgovarati svim strujama, koji neće previše natezati niti na jednu stranu, a svakoj će se strani obećavati.

Mora se imati jako puno osobne spretnosti da se popne na to mjesto, a kasnije, dok se taj posao obavlja, mora se biti vrlo fleksibilan, ali ne baš posve savitljive kičme. Porutugalac ima još godinu dana da se dokaže i pred onima koji odlučuju o njegovoj sudbini, a to su šefovi država i vlada, ali i pred Europskim parlamentom. Ako Parlament zaključi da je nije dovoljno nezavisan, neće ga potvrditi.

Barroso ne bi bio prvi šef Komisije koji je imao dva mandata, ali, ako se prihvati Lisabonski sporazum Europska komisija neće izgledati ovako kao sada. Imat će manji broj povjerenika, a ne po jednog po svakoj zemlji.

Jednako tako, i Europski parlament će smanjiti članstvo na 750 zastupnika. Ćak i ako se ne prihvati Lisabonski ugovor, nego, ako će i dalje vrijediti Ugovor iz Nice, broj članova Komisije, kao broj članova Parlamenta, bit će smanjen.

Prema tome, puno je nejasnoća, što idu u korist Barrosu, jer će se možda, u ovim nesigurnim okolnostima, tražiti kontinuitet.
