Europska komisija objavila je godišnji izvještaj o stanju vladavine prava u članicama Europske unije. Domet tih izvještaja je upitan, ali Komisija smatra da time pomaže članicama u reformama kojima se jača vladavina prava i efikasnost sudstva, donosi Jutarnji.

Kao što se i očekivalo, stanje je zabrinjavajuće u Mađarskoj i Poljskoj, koje su već dulje vrijeme u sukobu s institucijama EU i nekim državama članicama. No, problema ima i u drugim državama. Neke je Komisija identificirala i u Hrvatskoj.

Izvještaj je uglavnom opis stanja u hrvatskom pravosuđu, a manje ocjena ili preporuke. Spominje se uspjeh u smanjenju broja predmeta i duljine trajanja postupaka, ali se traži daljnje poboljšanje efikasnosti i kvalitete.

Manjak osoblja

I ovaj izvještaj spominje postupak imenovanja novog predsjednika Vrhovnog suda uz konstataciju da je to dovelo do "povećanja kontroverzi i opetovanih javnih izjava kojima se omalovažavaju suci".

Ponavlja se da je percepcija neovisnosti sudstva "vrlo niska". Izvještaj navodi da još postoji manjak osoblja i u Državnom sudbenom vijeću i Vijeću državnog tužitelja, iako je dodijeljeno malo pojačanje kako bi se provjerile imovinske kartice sudaca i tužitelja. Nacrt Strategije o sprečavanju korupcije u javnoj je raspravi, a njome se želi jačati pravni okvir za sprečavanje sukoba interesa. I dalje nedostaje etički kod ponašanja za članove parlamenta i Vlade i tek se trebaju uvesti i detaljna pravila o lobističkim aktivnostima.

- Iako su najavljene izmjene okvira o političkom imunitetu članova Vlade, pravi postupci tek trebaju slijediti. Postupci javne nabave i dalje su područja visokih rizika za korupciju i nekoliko slučajeva je otkriveno zahvaljujući prijavama zviždača - stoji u dijelu izvješća o Hrvatskoj.

Europska komisija se ove godine posebno bavi i stanjem medija u članicama. Što se tiče Hrvatske, osim ozbiljnog problema zbog broja tužbi protiv novinara, spominje se i zabrinutost zbog političke neovisnosti Agencije za elektroničke medije. Naglašava se s druge strane da Hrvatska ima solidan okvir o transparentnosti vlasništva medija. Spominju se i česte pritužbe na politički utjecaj na medije putem državnih oglasa.

Utjecaj koronamjera

Pravni okvir za zaštitu novinara postoji, ali oni se i dalje suočavaju s prijetnjama. Posebno velik broj strateških sudskih tužbi protiv javnih djelatnika koji targetiraju novinare izazivaju i dalje ozbiljnu zabrinutost, navodi se u izvještaju.

I ovaj izvještaj ponavlja problem pristupa javnim informacijama. Iako je to zajamčeno zakonom, i dalje su prisutna kašnjenja u odgovorima na zahtjeve novinara.

Izvještaj analizira i utjecaj mjera uvedenih zbog pandemije na stanje u vladavini prava. Što se tiče Hrvatske, spominje se da nije uvedeno izvanredno stanje, da su mjere uvedene prema zakonu koji je dvaput izmijenjen, ali da je Ustavni sud potvrdio da su bile u skladu s Ustavom i naložio Saboru da pronađe način kojim će se osigurati da se jamči poštivanje i u vrijeme pandemije, donosi Jutarnji.

Europska komisija objavila je godišnji izvještaj o stanju vladavine prava u članicama Europske unije. Domet tih izvještaja je upitan, ali Komisija smatra da time pomaže članicama u reformama kojima se jača vladavina prava i efikasnost sudstva, donosi Jutarnji.

Kao što se i očekivalo, stanje je zabrinjavajuće u Mađarskoj i Poljskoj, koje su već dulje vrijeme u sukobu s institucijama EU i nekim državama članicama. No, problema ima i u drugim državama. Neke je Komisija identificirala i u Hrvatskoj.

Izvještaj je uglavnom opis stanja u hrvatskom pravosuđu, a manje ocjena ili preporuke. Spominje se uspjeh u smanjenju broja predmeta i duljine trajanja postupaka, ali se traži daljnje poboljšanje efikasnosti i kvalitete.

Manjak osoblja

I ovaj izvještaj spominje postupak imenovanja novog predsjednika Vrhovnog suda uz konstataciju da je to dovelo do "povećanja kontroverzi i opetovanih javnih izjava kojima se omalovažavaju suci".

Ponavlja se da je percepcija neovisnosti sudstva "vrlo niska". Izvještaj navodi da još postoji manjak osoblja i u Državnom sudbenom vijeću i Vijeću državnog tužitelja, iako je dodijeljeno malo pojačanje kako bi se provjerile imovinske kartice sudaca i tužitelja. Nacrt Strategije o sprečavanju korupcije u javnoj je raspravi, a njome se želi jačati pravni okvir za sprečavanje sukoba interesa. I dalje nedostaje etički kod ponašanja za članove parlamenta i Vlade i tek se trebaju uvesti i detaljna pravila o lobističkim aktivnostima.

