Pedesetak zaposlenika Banovine kojima nedostaje do pet godina do redovne (starosne) "penzije", pokazalo je interes za stimulativne otpremnine za prijevremeno umirovljenje.

No, takvo 'stimulirajuće' smanjenje broja zaposlenika, kako ju je zamislio gradonačelnik, zapravo je preskupo oslobađanje od zaposlenika kako bi se zaposlili novi "svježi“ djelatnici Banovine i to na samom kraju ovog mandata, smatra dr. sc. Tonći Stipić, član Gradskog odbora SDP-a Split.

Negdje u srpnju svim zaposlenicima Banovine kojima je do redovne "penzije“ ostalo pet ili manje godina ponuđeno je prijevremeno umirovljenje uz stimulativne otpremnine od minimalno 100 tisuća do maksimalno 200 tisuća kuna, kako piše u članku 6. ugovora o prijevremenom umirovljenju koji je potpisan između gradonačelnika Opare i sindikalnog predstavnika.

Zanimljivo je da u istom ugovoru u članku 5 stoji: "Iznos stimulativne otpremnine ne smije biti veći od ukupnog iznosa troška plaće koju bi zaposlenik redovnim radom ostvario do prestanka službe odnosno radnog odnosa...“ Naizgled sve po zakonu, logično i smisleno.

- Problem nastaje što navedeni iznosi otpremnine iskazani su u neto iznosima, dok ovaj način umirovljenja zaposlenika podrazumijeva sporazumni prekid radnog odnosa u slučaju kojeg se otpremnina smatra oporezivim primitkom po osnovi nesamostalnog rada (plaćom).

Drugim riječima, na navedeni iznos se obračunavaju svi doprinosi i porez kao kod isplate plaće i onda iznos od 100 tisuća kuna otpremnine postaje 185 tisuća kuna troška za poslodavca, odnosno Grad Split, odnosno sve nas građane. Kod otpremnine od 200 tisuća kuna trošak je 367 tisuća kuna.

Da ne bude zabune, ovdje se radi o iznosu jedne otpremnine za jednog zaposlenika. Navodno se javilo preko 50 ljudi s interesom za prijevremenu mirovinu, a s obzirom na to da je rok za podnošenje prijava do 1. studenog, ova bi brojka mogla i rasti. Već sada ovo znači trošak od preko 9,25 milijuna kuna i to tako da se svima isplati najniži iznos otpremnine, što zasigurno neće biti slučaj.

Svi se možemo složiti kako je brojka djelatnika u Banovini prevelika te bismo sasvim sigurno svi podržali inicijativu za smanjenje broja djelatnika, ali ne na ovakav način.

Proces racionalizacije se radi na početku mandata, a ne da se cijeli mandat zapošljavaju novi djelatnici, a u samom kraju se smisli ovako skupa "racionalizacija“. Ovo je jednostavno preskupa metoda koju si Split momentalno ne može priuštiti, pogotovo ne kad ekonomska kriza prijeti našem društvu, a Grad ionako mora podizati kredit od 90 milijuna kuna, kaže Stipić.

Pedesetak zaposlenika Banovine kojima nedostaje do pet godina do redovne (starosne) "penzije", pokazalo je interes za stimulativne otpremnine za prijevremeno umirovljenje.

No, takvo 'stimulirajuće' smanjenje broja zaposlenika, kako ju je zamislio gradonačelnik, zapravo je preskupo oslobađanje od zaposlenika kako bi se zaposlili novi "svježi“ djelatnici Banovine i to na samom kraju ovog mandata, smatra dr. sc. Tonći Stipić, član Gradskog odbora SDP-a Split.

Negdje u srpnju svim zaposlenicima Banovine kojima je do redovne "penzije“ ostalo pet ili manje godina ponuđeno je prijevremeno umirovljenje uz stimulativne otpremnine od minimalno 100 tisuća do maksimalno 200 tisuća kuna, kako piše u članku 6. ugovora o prijevremenom umirovljenju koji je potpisan između gradonačelnika Opare i sindikalnog predstavnika.

Zanimljivo je da u istom ugovoru u članku 5 stoji: "Iznos stimulativne otpremnine ne smije biti veći od ukupnog iznosa troška plaće koju bi zaposlenik redovnim radom ostvario do prestanka službe odnosno radnog odnosa...“ Naizgled sve po zakonu, logično i smisleno.

- Problem nastaje što navedeni iznosi otpremnine iskazani su u neto iznosima, dok ovaj način umirovljenja zaposlenika podrazumijeva sporazumni prekid radnog odnosa u slučaju kojeg se otpremnina smatra oporezivim primitkom po osnovi nesamostalnog rada (plaćom).

Drugim riječima, na navedeni iznos se obračunavaju svi doprinosi i porez kao kod isplate plaće i onda iznos od 100 tisuća kuna otpremnine postaje 185 tisuća kuna troška za poslodavca, odnosno Grad Split, odnosno sve nas građane. Kod otpremnine od 200 tisuća kuna trošak je 367 tisuća kuna.

Da ne bude zabune, ovdje se radi o iznosu jedne otpremnine za jednog zaposlenika. Navodno se javilo preko 50 ljudi s interesom za prijevremenu mirovinu, a s obzirom na to da je rok za podnošenje prijava do 1. studenog, ova bi brojka mogla i rasti. Već sada ovo znači trošak od preko 9,25 milijuna kuna i to tako da se svima isplati najniži iznos otpremnine, što zasigurno neće biti slučaj.

Svi se možemo složiti kako je brojka djelatnika u Banovini prevelika te bismo sasvim sigurno svi podržali inicijativu za smanjenje broja djelatnika, ali ne na ovakav način.

Proces racionalizacije se radi na početku mandata, a ne da se cijeli mandat zapošljavaju novi djelatnici, a u samom kraju se smisli ovako skupa "racionalizacija“. Ovo je jednostavno preskupa metoda koju si Split momentalno ne može priuštiti, pogotovo ne kad ekonomska kriza prijeti našem društvu, a Grad ionako mora podizati kredit od 90 milijuna kuna, kaže Stipić.

Pedesetak zaposlenika Banovine kojima nedostaje do pet godina do redovne (starosne) "penzije", pokazalo je interes za stimulativne otpremnine za prijevremeno umirovljenje.

No, takvo 'stimulirajuće' smanjenje broja zaposlenika, kako ju je zamislio gradonačelnik, zapravo je preskupo oslobađanje od zaposlenika kako bi se zaposlili novi "svježi“ djelatnici Banovine i to na samom kraju ovog mandata, smatra dr. sc. Tonći Stipić, član Gradskog odbora SDP-a Split.

Negdje u srpnju svim zaposlenicima Banovine kojima je do redovne "penzije“ ostalo pet ili manje godina ponuđeno je prijevremeno umirovljenje uz stimulativne otpremnine od minimalno 100 tisuća do maksimalno 200 tisuća kuna, kako piše u članku 6. ugovora o prijevremenom umirovljenju koji je potpisan između gradonačelnika Opare i ...
