Pripadnici Frontexa, europske agencije za upravljanje granicama, uskoro bi mogli djelovati u Bosni i Hercegovini kako bi pratili kretanje ilegalnih migranata prema Hrvatskoj, ali i njihovo kretanje između država zapadnog Balkana, tvrde izvori iz Europske unije. Slično tvrde i neslužbeni izvori iz ministarstva BiH koje su prenijele banjolučke Novosti.

Prema tim izvorima, pripadnici Frontexa bili bi raspoređeni ne samo na kopnenu i morsku granicu BiH prema Hrvatskoj, nego i na granicama prema Srbiji i Crnoj Gori. To je, smatraju izvori iz Bruxellesa, osobito važno jer bi velik broj migranata mogao preko Srbije ući u BiH kako bi nastavili prema EU.

Mandat Vijeća EU

Frontex već sad može djelovati na granicama zemalja regije prema EU, ali prema novim sporazumima o kojima se pregovara, a mandate za koje je dalo Vijeće EU, pripadnici europske agencije mogli bi se rasporediti i na granicama između država regije, a imali bi i izvršne ovlasti u svom djelovanju. EU o takvim sporazumima pregovara s Albanijom, Sjevernom Makedonijom, Srbijom, BiH te Crnom Gorom.

Pozivajući se na svoje izvore, Novosti pišu da se priprema sporazum između Frontexa i Bosne i Hercegovine kojim se želi uspostaviti pravni okvir za operativne aktivnosti koje bi Frontex provodio na teritoriju BiH te definirati način operativne suradnje država članica EU i tijela vlasti u BiH. Prema tvrdnjama tog izvora, inicijativa za sklapanje sporazuma stigla je iz Europske unije.

Nadalje, na ovaj način EU želi pomoći i Hrvatskoj u kontroli granice koja je sad i vanjska granica Schengena. Prema mandatu koji su odobrile zemlje članice, ovim se sporazumom uređuju sva pitanja o raspoređivanju timova za upravljanje granicama, a njihovi bi članovi imali izvršne ovlasti te bi se riješio njihov status u slučaju kaznene odgovornosti. To u praksi znači da će pripadnici Frontexa na teritoriju BiH moći koristiti svoje naoružanje u slučaju samoobrane i obavljati policijske poslove vezane uz ilegalne migrante, krijumčarenje ljudi, krivotvorene dokumente i druge ilegalne djelatnosti.

Vizni režim

EU je već sklopila sporazume s Albanijom, Crnom Gorom i Srbijom u okviru prethodnog mandata Frontexa, ali te zemlje dopustile su samo provođenje zajedničkih operacija i raspoređivanje timova u dijelovima svojih teritorija koji graniči s EU bez mogućnosti operativnog djelovanja unutar teritorija i na granicama koje nisu prema Europskoj uniji. U Bruxellesu smatraju da je bitno nadzirati i kretanja ilegalnih migranata unutar regije zapadnog Balkana kako bi se otkrile rute kojima ih krijumčari usmjeravaju.

EU traži i prilagođavanje viznog režima tih država s režimom EU. To znači da primjerice Srbija i BiH uvedu vize za državljane kojima su potrebne vize za EU i iz kojih prijeti rizik većeg migracijskog vala. Poseban je problem Srbija, koja je zbog političkih ciljeva ukinula vize državama poput Burundija, Tunisa i Indije, pa je iz tih zemalja naglo povećan broj ilegalnih migranata koji su preko Beograda dolazili u EU. Srbija je, nakon pritiska iz Bruxellesa, najavila da će uskladiti svoj vizni režim s EU, inače bi riskirala da EU uvede vize za građane Srbije.

Vijest o sporazumu Frontexa i BiH dolazi nakon nedavnog sastanka ministara unutarnjih poslova članica EU u Stockholmu, gdje je zaključeno da zapadni Balkan predstavlja jednu od najkritičnijih ruta za dolazak ilegalnih migranata u zapadnu Europu. Granična policija BiH objavila je da su tijekom 2022. spriječili ulazak oko šest tisuća ilegalnih migranata. Trenutno u tranzitnim centrima za njihov smještaj kraj Sarajeva i Bihaća u prosjeku dnevno boravi oko 3000 migranata.

Protivljenje RS-a: Hoće li Milorad Dodik sada promijeniti stav?

U Europskoj komisiji su potvrdili da su u tijeku pregovori s BiH o jačoj suradnji s Frontexom "kako bi se partnerima pomoglo u upravljanju migrantskim tokovima". Ovo je drugi pokušaj sklapanja sporazuma između BiH i Frontexa. Krajem 2018. sporazum je parafiran, ali nikad nije stupio na snagu jer ga zbog protivljenja Milorada Dodika nije odobrilo Predsjedništvo BiH, u čijoj je nadležnosti i potpisivanje međunarodnih sporazuma.

Dodik je tad sporazum s Frontexom proglasio "destruktivnim po vitalni entitetski interes Republike Srpske". Ovaj novi sporazum puno je rigorozniji od onoga iz 2018. jer omogućuje pripadnicima Frontexa operativni rad na terenu pa je upitno hoće li Republika Srpska ovoga puta pristati na potpisivanje ovog dokumenta.