- Iako su najavljene izmjene okvira o političkom imunitetu članova Vlade, pravi postupci tek trebaju slijediti. Postupci javne nabave i dalje su područja visokih rizika za korupciju i nekoliko slučajeva je otkriveno zahvaljujući prijavama zviždača - stoji u dijelu izvješća o Hrvatskoj.

Europska komisija se ove godine posebno bavi i stanjem medija u članicama. Što se tiče Hrvatske, osim ozbiljnog problema zbog broja tužbi protiv novinara, spominje se i zabrinutost zbog političke neovisnosti Agencije za elektroničke medije. Naglašava se s druge strane da Hrvatska ima solidan okvir o transparentnosti vlasništva medija. Spominju se i česte pritužbe na politički utjecaj na medije putem državnih oglasa.

Utjecaj koronamjera

Pravni okvir za zaštitu novinara postoji, ali oni se i dalje suočavaju s prijetnjama. Posebno velik broj strateških sudskih tužbi protiv javnih djelatnika koji targetiraju novinare izazivaju i dalje ozbiljnu zabrinutost, navodi se u izvještaju.

I ovaj izvještaj ponavlja problem pristupa javnim informacijama. Iako je to zajamčeno zakonom, i dalje su prisutna kašnjenja u odgovorima na zahtjeve novinara.

Izvještaj analizira i utjecaj mjera uvedenih zbog pandemije na stanje u vladavini prava. Što se tiče Hrvatske, spominje se da nije uvedeno izvanredno stanje, da su mjere uvedene prema zakonu koji je dvaput izmijenjen, ali da je Ustavni sud potvrdio da su bile u skladu s Ustavom i naložio Saboru da pronađe način kojim će se osigurati da se jamči poštivanje i u vrijeme pandemije, donosi Jutarnji.

U Hrvatskoj je percepcija neovisnosti sudstva vrlo niska

Europska komisija objavila je godišnji izvještaj o stanju vladavine prava u članicama Europske unije. Domet tih izvještaja je upitan, ali Komisija smatra da time pomaže članicama u reformama kojima se jača vladavina prava i efikasnost sudstva, donosi Jutarnji.

Kao što se i očekivalo, stanje je zabrinjavajuće u Mađarskoj i Poljskoj, koje su već dulje vrijeme u sukobu s institucijama EU i nekim državama članicama. No, problema ima i u drugim državama. Neke je Komisija identificirala i u Hrvatskoj.

Izvještaj je uglavnom opis stanja u hrvatskom pravosuđu, a manje ocjena ili preporuke. Spominje se uspjeh u smanjenju broja predmeta i duljine trajanja postupaka, ali se traži daljnje poboljšanje efikasnosti i kvalitete.

Manjak osoblja

I ovaj izvještaj spominje postupak imenovanja novog predsjednika Vrhovnog suda uz konstataciju da je to dovelo do "povećanja kontroverzi i opetovanih javnih izjava kojima se omalovažavaju suci".

Ponavlja se da je percepcija neovisnosti sudstva "vrlo niska". Izvještaj navodi da još postoji manjak osoblja i u Državnom sudbenom vijeću i Vijeću državnog tužitelja, iako je dodijeljeno malo pojačanje kako bi se provjerile imovinske kartice sudaca i tužitelja. Nacrt Strategije o sprečavanju korupcije u javnoj je raspravi, a njome se želi jačati pravni okvir za sprečavanje sukoba interesa. I dalje nedostaje etički kod ponašanja za članove parlamenta i Vlade i tek se trebaju uvesti i detaljna pravila o lobističkim aktivnostima.

- Iako su najavljene izmjene okvira o političkom imunitetu članova Vlade, pravi postupci tek trebaju slijediti. Postupci javne nabave i dalje su područja visokih rizika za korupciju i nekoliko slučajeva je otkriveno zahvaljujući prijavama zviždača - stoji u dijelu izvješća o Hrvatskoj.

Europska komisija se ove godine posebno bavi i stanjem medija u članicama. Što se tiče Hrvatske, osim ozbiljnog problema zbog broja tužbi protiv novinara, spominje se i zabrinutost zbog političke neovisnosti Agencije za elektroničke medije. Naglašava se s druge strane da Hrvatska ima solidan okvir o transparentnosti vlasništva medija. Spominju se i česte pritužbe na politički utjecaj na medije putem državnih oglasa.

Utjecaj koronamjera

Pravni okvir za zaštitu novinara postoji, ali oni se i dalje suočavaju s prijetnjama. Posebno velik broj strateških sudskih tužbi protiv javnih djelatnika koji targetiraju novinare izazivaju i dalje ozbiljnu zabrinutost, navodi se u izvještaju.

I ovaj izvještaj ponavlja problem pristupa javnim informacijama. Iako je to zajamčeno zakonom, i dalje su prisutna kašnjenja u odgovorima na zahtjeve novinara.

Izvještaj analizira i utjecaj mjera uvedenih zbog pandemije na stanje u vladavini prava. Što se tiče Hrvatske, spominje se da nije uvedeno izvanredno stanje, da su mjere uvedene prema zakonu koji je dvaput izmijenjen, ali da je Ustavni sud potvrdio da su bile u skladu s Ustavom i naložio Saboru da pronađe način kojim će se osigurati da se jamči poštivanje i u vrijeme pandemije, donosi Jutarnji.
