Jačanje javnog zdravstva, preventive, rano otkrivanje bolesti, reorganizacija bolničke zaštite, ulaganje u ljudske resurse uz financijsku održivost i pacijenta u središtu glavni su ciljevi reforme zdravstva, izjavio je u srijedu u Saboru ministar zdravstva Vili Beroš.
Ciljevi reforme su jasno definirani, ustvrdio je Beroš predstavljajući paket zdravstvenih zakona ključnih za reformu zdravstva, izmjene zakona o zdravstvenoj zaštiti i o obveznom zdravstvenom osiguranju.
Pacijent će moći ocijeniti zadovoljstvo zdravstvenom uslugom
Naglašavajući kako se posebno stavlja fokus na pacijenta u svakoj situaciji, Beroš je istaknuo kako je na tom tragu predložena obveza svakog zdravstvenog radnika da pruži hitnu medicinsku pomoć svakoj osobi i izvan svog radnog mjesta, odnosno u neposrednoj blizini svojeg radilišta.
Uvodi se i mogućnost da pacijent ocijeni zadovoljstvo zdravstvenom uslugom i aktivno sudjeluje u provedbi novih preventivnih zdravstvenih (sistematskih) pregleda.
Drugi važan dio reforme je organizacijska struktura zdravstvenog sustava - u primarnu razinu zaštite uključuju se psihološka i logopedska djelatnost te fizikalna terapija.
Sanitetski prijevoz izmiješta se u djelatnost zavoda za hitnu medicinu. Unapređuje se postupanje hitne medicinske službe kroz "brisanje" županijskih granica, uvode mobilne ljekare i jačaju mobilne ambulante.
Novost je i osiguravanje zdravstvene zaštite za studente izvan mjesta prebivališta/boravišta kroz posebne ordinacije. Uređuje se i rad turističkih ambulanti, naveo je Beroš.
Zakonskim izmjenama predviđen je također jedan dom zdravlja po županiji, uz mogućnost osnivanja podružnica domova zdravlja, kao i administrativno rasterećenje liječnika uz zapošljavanje administratora.
Prenošenje upravljačkih prava općih bolnica na državu
Reorganizacija bolničkog sustava uključuje novu kategorizaciju bolnica, ali i prenošenje upravljačkih prava općih bolnica na državu. Izvanbolnička specijalističko - konzilijarna zdravstvena zaštita, specijalne bolnice, lječilišta i poliklinike ostaju u upravljačkoj nadležnosti županija.
Tercijarna razina zdravstvenih ustanova, koja uključuje KBC-ove, KB-ove i Klinike, kao i do sada, ostaje u nadležnosti države. „Glavna ideja novog modela upravljanja je - sinergija, a ne podjela”, naglasio je Beroš.
Predlaže se reguliranje rada između javnog i privatnog zdravstvenog sustava tako da zdravstveni radnik za vrijeme obnašanja dužnosti ravnatelja, zamjenika ili pomoćnika ravnatelja, predstojnika klinike ili zavoda ne može biti osnivač zdravstvene ustanove ili trgovačkog društva u istoj djelatnosti.
Dodatno se regulira obavljanje dopunskog rada tako da se uvjetuje učinkovito upravljanje listama čekanja u javnom zdravstvu, rekao je ministar zdravstva.
Upravljanje ljudskim potencijalima uključuje osnaživanje mladih liječnika, omogućavanjem zdravstvenim radnicima u javnoj službe da privatnu praksu mogu obavljati bez dobivanja suglasnosti Ministarstva zdravstva, najduže do navršenih 68 godina života, umjesto dosadašnjih 65 godina, jednakim bodovanjem koeficijenata specijalista bez obzira jesu li na primarnoj ili na višim razinama zdravstvene zaštite.
Politiziranje zdravstva ne čini dobro ni pacijentima niti djelatnicima
Beroš je napomenuo da su izmjene zakona obveza u sklopu Nacionalnog plana za oporavak i otpornost, u sklopu kojega nam stoji na raspolaganju 2,56 milijardi kuna bespovratnih sredstava.
Državni tajnik Tomislav Dulibić dodao je da se zakonskim izmjenama predlaže povećanje maksimalnog iznosa participacije pacijenata u troškovima zdravstvene zaštite, te za osobe koje nemaju dopunsko zdravstveno osiguranje povećanje iznosa sudjelovanja u troškovima zdravstvene zaštite za pojedine usluge.
„Politiziranje zdravstva ne čini dobro ni pacijentima niti djelatnicima zdravstvenog sustava, i nije dobar put. Odaberimo put zajedništva, političke zrelosti i hrabrosti koji je nužan za bolje sutra hrvatskog zdravstva”, pozvao je Dulibić.

Jačanje javnog zdravstva, preventive, rano otkrivanje bolesti, reorganizacija bolničke zaštite, ulaganje u ljudske resurse uz financijsku održivost i pacijenta u središtu glavni su ciljevi reforme zdravstva, izjavio je u srijedu u Saboru ministar zdravstva Vili Beroš.
Ciljevi reforme su jasno definirani, ustvrdio je Beroš predstavljajući paket zdravstvenih zakona ključnih za reformu zdravstva, izmjene zakona o zdravstvenoj zaštiti i o obveznom zdravstvenom osiguranju.