Pripadnici Frontexa, europske agencije za upravljanje granicama, uskoro bi mogli djelovati u Bosni i Hercegovini kako bi pratili kretanje ilegalnih migranata prema Hrvatskoj, ali i njihovo kretanje između država zapadnog Balkana, tvrde izvori iz Europske unije. Slično tvrde i neslužbeni izvori iz ministarstva BiH koje su prenijele banjolučke Novosti.

Prema tim izvorima, pripadnici Frontexa bili bi raspoređeni ne samo na kopnenu i morsku granicu BiH prema Hrvatskoj, nego i na granicama prema Srbiji i Crnoj Gori. To je, smatraju izvori iz Bruxellesa, osobito važno jer bi velik broj migranata mogao preko Srbije ući u BiH kako bi nastavili prema EU.

Mandat Vijeća EU

Frontex već sad može djelovati na granicama zemalja regije prema EU, ali prema novim sporazumima o kojima se pregovara, a mandate za koje je dalo Vijeće EU, pripadnici europske agencije mogli bi se rasporediti i na granicama između država regije, a imali bi i izvršne ovlasti u svom djelovanju. EU o takvim sporazumima pregovara s Albanijom, Sjevernom Makedonijom, Srbijom, BiH te Crnom Gorom.

Pozivajući se na svoje izvore, Novosti pišu da se priprema sporazum između Frontexa i Bosne i Hercegovine kojim se želi uspostaviti pravni okvir za operativne aktivnosti koje bi Frontex provodio na teritoriju BiH te definirati način operativne suradnje država članica EU i tijela vlasti u BiH. Prema tvrdnjama tog izvora, inicijativa za sklapanje sporazuma stigla je iz Europske unije.

Nadalje, na ovaj način EU želi pomoći i Hrvatskoj u kontroli granice koja je sad i vanjska granica Schengena. Prema mandatu koji su odobrile zemlje članice, ovim se sporazumom uređuju sva pitanja o raspoređivanju timova za upravljanje granicama, a njihovi bi članovi imali izvršne ovlasti te bi se riješio njihov status u slučaju kaznene odgovornosti. To u praksi znači da će pripadnici Frontexa na teritoriju BiH moći koristiti svoje naoružanje u slučaju samoobrane i obavljati policijske poslove vezane uz ilegalne migrante, krijumčarenje ljudi, krivotvorene dokumente i druge ilegalne djelatnosti.

Vizni režim

EU je već sklopila sporazume s Albanijom, Crnom Gorom i Srbijom u okviru prethodnog mandata Frontexa, ali te zemlje dopustile su samo provođenje zajedničkih operacija i raspoređivanje timova u dijelovima svojih teritorija koji graniči s EU bez mogućnosti operativnog djelovanja unutar teritorija i na granicama koje nisu prema Europskoj uniji. U Bruxellesu smatraju da je bitno nadzirati i kretanja ilegalnih migranata unutar regije zapadnog Balkana kako bi se otkrile rute kojima ih krijumčari usmjeravaju.

EU traži i prilagođavanje viznog režima tih država s režimom EU. To znači da primjerice Srbija i BiH uvedu vize za državljane kojima su potrebne vize za EU i iz kojih prijeti rizik većeg migracijskog vala. Poseban je problem Srbija, koja je zbog političkih ciljeva ukinula vize državama poput Burundija, Tunisa i Indije, pa je iz tih zemalja naglo povećan broj ilegalnih migranata koji su preko Beograda dolazili u EU. Srbija je, nakon pritiska iz Bruxellesa, najavila da će uskladiti svoj vizni režim s EU, inače bi riskirala da EU uvede vize za građane Srbije.

Vijest o sporazumu Frontexa i BiH dolazi nakon nedavnog sastanka ministara unutarnjih poslova članica EU u Stockholmu, gdje je zaključeno da zapadni Balkan predstavlja jednu od najkritičnijih ruta za dolazak ilegalnih migranata u zapadnu Europu. Granična policija BiH objavila je da su tijekom 2022. spriječili ulazak oko šest tisuća ilegalnih migranata. Trenutno u tranzitnim centrima za njihov smještaj kraj Sarajeva i Bihaća u prosjeku dnevno boravi oko 3000 migranata.

Protivljenje RS-a: Hoće li Milorad Dodik sada promijeniti stav?

U Europskoj komisiji su potvrdili da su u tijeku pregovori s BiH o jačoj suradnji s Frontexom "kako bi se partnerima pomoglo u upravljanju migrantskim tokovima". Ovo je drugi pokušaj sklapanja sporazuma između BiH i Frontexa. Krajem 2018. sporazum je parafiran, ali nikad nije stupio na snagu jer ga zbog protivljenja Milorada Dodika nije odobrilo Predsjedništvo BiH, u čijoj je nadležnosti i potpisivanje međunarodnih sporazuma.

Dodik je tad sporazum s Frontexom proglasio "destruktivnim po vitalni entitetski interes Republike Srpske". Ovaj novi sporazum puno je rigorozniji od onoga iz 2018. jer omogućuje pripadnicima Frontexa operativni rad na terenu pa je upitno hoće li Republika Srpska ovoga puta pristati na potpisivanje ovog dokumenta.