Pacijent će moći ocijeniti zadovoljstvo zdravstvenom uslugom
Naglašavajući kako se posebno stavlja fokus na pacijenta u svakoj situaciji, Beroš je istaknuo kako je na tom tragu predložena obveza svakog zdravstvenog radnika da pruži hitnu medicinsku pomoć svakoj osobi i izvan svog radnog mjesta, odnosno u neposrednoj blizini svojeg radilišta.
Uvodi se i mogućnost da pacijent ocijeni zadovoljstvo zdravstvenom uslugom i aktivno sudjeluje u provedbi novih preventivnih zdravstvenih (sistematskih) pregleda.
Drugi važan dio reforme je organizacijska struktura zdravstvenog sustava - u primarnu razinu zaštite uključuju se psihološka i logopedska djelatnost te fizikalna terapija.
Sanitetski prijevoz izmiješta se u djelatnost zavoda za hitnu medicinu. Unapređuje se postupanje hitne medicinske službe kroz "brisanje" županijskih granica, uvode mobilne ljekare i jačaju mobilne ambulante.
Novost je i osiguravanje zdravstvene zaštite za studente izvan mjesta prebivališta/boravišta kroz posebne ordinacije. Uređuje se i rad turističkih ambulanti, naveo je Beroš.
Zakonskim izmjenama predviđen je također jedan dom zdravlja po županiji, uz mogućnost osnivanja podružnica domova zdravlja, kao i administrativno rasterećenje liječnika uz zapošljavanje administratora.
Prenošenje upravljačkih prava općih bolnica na državu
Reorganizacija bolničkog sustava uključuje novu kategorizaciju bolnica, ali i prenošenje upravljačkih prava općih bolnica na državu. Izvanbolnička specijalističko - konzilijarna zdravstvena zaštita, specijalne bolnice, lječilišta i poliklinike ostaju u upravljačkoj nadležnosti županija.
Tercijarna razina zdravstvenih ustanova, koja uključuje KBC-ove, KB-ove i Klinike, kao i do sada, ostaje u nadležnosti države. „Glavna ideja novog modela upravljanja je - sinergija, a ne podjela”, naglasio je Beroš.
Predlaže se reguliranje rada između javnog i privatnog zdravstvenog sustava tako da zdravstveni radnik za vrijeme obnašanja dužnosti ravnatelja, zamjenika ili pomoćnika ravnatelja, predstojnika klinike ili zavoda ne može biti osnivač zdravstvene ustanove ili trgovačkog društva u istoj djelatnosti.
Dodatno se regulira obavljanje dopunskog rada tako da se uvjetuje učinkovito upravljanje listama čekanja u javnom zdravstvu, rekao je ministar zdravstva.
Upravljanje ljudskim potencijalima uključuje osnaživanje mladih liječnika, omogućavanjem zdravstvenim radnicima u javnoj službe da privatnu praksu mogu obavljati bez dobivanja suglasnosti Ministarstva zdravstva, najduže do navršenih 68 godina života, umjesto dosadašnjih 65 godina, jednakim bodovanjem koeficijenata specijalista bez obzira jesu li na primarnoj ili na višim razinama zdravstvene zaštite.
Politiziranje zdravstva ne čini dobro ni pacijentima niti djelatnicima
Beroš je napomenuo da su izmjene zakona obveza u sklopu Nacionalnog plana za oporavak i otpornost, u sklopu kojega nam stoji na raspolaganju 2,56 milijardi kuna bespovratnih sredstava.
Državni tajnik Tomislav Dulibić dodao je da se zakonskim izmjenama predlaže povećanje maksimalnog iznosa participacije pacijenata u troškovima zdravstvene zaštite, te za osobe koje nemaju dopunsko zdravstveno osiguranje povećanje iznosa sudjelovanja u troškovima zdravstvene zaštite za pojedine usluge.
„Politiziranje zdravstva ne čini dobro ni pacijentima niti djelatnicima zdravstvenog sustava, i nije dobar put. Odaberimo put zajedništva, političke zrelosti i hrabrosti koji je nužan za bolje sutra hrvatskog zdravstva”, pozvao je Dulibić.

Jačanje javnog zdravstva, preventive, rano otkrivanje bolesti, reorganizacija bolničke zaštite, ulaganje u ljudske resurse uz financijsku održivost i pacijenta u središtu glavni su ciljevi reforme zdravstva, izjavio je u srijedu u Saboru ministar zdravstva Vili Beroš.
Ciljevi reforme su jasno definirani, ustvrdio je Beroš predstavljajući paket zdravstvenih zakona ključnih za reformu zdravstva, izmjene zakona o zdravstvenoj zaštiti i o obveznom zdravstvenom osiguranju.
Pacijent će moći ocijeniti zadovoljstvo zdravstvenom uslugom
Naglašavajući kako se posebno stavlja fokus na pacijenta u svakoj situaciji, Beroš je istaknuo kako je na tom tragu predložena obveza svakog zdravstvenog radnika da pruži hitnu medicinsku pomoć svakoj osobi i izvan svog radnog mjesta, odnosno u neposrednoj blizini svojeg radilišta.
Uvodi se i mogućnost da pacijent ocijeni zadovoljstvo zdravstvenom uslugom i aktivno sudjeluje u provedbi novih preventivnih zdravstvenih (sistematskih) pregleda.
